1. the management system is used for carrying out remote information management on the files and the operation records of the metering box;
the acquisition/control terminal is arranged in the metering box, is linked with the camera and the photoelectric sensor, and is in remote communication with the management system through an optical fiber/GPRS network;
the camera is started by the acquisition/control terminal and is used for acquiring video information of the installation site of the metering box;
the photoelectric sensor is arranged in the metering box and used for monitoring the state of the door of the metering box and sending opening and closing action signals of the door to the acquisition/control terminal;
the passive intelligent lock adopts an electronic lock cylinder with a contact type lock hole;
the APP is installed on the intelligent palm machine and used for unlocking work order management and batch meter management/operator permission verification;
the intelligent palm machine function comprises:
A. the intelligent lock is in single-bus communication, when a contact of the intelligent palm machine contacts the intelligent lock, power is supplied to the intelligent lock, and a lock number stored in the lock cylinder is read, so that the lockset is identified;
B. the system operates as follows: an operator logs in an intelligent management APP of a metering box installed on an intelligent palm machine, logs in a metering box management system and performs work order operation;
C. unlocking, wherein an operator uses an intelligent palm machine to carry out unlocking operation;
D. the unlocking record is uploaded, and when the intelligent palm machine completes the unlocking action, the unlocking action is uploaded to the management system through the GPRS network;
the service functions of the management system comprise:
A. the system comprises a file information management function, a file management function and a file management function, wherein the file information management function is used for carrying out file adding, file maintaining and file deleting operations on a metering box, an acquisition/control terminal, a camera, a passive intelligent lock and intelligent palm equipment related to the system;
B. the management system comprises a metering box management/operator information management function, a menu and a control module, wherein the management/operator information management function is used for managing personnel information, and the menu comprises personnel filing, personnel file information maintenance, role management, personnel allocation roles and personnel information deletion;

E. the event record of unpacking/unlocking is characterized in that the event record function is embodied as follows on the system side: the system receives unlocking information uploaded by the intelligent palm machine and unpacking information uploaded by the acquisition/control terminal;
F. the management system receives and stores the live video uploaded by the acquisition/control terminal;
G. monitoring abnormal events in real time, and judging and detecting the abnormal events in real time by a system;
H. sending an abnormal event, wherein when the system diagnoses the abnormal event, the system informs a metering box manager through a short message;
the functions of the acquisition/control terminal comprise:
A. monitoring the state of a metering box door, and monitoring the state of the metering box door in real time by an acquisition/control terminal through a connected photoelectric sensor;
B. receiving an unlocking record issued by a management system, and receiving the unlocking record issued by the management system by an acquisition/control terminal;
C. starting a camera when the box is opened abnormally, starting the camera when the acquisition/control terminal opens the box abnormally, and shooting a field video for evidence collection;
D. the method comprises the steps that a video is stored locally, and a field video is stored in a local TF card firstly by an acquisition/control terminal;
E. uploading the unpacking event and the local video, and transmitting the unpacking event and the local video to a management system by the acquisition/control terminal;
F. judging the rationality of the unpacking action, and judging the rationality of the unpacking action by combining the unlocking record and the unpacking record by the acquisition/control terminal: for a single metering box, only unlocking and then opening the box is normal; only the case opening record indicates suspected electricity stealing or failure;
in the normal box opening process, when the intelligent palm finishes the unlocking action, the unlocking action is uploaded to the management system through the GPRS network, the management system transmits the unlocking action to the acquisition/control terminal, the box door is opened to start working, the acquisition/control terminal receives the unlocking record issued by the management system, and the rationality of the box opening action is judged;
in the abnormal box opening process, the photoelectric sensor monitors the state of the metering box door in real time, when the door is opened forcibly under the condition that the door is not opened, the acquisition/control terminal starts the camera, shoots a field video for evidence obtaining, uploads the field video to the management system, and the management system informs the abnormal condition to a metering box manager through a short message.
2. The system of claim 1, wherein the management of authority comprises:
personnel system operating authority: the system manages operation through roles, and system authorities comprise four roles of 'administrator', 'worker', 'first-aid repair person' and 'inspection person', wherein the 'administrator' has all authorities of 'file management', 'authority management' and 'unpacking/unlocking operation'; the 'staff' only has the authority of 'unpacking/unlocking operation' and can only open the intelligent lock managed by the staff; the first-aid repair personnel and the inspection personnel only have the authority of box opening/unlocking operation and open any lock.
3. The system of claim 2, wherein the management of authority further comprises:
unpacking/unlocking authority: each worker has a region managed by the worker, and the batch meter in the region is opened/unlocked, and the partial authority is uniformly managed by the manager.
4. The system of claim 1, wherein the work order includes information of "work order number", "creation time", "operation batch bin number", "batch bin position", "operation content", "operator", "scheduled completion time".
5. The system of claim 1, wherein the abnormal event comprises at least one of the following: the lock is normally open and not closed, the box door is abnormally opened, and the metering box is disconnected.

The batch meter lock control management system with functions of evidence obtaining, alarming and authority management according to claim 1, characterized in that: the photoelectric sensor can send the opening and closing actions of the box door to the acquisition/control terminal in a message mode.

The batch meter lock control management system with functions of evidence obtaining, alarming and authority management according to claim 1, characterized in that: the passive intelligent lock realizes the electronization function on the basis of keeping the performances of 'stability', 'water resistance', 'high/low temperature resistance' of the mechanical lock: the electronic lock cylinder records the unique number of the lockset, and is identified by the intelligent palm machine to carry out subsequent operation, and the electronic lock cylinder controls the lock-locking state.
