When the amount of the liquid flowing in increases and causes a part of the liquid to be stagnated in the water level adjusting chamber 14 of the manhole cover 1, in case that the stagnant water level is not higher than the top surface of the flat wall portion 131, the liquid has a penetrating effect on the deep area of the soil layer 3 since the liquid falls to the bottom of the penetration channel 22 and penetrates to the side because the liquid flows into the penetration channel 22 of the penetration pit 2 through the first drain hole 133 and finally penetrates into the soil layer 3 through the penetration well wall 21 of the penetration pit 2, except that the liquid continuously penetrates into the soil layer 3 through the side drain hole 113 via the penetration pit 2.
When the liquid level staying in the water level adjustment chamber 14 is continuously increased and is higher than the flat wall portion 131 of the convex wall 13, the liquid can flow into the penetration passage 22 from the second drain hole 134 and the first drain hole 133 in a large amount.
