(2) after receiving a calling message of a calling earth mobile terminal, a core network sends the calling message and a calling setup message to a called earth mobile terminal through a ground access network;
(3) after receiving the call message and the call setup message, the called earth mobile terminal sends a voice rate list supported by the called earth mobile terminal to the core network through a ground access network through a call confirm message;
(4) the core network confirms whether the voice rate supported by the calling earth mobile terminal and the called earth mobile terminal is available or not according to the wireless resource condition of the current system and the voice rate capability supported by the calling earth mobile terminal and the called earth mobile terminal; if so, the core network issues the finally allocated voice rate to the calling earth mobile terminal and the called earth mobile terminal through the NAS Synchronization Info field in the radio bearer setup message, and allocates corresponding service channels; if no or no wireless resource meeting the voice service can be provided, the core network rejects the voice service through a call clearing process, and the voice service process fails.

the signaling processing unit is used for reporting the voice rate list to the core network through the ground access network, receiving the NAS Synchronization Info field voice rate finally distributed by the core network through the ground access network, and reporting the voice rate to the rate selection unit;

(2) after receiving a calling message of a calling earth mobile terminal, a core network sends the calling message and a calling setup message to a called earth mobile terminal through a ground access network;
(3) after receiving the call message and the call setup message, the called earth mobile terminal sends a voice rate list supported by the called earth mobile terminal to the core network through a ground access network through a call confirm message;
(4) the core network confirms whether the voice rate supported by the calling earth mobile terminal and the called earth mobile terminal is available or not according to the wireless resource condition of the current system and the voice rate capability supported by the calling earth mobile terminal and the called earth mobile terminal; if so, the core network issues the finally allocated voice rate to the calling earth mobile terminal and the called earth mobile terminal through the NAS Synchronization Info field in the Radio Bearestup message, and allocates corresponding service channels; if no or no wireless resource meeting the voice service can be provided, the core network rejects the voice service through a call clearing process, and the voice service process fails.

the signaling processing unit is used for reporting the voice rate list to the core network through the ground access network, receiving the NAS Synchronization Info field voice rate finally distributed by the core network through the ground access network, and reporting the voice rate to the rate selection unit;
