背景技术
在美国,在高速执法追击的情况中平均每天有一人死亡。在2000-2011年期间,澳大利亚有218人在警方追击行动中丧生。在英国,追击行动造成的死亡人数在四年内增加了两倍。警方的反应平均每周造成两名无辜的旁观者死亡。除此之外,警笛的使用在很大程度上是无效的,因为只有很小一部分驾驶员可以听到或确定警笛的方向。显然,需要更好的警报系统。

发明内容
本发明提供了一种通过适当编程的手持设备自动提供即时紧急警报以警告给定地理区域内的高速追击情况的方法。通知发出警告,使得追踪区域内的人群可以远离危害。

根据本发明,利用现有技术激活通知系统,以警告相关地理区域内的人员高速追击情况。
本发明提供了用于向远程手持个人电子设备(PED)产生数字警报通知的可读和/或可听媒体的方法、系统和过程。虽然术语PED通常指手持设备或智能手机,但如本文所使用的,其还包括具有包括GPS的远程无线功能的膝上型电脑。然后,数字化警报通过服务器广播到与服务器通信的编程手持设备,以便自动音频通知数字化警报。
通过地理区域中的特定蜂窝通信网络的塔来生成指示追击情况的数字警报通知并将其转换为警报,以便向所有启用的手持设备发布数字警报通知和数字警报的自动音频通告。警报可能是特定的噪音(ping)或声音。部署在服务器中的地理围栏软件被用来设置与地理区域中的特定塔进行通信的预选半径。
如果当前正在进行通话,则可以自动中断一个或多个手持设备,并命令通过每个设备推送数字警报通知,以便可听地自动播放该消息。
本发明为允许所选地理区域内的个人接收关于追踪车辆情况信息提供帮助。这是由一个用于PED,包括手持设备和一些包含的技术的应用程序(app)实现的。
利用部署在服务器上的警报系统,使得程序化手持智能电话在其紧邻区域进行追击行动的情况下得到通知,而与州或地区无关。警报系统与龙卷风警报类似,随着追击行动的进展在地理位置上移动。美国专利第8265938号和美国公开第2015/0172897号中公开的技术在这方面特别重要。根据当地和联邦法律,第二个技术领域涉及警察车辆中的转发器。在本发明中使用用于PED的应用程序和转发器的现有软件。可用于广播本发明的追击行动警报的其他技术包括分布式网络,例如可从WhatsApp获得的分布式网络。还可以发布专门设计为在特定地理区域内接收追踪警报推送通知的独立应用程序。地理围栏技术也可用于确定追踪警报推送通知的半径。也可以使用市政无线紧急警报系统。
随着追击行动的发展,利用GPS来更新危险情况的位置。这种技术存在于美国专利号6630892和美国专利号8756248中,其公开了通过紧邻移动通信塔的移动通知来提醒手持设备用户的示例。
从追击行动车辆中的PED发送的数字信号激活服务器向所设置的通知半径内的所有启用的手持设备发送数字警报通知。随后的数字信号从追踪车辆中的PED发送,该追踪车辆已结束追踪或超过设定的半径,激活服务器发送另一数字警报通知,以选择启动警报的手持设备,追击行动已经超出范围。警报最好是清晰可辨的,不需要驾车者阅读警报。对于其他紧急情况下的应急人员,可以使用另外的不同语气或措辞表示其他紧急情况。可比较的现有应用程序和通知包括天气预报,安珀紧急通告(Amber Alert)和反向911通知。
本发明的技术适用于紧急车辆,警方非追捕应急响应,救护车和EMS应急响应以及涉及高速的救援队应急响应。
追击行动车辆内的行政人员控制用于发起追踪警报的PED。追击行动车辆内的PED与中央处理单元(CPU)进行无线通信。CPU通过无线通信激活PED和/或服务器。这通过激活PED和/或服务器来启动警报的发布。服务器将数字警报发布给启用的手持设备。服务器接收并存储与从PED接收到的PED的位置有关的数据用于进一步的利用、分析和其他管理目的。还使用地理围栏技术对该服务器进行编程,以便为追踪警报通知定义地理区域。另外,服务器在接收到追击行动启动时可以被预先编程以广播适当的消息。
现在参考图1,其中示意性地示出了本发明追击行动警报的方法。执行该方法的环境是执法环境,因此图1中示出的是执法官员10,其拥有对CPU 11的管理员访问权。管理员具有PED 12,该PED 12可以与CPU 11建立无线连接。PED 12无线连接到服务器。服务器被示为云15。服务器可以与政府控制的无线紧急警报系统组合,或者它可以是通过现有应用技术建立的分布式网络,例如WhatsApp。追击行动位置内的无线用户17拥有已经下载了紧急警报通知程序的无线设备19,该紧急警报通知程序能够通过如上所述的服务器或分布式网络接收数字警报通知。当执法管理员激活CPU 11时,位于应急半径21内的设备用户17将接收附近执法追踪的数字警报通知。
现在参照图2,CPU 11被容纳在外壳31中,外壳31中具有管理员输入开关33、辅助管理员输入开关35以及电源开关37。容纳在外壳31中的该CPU 11可以具有多个开关,这可能启动执法管理员的PED 12内的不同功能。
图3示出了管理PED 12处于与外壳31内的CPU的无线通信中。适用的无线通信可以通过诸如或的现有技术来提供。
图4是示出在启动追击行动警报时的事件序列的框图。最初CPU由开关37启动。PED无线连接到外壳31内的CPU。然后管理员通过激活开关33在CPU中启动追击行动模式。管理PED内的GPS将追击行动车辆的位置数据传送到服务器15。服务器15和/或管理PED 12通过服务器15和/或管理PED 12内的编程软件来推算出预选半径21。
服务器15和/或管理PED12随后生成数字警报通知,以由服务器15向预先选定的半径21内的编程手持设备19发布。随着追击行动的发展和追击路径的变化,服务器15发出数字警报通知,通知从警报半径21添加或者移除手持设备。可选地,可以通过激活辅助输入35来沿追击路径留置标记。这样的标记可以指示受追击车辆抛弃的违禁品的位置。
当因某种原因追击行动结束时,服务器15向所有编程掌上用户发送“追击行动结束”通知。另外,如果手持设备19的GPS坐标超出预定半径21的范围,则向服务器15发送对所有编程的手持用户的“追击行动结束”数字警报通知。然后将关于追击行动的数据存储在服务器15内。
可以在服务器15和/或PED 12内存储关于追击行动的各种数据。有用数据的例子包括:
管理员的轮班时间;
班次内的追击行动数量;
追击距离;
追击路线图;
留置在追踪地图上的标记;
追击行动期间达到的速度;
接收紧急追击路径的无线设备的数量;以及
GPS坐标以及数字罗盘数据。
管理员可以通过安全登录访问服务器内存储的数据,以查看具有此类数据的控制面板。可选地,PDA应用程序还可以由管理员提供对数据的访问。
除了用于紧急警报的可用分布网络之外,优选地,在采用本发明的方法的市区内的无线用户设备上安装单独的应用。这些应用程序可以以通常的方式安装在iOS和Android设备上。为此目的将推送令牌提供给手持端用户。手持端用户接收推送令牌,然后使设备能够将位置数据上传到分配网络,以接收推送通知并查看追击的接近度。
如上所述的本发明通过提供即时和实时追击行动信息而极大地增强了高速警报位置内的人群的安全性。由于前面的描述本质上是示例性的,并不意味着限制,因此本发明的精神和范围在以下所附权利要求中阐述。
Claims (8)
1.一种用于给定地理区域中向手持设备用户自动提供在该区域中的车辆追击行动情况的即时紧急警报的方法,包括:
确定存在需要紧急通报的车辆追击行动情况,要求通知所述区域的手持设备;
从指示所述车辆追踪的管理者个人电子设备(PED)产生数字告警通知形成为数字化警报;
使用服务器结合有所述地理区域中的蜂窝通信网络上的所述PED,将所述数字化警报广播到所述PED的预选半径内的所述区域中,以将所述数字化警报发布到手持无线设备,所述手持无线设备被编程为在所述地理区域接收紧急数字警报通知。
2.根据权利要求1所述的方法,其中所述PED在追击行动车辆内,并且所述半径在所述追踪车辆内移动,以不断更新追击行动的位置。
3.根据权利要求1所述的方法,其中利用GPS对所述PED进行编程以更新关于所述追击行动的位置的所述无线设备。
4.根据权利要求3所述的方法,其中所述PED与中央处理单元(CPU)进行无线通信,所述中央处理单元编程为激活所述PED内的特定功能,以发送所述GPS数据以识别沿着所述追击路线的特定位置,并且所述PED传达追踪路线到所述服务器以在其中存储。
5.根据权利要求1所述的方法,其中所述预定半径由服务器中的地理围栏技术定义。
6.根据权利要求2所述的方法,还包括以下步骤:向所述预定半径内的无线设备发送数字警报通知,通知其不再处于所述预定半径内。
7.根据权利要求1所述的方法,还包括以下步骤:在所述追踪已经结束时向所述无线设备发送所述追踪已经结束的数字警报通知。
8.根据权利要求1所述的方法,其中所述PED与服务器通信,该服务器被编程以收集关于追击行动的数据,所述数据包括:
轮班时间;
上述班次内追击行动的数量;
平均追击距离;
每次追击的平均最高速度;
追击路线图;
追踪地图上留置的标记;
接收所述紧急警报的所述无线设备的平均数量;
GPS坐标,以及
数字罗盘数据。
