A method of operating a miniaturized air preheater off-line cleaning apparatus as set forth in any one of claims 1-6, wherein: the process is as follows: the motor (7) drives the rotating shaft (8) to rotate, the electric telescopic rod (6) fixed on the rotating shaft (8) also rotates, the heat exchange element (2) on the gripper (3) is sent to the mesh (24) in the alkaline washing compartment (23) to be cleaned for the first time, the micro water pump (15) in the circulating alkaline liquid pool (12) conveys alkaline liquid to the alkaline washing spray header (25) through the water pipe to spray out, the uninterrupted cleaning process is realized, the cleaning degree is judged by observing the PH value on the PH value detector (22), so that the cleaning time is controlled, when the PH value in the alkaline washing compartment (23) reaches the specified requirement, the heat exchange element (2) is moved to the mesh (24) in the water washing blow-drying compartment (21), the micro water pump (15) in the circulating water pool (16) conveys water to the water spray header (19) to spray out, the PH value on the PH value detector (22) is observed again, the cleaning degree is judged through the PH value on the PH value detector (22) so that the cleaning time is controlled, after the cleaning time is finished, the waste heat exchange element (2) is dried through the exhaust heat exchange element (14) through the exhaust fan (17), and the waste heat is dried through the waste heat of the heat pump (14).
