the base station (8) is in communication connection with the emergency switch (13), so that the emergency switch detects the working condition of the base station, when the base station cannot continuously send broadcast signals, the emergency switch (13) drives the emergency base station (14) and the emergency network terminal (12) to continue broadcast work, and when the emergency switch detects that the base station can perform normal broadcast communication, the emergency switch controls the emergency base station (14) and the emergency network terminal (12) to be closed so as to save electric energy;
