(3) and (3) pouring the mixture of the oil phase and the water phase in the steps (1) and (2) into a vacuum stirring barrel, covering the stirring barrel tightly and starting stirring, wherein the stirring speed is 120r/min, vacuumizing is stopped after-0.08 kpa is achieved, and discharging is carried out after continuous stirring is carried out for 6 min.
