本申请提供了通信方法、终端和网络设备。该通信方法包括:终端确定在目标时间单元内传输第一上行控制信息和第二上行控制信息。终端在目标时间单元内单独传输第一上行控制信息时使用的是第一上行控制信道,终端在目标时间单元内单独传输第二上行控制信息时使用的是第二上行控制信道,第一上行控制信道包含的时域符号数大于第二上行控制信道包含的时域符号数;终端在目标时间单元内,使用第一上行控制信道中的目标时域符号传输第二上行控制信息,目标时域符号是第一上行控制信道中用于传输参考符号的时域符号中的至少部分时域符号;终端在目标时间单元内,使用第一上行控制信道中用于传输参考符号之外的时域符号传输第一上行控制信息。本申请提供的通信方法、终端和网络设备可以提高资源的利用率。
