The method of claim 1, wherein the dispatching console in the public security information network initiates a call to a single mobile police terminal or a single dispatching console, the call information is authenticated first, after the authentication is passed, the call information is transmitted to the platform voice call processing server in the public security information network, the voice call processing server acquires the home location of the mobile terminal or the dispatching console by inquiring the terminal home location management service, if the mobile terminal or the dispatching console belongs to the networking service sub-platform, the call information is forwarded to the command dispatching server in the networking service sub-platform through the application layer tunnel, and the command dispatching server in the networking service sub-platform forwards the call information to the mobile terminal or the dispatching console belonging to the networking service sub-platform; if not, the call information is not forwarded to the networking service sub-platform; a dispatching desk corresponding to the platform of the public security information network initiates a voice call in the communication group A, the call information is transmitted to a voice call processing server in the public security information network, the voice call processing server acquires all participation of the group A by inquiring the group attribution management service, and checks whether a participant networking service sub-platform exists in the communication group A at present; if yes, the call information is forwarded to a command scheduling server of the networked service sub-platform through the application layer tunnel, and the command scheduling server in the networked service sub-platform forwards the call information to all participants in the networked service sub-platform; if not, the call information is not forwarded to the command scheduling server of the networking service sub-platform.

The method of claim 1, wherein the destination of the communication group belongs to a master command and dispatch area or a slave command and dispatch area, the area to which the communication group belongs is a control area, other areas belong to participating areas, the uplink communication message is first sent to the control area, and then the server in the control area forwards the message to the servers in other participating areas.

The method of claim 1, wherein a terminal B in the networked service sub-platform requests to push real-time video in the communication group B, and a video management server of the networked service sub-platform receives the request and then allocates a video push address belonging to a streaming media server of the networked service sub-platform to the terminal B; after the real-time video of the terminal B is successfully pushed, the video management server of the networking service sub-platform sends a notice of receiving the real-time video to the members in the communication group B; after receiving the communication message notification, the members in the communication group B apply for playing messages to a video management server of the networking service sub-platform, the management server checks whether the attribution of the applicant belongs to the networking service sub-platform, and if the attribution belongs to the networking service sub-platform, the management server returns the playing address of the video on the streaming media of the networking service sub-platform; the dispatching platform E in the public security information network applies for playing the real-time video to a management server of the networking service sub-platform through an application layer tunnel, the management server checks that the dispatching platform belongs to the public security information network, namely a streaming media forwarding server in the networking service sub-platform forwards the real-time video to a streaming media server in the public security information network, and returns a video playing address of the real-time video in the public security network to the dispatching platform E after the real-time video is successfully played; the dispatching desk F of the command dispatching main area enters the communication group B after the dispatching desk E, the dispatching desk F receives the notification that the terminal B is pushing the communication message, and applies for playing the video to a video management server of the networking service sub-platform; the video management server checks that the applicant belongs to the public security information network, and if the video is forwarded to the streaming media server in the same district of the applicant, the playing address of the video on the streaming media server in the command scheduling main district is returned to the scheduling platform F.

The method of claim 1, wherein the video originated from the dispatcher station belonging to the main area of command and dispatch is pushed to the streaming media server in the public security information network, the video is provided with a grade tag, and when the dispatcher station in the public security information network pushes the video, it is necessary to select whether to allow forwarding to the external network and notify the relevant message receiver; the receiver applies for playing the message to a video management server in the public security information network; the management server checks the network where the player is located, and if the network is located in the public security information network, the management server returns the playing address of the video to the applicant; if the video is in the networking service sub-platform, firstly checking whether the video is allowed to be forwarded or not, and if not, rejecting the request; if the video is allowed to be forwarded, checking whether the video is forwarded to the networking service sub-platform, and if the video is forwarded, returning a playing address of the video on a streaming media server of the networking service sub-platform to the applicant; if the video is not forwarded to the networking service sub-platform, the management server of the networking service sub-platform is informed, the video is pulled to the streaming media server of the networking service sub-platform, and after the video is successfully pulled, the video playing address on the streaming media server of the networking service sub-platform is returned to the applicant.
7. The method as claimed in claim 1, wherein the management server is further responsible for managing and controlling the occupation of network bandwidth, and if the bandwidth occupied by the communication message entering the public security information network exceeds the bandwidth reserved for the message application by the platform, the subsequent communication is stopped from being forwarded to the public security information network.
