The device for issuing the early warning short message of the multi-department combined emergency provided by the embodiment determines the department to which a user sending an early warning issue request belongs when the early warning issue request sent by a client is received, further acquires the early warning signal issue authority matched with the department according to the mapping relation between the preset department and the early warning information, sends an area setting interface to the client for displaying, and sends the early warning information setting interface matched with the determined early warning signal issue authority to the client after determining the early warning area set by the user based on the interface, wherein the early warning information setting interface comprises an early warning type option and an early warning level option which are matched with the early warning signal issue authority; receiving early warning information input by a user based on an early warning information setting interface, wherein the early warning information comprises early warning type, early warning level and release time information; according to the scheme, the method and the device have the advantages that targeted sending of the early warning information is achieved by setting the early warning area, different departments can log in the device to issue the early warning information matched with the authority of the device, and meanwhile, the departments share one short message interface to issue the message, so that the authority of early warning issuing is improved.
The invention provides a second embodiment of the device for issuing the early warning short message of the multi-department combined emergency based on the first embodiment. In this embodiment, the issuing procedure of the multi-department combined emergency early warning short message may be further executed by the processor, so that before step S5, the following steps are further implemented:
sending the early warning information to an auditing node corresponding to the department so that the auditing node can audit the early warning information;
when receiving the information that the audit is passed, which is sent by the audit node, executing step S5;
and when receiving the information which is sent by the auditing node and does not pass the auditing, recording the early warning information as that the auditing does not pass, and sending prompt information of that the auditing does not pass to the client.
In this embodiment, an audit node is set for a issuing department of a multi-department combined emergency early warning short message, and taking shenzhen central meteorological office as an example, an information issuing administrator node and an information audit administrator node are set, the apparatus of this embodiment sends the early warning information to the audit administrator node after receiving the early warning information submitted by an information issuing administrator and determining that the early warning information matches with an early warning signal issuing authority, the audit administrator audits the content of the early warning information, and if the audit is passed, step S5 is executed. If the audit administrator node returns the information of the non-passing of the audit, the information such as the reason of the non-passing of the audit is obtained from the information, the early warning information is marked as the non-passing of the audit, and the prompt information of the non-passing of the audit is sent to a client sending an early warning issuing request, namely the early warning information issuing administrator node, wherein the prompt information comprises the information such as the reason of the non-passing of the audit.
A third embodiment of the device for issuing the early warning short message of the multi-department combined emergency according to the present invention is provided based on the first embodiment or the second embodiment. In this embodiment, the issuing procedure of the multi-department combined emergency early warning short message may be further executed by the processor, so that after step S6, the following steps are further implemented:
monitoring the sending condition of the early warning information based on the short message gateway interface, and acquiring state information sent by the early warning information, wherein the state information comprises task issuing time, task ending time and task execution progress
In the embodiment, after the standard pre-warning message is sent to each publishing channel, the sending condition of the pre-warning message is monitored in real time through an interface provided by the publishing channel, the sending efficiency of the short message is checked, which region is too low in the sending efficiency of the short message can be timely checked, the local government and the local responsible person are timely informed to take emergency measures, the local people are informed through other means, the negative influence caused by the people who cannot timely receive the short message due to the 'blind zone' of the short message is reduced, and the prevention work is timely and early made.
In addition, the user can query the task being delivered and the sending condition of the task in the traditional list mode, such as the delivery starting time, the delivery ending time, the current progress and the like. And the system can also be displayed through a graphical interface by integrating WEBGIS, so that the sending condition of specific early warning information is intuitively reflected.
For the sending device of the warning information, the sending program of the warning information may be further executed by the processor, so as to implement the following steps after the step of executing the short message group sending task and sending the warning information group to the user terminal corresponding to each user number in the warning area:
monitoring the execution state of the short message group sending task in real time, and acquiring the sending state of the short message of each user number in an early warning area;
and determining the state information sent by the early warning information according to the sending state of the short message of each user number, and sending the state information to a device for issuing the early warning short message of the multi-department combined emergency, wherein the state information comprises task issuing time, task ending time and task execution progress.
The sending device performs one-time inspection on the system at intervals of a period of time, such as 15 minutes, monitors the state information of the short message group sending, and feeds the state information back to the issuing device of the early warning short message of the multi-department combined emergency in time.
Further, in this embodiment, the device for issuing the early warning short message of the multi-department combined emergency may further count the number of short messages of each level sent by each issuing channel according to the time period, and display the number of short messages according to a chart. For example, the number of times of early warning processing of each early warning category, the number of issued persons, the number of successful persons, and the number of failed persons are counted according to a user-defined time period, each month, and each year. Or, counting the sending conditions of the short messages, such as sending rate and the like, according to the execution early warning type, the early warning level, the early warning area and the like, and displaying the counting results in a chart mode at the client.
Furthermore, the system also provides a historical task query function, and a user can view relevant data of tasks which are sent at any time, such as start time, end time, early warning type, early warning level and the like.
A fourth embodiment of the device for issuing the early warning short message for multi-department combined emergency according to the present invention is provided based on the first, second, or third embodiment. In this embodiment, the issuing procedure of the multi-department combined emergency early warning short message may be further executed by the processor, so that before step S5, the following steps are further implemented:
acquiring the release content in the early warning information, and detecting whether the release content contains sensitive words according to a predefined sensitive word filtering rule;
if yes, adding identification information which is forbidden to be issued for the early warning information, and recording the early warning issuing request and the identification information into log data after being associated;
if not, executing the step of generating a standard early warning message according to the early warning area and the early warning information input by the user.
In the embodiment, sensitive word filtering is performed on the early warning information submitted by the client, a sensitive word filtering rule is predefined, and a user can add, delete and modify sensitive words according to needs. Detecting the issued content in the early warning information, if the issued content contains sensitive words, intercepting the standard early warning message, prohibiting the standard early warning message from being issued, recording the related information of the standard early warning message into a system log and giving warning information, so that managers can conveniently inquire and manage the standard early warning message; if no sensitive word is contained therein, step S3 is performed.
The invention also provides a system for issuing the early warning short message of the multi-department combined emergency. In this embodiment, the system for issuing a multi-department joint emergency early warning short message includes the apparatus for issuing a multi-department joint emergency early warning short message in the above embodiment, and the system further includes an apparatus for sending early warning information, where the apparatus for sending early warning information includes a memory and a processor, and a program for sending early warning information that can be run on the processor is stored in the memory, and when the program is executed by the processor, the following steps are implemented:
receiving a standard early warning message sent by a release device of a multi-department combined emergency early warning short message, and acquiring an early warning area, early warning information and release time information from the standard early warning message;
positioning a user number in a target area to acquire the user number in the early warning area;
generating a short message group sending task according to the user number and the early warning information;
and executing the short message group sending task, and group-sending the early warning information to the user terminals corresponding to the user numbers in the early warning area.
Fig. 4 is a schematic diagram of an early warning information sending device in a first embodiment of a multi-department combined emergency early warning short message issuing system according to the present invention.
In this embodiment, the sending device of the warning information at least includes a memory 21, a processor 22, a communication bus 23, and a network interface 24.
The memory 21 includes at least one type of readable storage medium, which includes a flash memory, a hard disk, a multimedia card, a card type memory (e.g., SD or DX memory, etc.), a magnetic memory, a magnetic disk, an optical disk, and the like. The memory 21 may in some embodiments be an internal storage unit of the transmitting device of the advance warning information, for example a hard disk of the transmitting device of the advance warning information. The memory 21 may also be an external storage device of the sending device of the warning information in other embodiments, such as a plug-in hard disk provided on the sending device of the warning information, a Smart Media Card (SMC), a Secure Digital (SD) Card, a Flash memory Card (Flash Card), and the like. Further, the memory 21 may also include both an internal storage unit of the transmission apparatus of the warning information and an external storage device. The memory 21 may be used not only to store application software installed in the sending apparatus of the warning information and various types of data, such as codes of a distribution program of the multi-department combined emergency warning short message, etc., but also to temporarily store data that has been output or will be output.
The processor 22 may be a Central Processing Unit (CPU), a controller, a microcontroller, a microprocessor or other data Processing chip in some embodiments, and is configured to run program codes stored in the memory 21 or process data, for example, execute a multi-department combined emergency warning short message issuing program.
A communication bus 23 is used to enable connection communication between these components.
The network interface 24 may optionally include a standard wired interface, a wireless interface (e.g., WI-FI interface), typically used to establish a communication link between the apparatus and other electronic devices.
Fig. 4 shows only the transmission apparatus of the warning information having the components 21 to 24 and the distribution program of the multi-department combined emergency warning message, but it should be understood that not all of the shown components are required to be implemented, and more or less components may be implemented instead.
Optionally, the device may further comprise a user interface, which may comprise a Display (Display), an input unit such as a Keyboard (Keyboard), and optionally a standard wired interface, a wireless interface. Alternatively, in some embodiments, the display may be an LED display, a liquid crystal display, a touch-sensitive liquid crystal display, an OLED (Organic Light-Emitting Diode) touch device, or the like. The display, which may also be referred to as a display screen or display unit, is suitable for displaying information processed in the transmitting device of the warning information and for displaying a visual user interface.
The specific implementation of the system for sending the early warning message in the present invention refers to the description of each embodiment of the device for issuing the early warning message of the multi-department combined emergency, which is not described herein again.
Further, the step of locating the subscriber number in the target area to obtain the subscriber number in the early warning area includes:
determining base station information corresponding to each user number in a target area and an attributive area grid, wherein the target area is divided into a plurality of area grids;
and determining the subscriber numbers belonging to the early warning area according to the base station information corresponding to each subscriber number, the attributive area grids, the base stations and the area grids in the early warning area.
Further, the sending program of the warning information may be executed by the processor, so that after the step of executing the short message group sending task and sending the warning information to the user terminals corresponding to the user numbers in the warning area in a group manner, the following steps are further implemented:
monitoring the execution state of the short message group sending task in real time, and acquiring the sending state of the short message of each user number in an early warning area;
and determining the state information sent by the early warning information according to the sending state of the short message of each user number, and sending the state information to a device for issuing the early warning short message of the multi-department combined emergency, wherein the state information comprises task issuing time, task ending time and task execution progress.
It should be noted that the above-mentioned numbers of the embodiments of the present invention are merely for description, and do not represent the merits of the embodiments. In this document, the terms "comprises," "comprising," or any other variation thereof, are intended to cover a non-exclusive inclusion, such that a process, apparatus, article, or method that comprises a list of elements does not include only those elements but may include other elements not expressly listed or inherent to such process, apparatus, article, or method. Through the above description of the embodiments, those skilled in the art will clearly understand that the above-described embodiment apparatus can be implemented by software plus a necessary general hardware platform, and certainly can also be implemented by hardware, but in many cases, the former is a better implementation manner. Based on such understanding, the technical solutions of the present invention may be embodied in the form of a software product, which is stored in a storage medium (such as ROM/RAM, magnetic disk, optical disk) and includes instructions for enabling a terminal device (such as a mobile phone, a computer, an apparatus, or a network device) to execute the apparatus according to the embodiments of the present invention.

Claims (7)
1. A device for issuing a multi-department combined emergency early warning short message is characterized by comprising a memory and a processor, wherein a multi-department combined emergency early warning short message issuing program which can run on the processor is stored in the memory, and the program realizes the following steps when being executed by the processor:
when an early warning issuing request sent by a client is received, determining a department to which a user currently logs in the client according to the early warning issuing request, and acquiring early warning signal issuing authority matched with the department according to a preset mapping relation between the department and early warning information;
sending a region setting interface to the client for display, and determining an early warning region set by a user based on the region setting interface;
after an early warning region set by a user based on the region setting interface is received, an early warning information setting interface matched with the determined early warning signal issuing authority is sent to the client, wherein the early warning information setting interface comprises an early warning type option and an early warning level option matched with the determined early warning signal issuing authority;
receiving early warning information input by a user based on the early warning information setting interface, wherein the early warning information comprises early warning type, early warning level and release time information;
generating a standard early warning message according to an early warning area and early warning information input by a user;
sending a standard pre-warning message to a sending device of pre-warning information based on a short message interface provided by a release channel, wherein all departments capable of logging in the client share the short message interface;
the step of sending the standard pre-warning message to the sending device of the pre-warning information based on the short message interface provided by the release channel comprises the following steps:
determining a release channel selected by a user for the early warning information based on a client;
based on a short message interface provided by the release channel, sending the standard early warning message to a sending device of early warning information corresponding to the release channel, so that the sending device of the early warning information sends the early warning information to a user terminal corresponding to a user number in the early warning area in a short message form according to the release time information, wherein all departments capable of logging in the client share the short message interface;
the issuing program of the multi-department combined emergency early warning short message can be executed by the processor, so that after the step of sending the standard early warning message to the sending device of the early warning message based on the short message interface provided by the issuing channel, the following steps are also realized:
monitoring the sending condition of the early warning information based on the short message gateway interface, and acquiring state information sent by the early warning information, wherein the state information comprises task issuing time, task ending time and task execution progress.
2. The device for issuing the early warning short message for the multi-department combined emergency according to claim 1, wherein the step of sending an area setting interface to the client for display and determining the early warning area set by the user based on the area setting interface comprises:
sending an area setting interface based on a Geographic Information System (GIS) map to the client, wherein the preset early warning area is displayed in the area setting interface, and the preset early warning area is divided according to a preset area division rule;
and detecting the frame selection operation triggered by the user based on the area setting interface, determining an area corresponding to the frame selection operation, and taking the area as the early warning area selected by the user.
3. The apparatus for issuing the early warning short message for the multi-department joint emergency according to any one of claims 1 to 2, wherein the issuing procedure of the early warning short message for the multi-department joint emergency is further executed by the processor, so as to implement the following steps before the step of generating the standard early warning message according to the early warning area and the early warning information input by the user:
sending the early warning information to an auditing node corresponding to the department so that the auditing node can audit the early warning information;
when receiving the information which is sent by the auditing node and passes the auditing, executing the step of generating a standard early warning message according to the early warning area and the early warning information input by the user;
and when receiving the information which is sent by the auditing node and does not pass the auditing, recording the early warning information as that the auditing does not pass, and sending prompt information of that the auditing does not pass to the client.
4. The apparatus for issuing the early warning short message for the multi-department joint emergency according to any one of claims 1 to 2, wherein the issuing procedure of the early warning short message for the multi-department joint emergency is further executed by the processor, so as to implement the following steps before the step of generating the standard early warning message according to the early warning area and the early warning information input by the user:
acquiring the release content in the early warning information, and detecting whether the release content contains sensitive words according to a predefined sensitive word filtering rule;
if yes, adding identification information which is forbidden to be issued for the early warning information, and recording the early warning issuing request and the identification information into log data after being associated;
if not, executing the step of generating a standard early warning message according to the early warning area and the early warning information input by the user.
5. A system for issuing a multi-department combined emergency early warning short message, which is characterized by comprising a device for issuing a multi-department combined emergency early warning short message according to any one of claims 1 to 4, and a device for sending early warning information, wherein the device for sending early warning information comprises a memory and a processor, the memory stores a program for sending early warning information, the program is executed by the processor to realize the following steps:
receiving a standard early warning message sent by a release device of a multi-department combined emergency early warning short message, and acquiring an early warning area, early warning information and release time information from the standard early warning message;
positioning a user number in a target area to acquire the user number in the early warning area;
generating a short message group sending task according to the user number and the early warning information;
and executing the short message group sending task, and group-sending the early warning information to the user terminals corresponding to the user numbers in the early warning area.
6. The system for issuing the early warning short message of the multi-department combined emergency according to claim 5, wherein the step of locating the subscriber number in the target area to obtain the subscriber number in the early warning area comprises:
determining base station information corresponding to each user number in a target area and an attributive area grid, wherein the target area is divided into a plurality of area grids;
and determining the subscriber numbers belonging to the early warning area according to the base station information corresponding to each subscriber number, the attributive area grids, the base stations and the area grids in the early warning area.
7. The system for issuing the early warning message for the multi-department combined emergency according to claim 5 or 6, wherein the sending program of the early warning message is further executable by the processor, so that after the step of executing the short message group sending task and sending the early warning message group to the user terminal corresponding to each user number in the early warning area, the following steps are further implemented:
monitoring the execution state of the short message group sending task in real time, and acquiring the sending state of the short message of each user number in an early warning area;
and determining the state information sent by the early warning information according to the sending state of the short message of each user number, and sending the state information to a device for issuing the early warning short message of the multi-department combined emergency, wherein the state information comprises task issuing time, task ending time and task execution progress.
