提供了一种传输数据的方法、网络设备和终端设备。该方法包括:生成配置信息,该配置信息用于指示处于非激活状态的第一终端设备进行随机接入时使用的资源,该非激活状态指该第一终端设备与第一网络设备处于断开状态,且该第一网络设备保留有该第一终端设备的上下文信息;向该第一终端设备发送该配置信息。本发明实施例中,通过网络侧为该第一终端设备预配置用于进行随机接入的资源,能够快速接入网络,减少时延。
