In this embodiment, only the recording modules need to be arranged on the first media gateway and the second media gateway, and when the first media gateway or the second media gateway receives the recording instruction, the recording and monitoring of the call content between the terminals under jurisdiction can be realized, so that the complexity and cost of the soft switch device and the monitoring device are reduced, and the service quality is not affected.

Therefore, the monitoring of the conversation content between the first terminal under the jurisdiction of the first media gateway and the second terminal under the jurisdiction of the second media gateway is realized, and the complexity and the cost of the soft switch equipment and the monitoring equipment are reduced.

2. The monitoring method according to claim 1, wherein if the softswitch device determines that monitoring is not required according to the monitoring attribute corresponding to the terminal number of the first terminal, the monitoring method further comprises:
the soft switch device inquires out the monitoring attribute corresponding to the terminal number of the second terminal from the pre-established corresponding relation between the terminal number of the second terminal and the monitoring attribute;
the soft switch equipment judges whether monitoring is needed or not according to the monitoring attribute corresponding to the terminal number of the second terminal;
and if the soft switch equipment judges that monitoring is needed through the monitoring attribute corresponding to the terminal number of the second terminal, the soft switch equipment executes the step of sending a second recording instruction to a second media gateway.
