本发明实施例提供了一种资源选择方法,包括:第一终端确定配置信息和第二终端的第二参数信息中的至少一种;所述第一终端根据所述配置信息、所述第二参数信息以及第一终端的第一参数信息中的至少一种,确定目标阈值,所述目标阈值用于所述第一终端进行资源选择。本发明实施例还提供了一种资源选择装置,采用本发明,通过根据不同的参数改变目标阈值来选择资源,从而提高信干比,减少误码率以及提高解调性能。
