At present, the occurrence of an emergency is usually difficult to predict and has large destructiveness, and the harm to the human society is always striking and amazing, wherein the emergency natural disasters such as earthquake, volcanic eruption, debris flow, tsunami, typhoon, flood and the like, and the emergency accident disaster caused by human activities such as pollutant leakage, water body pollution, soil pollution and the like exist, and the emergency related to public safety and public health also accounts for a considerable proportion. In recent years, various types of major emergencies are frequently generated around the world, and the attention from various social circles is attracted.
Emergency protocols are one of the most important and effective tools in promoting emergency management capabilities. Because human beings can not completely resist and eliminate potential threats and actual damages of major natural disasters, but the occurrence and evolution of an emergency often have great uncertainty, the occurrence and evolution track of the emergency has various possibilities, and aiming at the characteristics of the emergency, people can only aim at reducing the loss caused by the emergency as far as possible within the reach range, not only need to actively prevent the emergency at ordinary times, but also preset a response scheme, namely an emergency plan, once the emergency occurs when the emergency does not occur, so that the emergency can be completely met without any trouble and without rain. Therefore, the emergency plan plays an important role in emergency management and is an important component of an emergency rescue system.
At present, the research aiming at the emergency plan compilation is mainly to compile an emergency plan as complete as possible in advance from the situation aiming at the possible occurrence of the emergency, but because the judgment on the situation of the possible occurrence of the emergency is usually based on experience and knowledge reasoning, and the compilation means mainly depends on manual pre-compilation, the project compiled under the thought obviously cannot meet the actual emergency disposal requirement of the development and the change of the complex emergency.

establishing at least one emergent public health event information according to the at least one keyword and the geographical position information corresponding to the at least one keyword;
determining the grade of the at least one emergent public health event according to the geographical position range or the number of people suffering from disasters of the at least one emergent public health event; wherein, one emergent public health event corresponds to one grade of the emergent public health event;
the processing equipment determines the grade of the at least one emergent public health event according to the issuing times of the at least one emergent public health event;
the processing equipment is according to
Figure FDA0003015583560000031
Determining the at least one emergency public health event level; wherein x is the number of people suffering from a disaster, y is the number of times of release, z is the geographical range, alpha and beta are unit constants, a, b and c are corresponding weights, and S is the grade of an emergent public health event;
the emergency database comprises at least one emergency data group and at least one emergency scheme data, and one emergency scheme data corresponds to one emergency data group;
the processing equipment determines the correlation between the at least one emergency data set and the first emergency data set according to weights corresponding to the multiple parameters of the emergent public health event respectively; wherein the emergency event parameters include any one or more of: the emergency event name corresponds to a keyword, the type of the emergent public health event, the geographical position range of the emergent public health event and the grade of the emergent public health event;
the processing device determines the correlation between at least one emergency data set in an emergency database and the first emergency data set;
determining a second emergency data set of the at least one emergency data set having a relevance value to the first emergency data set greater than or equal to a threshold value;
acquiring emergency scheme data corresponding to the second emergency data group from the emergency database, wherein the emergency scheme data is used for indicating handling of the first emergency data group; the emergency scheme data comprises expert group data and material group data;
corresponding to the at least one emergent public health event information, any one or more of the following items: the name of the emergent public health incident, the type of the emergent public health incident, the geographical position information of the emergent public health incident, the geographical position range of the emergent public health incident and the grade of the emergent public health incident are displayed in an electronic map mode;
the electronic map provides distance measurement, area measurement, positioning viewing, map query, map printing and map export functions.
