Abstract

本发明公开了一种基层社区民主管理和民生服务的方法及系统，包括社区民主管理系统、社区民生服务系统；社区民主管理系统，包括社区介绍系统、政府管理系统、社区自治委员会(居民)管理系统、物业公司(社区第三方管理服务)管理系统；社区民生服务系统，包括便民服务系统、生产生活服务系统、民声服务系统。本发明把社区家庭居民与社区民主管理、社区民生服务有效连接到一个平台，实现：基层社区多方共同参与管理，达到公开、民主管理；社区居民获得多方服务，达到生活快捷方便；居民真实表达民声民意，达到及时排解纠纷、化解矛盾、实现社区和谐安定。

技术领域
本发明涉及社会管理网络平台，尤其涉及是一种基层社区民主管理和民生服务的方法及系统。
背景技术
随着科技水平的全面提升，尤其是互联网技术应用的普及，为我们的基层社区管理和服务的改变和创新提供了支持。社会的基层社区是居民生活家园，其管理和服务与居民生活息息相关，运用互联网技术，实现基层社区民主管理，民生服务，民意表达，是社会发展的进步，民众共享社会发展成果。
基于现实中，有政府的官方网站平台、有众多类型的家园网服务网站平台、有各种商品销售服务网站平台、有各种商品生产商的网站平台、有各种的论坛和自媒体平台、有各种的QQ群和微信群、...。但是，没有一个网站平台有效解决社区的民主管理问题，没有一个网站平台全面完善提供社区民生服务。
发明内容
本发明使用互联网技术，提供一种基层社区民主管理系统，将政府部门的管理、社区委员会自治管理(居民、村民、业主充分参与管理)、物业服务管理(社区第三方管理服务)整合到一个平台，充分表达沟通各方主张，有效协调各方管理行为，实现一个网站平台系统有效实现社区民主管理。
本发明使用互联网技术，提供一种基层社区便民服务系统，为居民方便快捷办理政府事务、公共事务的各种事务办理，提供服务；为居民方便快捷获得各种信息，提供服务。
本发明使用互联网技术，提供一种基层社区生产生活服务系统，为社区居民、社区服务单位、生产生活服务提供者、商业消费提供商、商品消费品生产商，的各方提供服务，将家庭居民生产、生活与生活相关供需连接、互通。
本发明使用互联网技术，提供一种基层社区民声服务系统，为居民发表生活真实情况、表达维护权益诉求、号召开展公益爱心行动、反馈信息提供服务。
本发明使用互联网技术，把基层社区社会管理的政府行政管理工作、社区自治管理工作、物业服务管理工作，互动融合在一个平台桌面上，实现实时直观的民主管理；同时，把基层社区的民生需求和服务实时同步直观的融合在一个平台桌面上，实现公开、及时、真实、透明、贴近居民生活的民主管理、民生服务社会生态。

具体实施方式
本发明提供一种基层社区民主管理和民生服务的方法及系统，为使本发明的目的、技术方案及效果更加清楚、明确，以下参照附图进行说明基层社区民主管理和民生服务的实施方法。
如图1所示，从各方参与者与平台系统的连接关系图中可以看出：社区居民家庭通过互联网技术连接，参与到平台系统实现社区民主管理、获得民生服务、表达民声民意；政府部门、社区委员会、社区居民、社区第三方服务单位共同在社区民主管理系统进行社区的民主管理；各生产、生活参与方在民生服务系统，与居民家庭互动互通；家庭居民通过民声服务系统，表达民声民意。
如图2所示，从系统结构图中可以看出：各项管理和服务系统的功能实现由各项系统的分级系统进行。
如图3所示，从社区民主管理系统的功能实施模块示意图中可以看出：社区民主管理的实现在各个管理单位的分系统的具体功能模块进行；各个管理单位，通过单位管理系统的登录模块进入管理功能模块进行管理工作；各个管理单位的管理工作呈现在民主管理系统，进行沟通协调，最终形成和实现多方民主管理的社会效果。
如图4所示，从社区民生服务系统的功能模块示意图中可以看出：社区民生服务的实现在各个民生服务的分系统的具体功能模块进行；便民服务系统的功能模块方便居民办理相关事务和方便快速获取相关信息；生产生活服务系统的功能模块为居民生产、生活的需求互联互通相关参与方。
如图5所示，从社区民声服务系统的功能模块示意图中可以看出：社区居民在系统的功能模块上发表、展示自己身边所见所闻的真实生活情况，让社区真实情况呈现出来；社区居民在系统的功能模块上表达民声民意诉求，实现民声权益。
政府对基层社区的监督管理：各级政府部门以游客身份随时进入平台，查看基层社区的民主管理情况，民生生活情况，民声民意情况；政府根据社区实际情况，能够更精准作出政府管理决策。
居民对社区家园的监督管理：社区居民随时进入平台，查看社区家园的民主管理情况，民生生活情况，民声民意情况；社区居民可以根据社区实际情况，及时在平台系统参与管理、互动服务、发表民生、表达民意。
民众对社区的访问和借鉴：公共民众以游客身份随时进入平台访问，看看社区的民主管理情况，民生生活情况，民声民意情况，民众可以借鉴学习。
互联网技术的连接、传播、开放，对基层社区民主管理和民生服务系统的运行和功能实现提供支持；将社区的民主管理和民生服务，置于公共、公开、实时、多方参与、多方监督的社会生态，实现共建、共管、共享、共赢的美好社会。

1.一种基层社区民主管理和民生服务方法及系统，其特征在于所述方法及系统的社区民主管理系统，提供：政府管理部门、社区自治委员会、社区居民、社区第三方管理服务单位，在平台上有各方各自的管理功能单元；各方有各自的管理权限登录入口；各方进行各自的管理工作同时，各方的管理内容同一平台展示，及时协调各方管理，有效进行民主管理社区。
2.一种基层社区民主管理和民生服务方法及系统，其特征在于所述方法及系统的生产生活服务系统，提供社区家庭居民生产、生活需求的双向服务，将家庭居民与社会连接互通。
3.一种基层社区民主管理和民生服务方法及系统，其特征在于所述方法及系统的民声服务系统，提供社区居民民声民意诉求服务，居民在平台上，发表展示生活的真实情况、表达权益诉求、号召和进行公益爱心行动、反馈信息。
