a first terminal carrying an office approval system, a second terminal carrying a SIM card and a server;
the second terminal performs data communication with the server through the office approval application program;
the first terminal sends an office approval request to the server, wherein the office approval request carries approver information;
the server converts the office approval request into an approval message and forwards the approval message to a second terminal of the approver for display, and the approver checks the displayed approval message on a screen of the second terminal and generates a response message through the operation of an active command SELECT ITEM to send the response message to the server;
