本发明公开了一种发送下行数据的方法,能够节省终端设备的电能消耗。该方法包括:第一网络设备接收终端设备发送的第一消息,第一消息中携带终端设备的标识信息;第一网络设备根据标识信息,确定网络侧有终端设备的缓存下行数据;第一网络设备获取下行数据;第一网络设备将下行数据发送给终端设备。
