Among them, in order to reduce power consumption of system devices and provide radio resource utilization, research is being conducted on system information propagation mechanisms that have been widely adopted in 2G, 3G, and 4G. In 2G, 3G and 4G mobile communication systems, the transmission mechanisms of system information are generally similar, with some differences in detail; the common characteristics are as follows:
each cell transmits system information in a broadcast (broadcast) mode;
all system information is transmitted in a broadcasting mode;

Fig. 6 is a schematic diagram of a system update principle according to an embodiment of the present invention, as shown in fig. 6, which is suitable for updating critical system information and non-critical system information, and fig. 7 is a schematic diagram of a system update flow according to an embodiment of the present invention, as shown in fig. 7, which includes the following steps:
step S702, a cell and/or a node sends system information change notification information to UE in the cell through a paging message;
step S704, UE sends request information for updating system information to cell and/or node;
step S706, the cell and/or the node sends the updated system information to the UE, and the UE completes the system information update.
The above nodes include any one of: a base station, a transmission reception point and a transmission point. The Transmission Point (TP) and the Transmission Reception Point (TRP) are communication devices different from the base station, and the TP and the TRP can perform wireless communication connection with the user equipment and broadcast or transmit related data to the user equipment.
Example one
Step 1: the cell and/or the node sends system information change notification information to UE in the cell through a paging message;
when a cell and/or a node changes system information of the cell and/or the node, the cell and/or the node needs to send a system information change notification to a user equipment (ue) through a paging message within a period of time (e.g., a paging cycle).
In order to indicate the change of the system information more specifically and accurately, the system information, such as non-critical system information, may be grouped or partitioned, each group or block may be numbered and/or named with identification information, and a value flag (value tag) indicating an update state may be set for each group or block, and each time a system information group or system information block is updated, the value tag is changed, for example, the value is increased by 1. In this way, the cell and/or the node may include, in the system information change notification, the identification information and/or value tag of the system information group or system information block explicitly indicating the one or more system information groups or system information blocks in which the change occurred and the corresponding change status.
Step 2: UE sends system information update request information to a cell and/or a node;
after receiving the system information change notification, the UE sends system information update request information to the cell and/or the node;
in addition, when the system information stored by the UE is no longer valid for a time reason, for example, the system information stored by the UE is not updated within a predefined or configured time of the system, or the UE newly enters a certain cell, for example, rebooting or moving into the cell in the cell, the UE will send system information update request information to the cell and/or the node;
for a UE in a Radio Resource Control (RRC) IDLE state and/or other UEs that cannot directly transmit/receive information to/from a cell and/or a node through a random access procedure, referred to as a non-connected UE for short, the UE needs to transmit system information update request information through a random access procedure and/or an RRC link establishment procedure. As shown in fig. 8, wherein the UE may carry the system information update request information in the MSG1 or MSG3 of the RACH procedure, or carry the system information update request information in an RRC connection setup complete message of the RRC connection setup procedure, or after the RRC connection setup procedure, send the system information update request information through a specific RRC message, such as a system information update request message.
For a UE in an RRC CONNECTED state or other UEs in a state that can directly transmit/receive information to/from a cell and/or a node through a random access procedure, or simply a CONNECTED UE, the UE may transmit system information update request information to the cell and/or the node through a specific RRC message. Or initiate a system information update request through a specific dedicated physical channel, such as PUCCH of LTE system.
For the case of receiving the system information change notification, if one or more system information groups or system information blocks in which the change occurs are explicitly indicated in the received system information change notification, the UE will include identification information of these system information groups or system information blocks in the system information update request information; the UE may further compare the value tag corresponding to one or more system information groups or system information blocks in the system information change notification with the value tag corresponding to the corresponding system information group or system information block reserved by the value tag, and only include indication information of the system information group or system information block whose transmission of the value tag is changed in the system information update request information, and send the indication information to the cell and/or the node.
For other situations, such as that the system information saved by the UE is no longer valid for a time reason or the UE newly enters a certain cell, the UE may include an update reason and/or identification information and/or a value tag of one or more system information groups or system information blocks in the system information update request information;
in particular, for a UE in a non-connected state and receiving a system information change notification, in order to avoid a collision caused by the process being initiated by multiple UEs at the same time and/or having excessive influence on other processes of other UEs, the UE may temporarily store the system information change notification information, and send system information update request information to a cell and/or a node until the UE needs to perform information interaction (including service data transmission) with the cell and/or the node for other reasons, and clear the system information change notification information at the same time, where the reasons include, but are not limited to, one or more of the following:
downlink data arrives;
sending uplink data;
mobility management related information update procedures, such as location area update, routing area update, and the like;
RRC connection reestablishment;
a measurement report;
establishing uplink synchronization;
for systems employing beam-forming (beam-forming) techniques, beam training and alignment;
and step 3: the cell and/or the node sends updated system information to the UE, and the UE completes the updating of the system information;
after receiving the system information update request information sent by the UE, the cell and/or the node sends all or part of the system information to the UE.
If the UE explicitly indicates one or more system information groups or system information blocks to be updated in the system information update request information, the cell and/or node sends the latest corresponding system information group or system information block to the UE.
If the UE does not explicitly indicate the system information group or system information block to be updated in the system information update request message, the cell and/or node autonomously has the updated system information group or system information block according to a period of time (such as a certain predefined or preconfigured system information update period) and sends the system information group or system information block to the UE;
if the system information updating request information comprises an updating reason value, the cell and/or the node sends different system information groups or system information blocks to the UE according to different reasons;
if the system information update request message includes the identification information of one or more system information groups or system information blocks and the value tags thereof, the cell and/or the node may compare the value tags of the system information blocks with the value tags corresponding to the corresponding system information groups or system information blocks reserved by the cell and/or the node, and only send the system information groups or system information blocks with different value tags to the UE.
In particular, if system information update request information of a plurality of UEs is received, the cell and/or the node integrates the plurality of requests into one system information update request and forms one updated system information, which includes all the system information update requests.
In particular, the cell and/or node may also transmit identification information identifying the system information groups or system information blocks, respectively, to the UE together with the value tag of the latest update status.
In particular, in addition to being sent to a certain UE in a dedicated manner, the cell and/or node may send the system information using a broadcast or multicast manner so that multiple UEs may receive the system information. For a system that uses a physical Control channel for dynamic scheduling, such as pdcch (physical Downlink Control channel) -based scheduling in an LTE system, in addition to using a dedicated UE identity rnti (radio Network Temporary identifier), a broadcast or multicast UE identity may be used for scheduling a service physical channel resource and transmitting information. In this way, for a UE that is monitoring a PDCCH channel, updated system information may be received, and a corresponding system information group or system information block that is previously stored locally may be updated according to the identification information and/or value tag of the system information group or system information block.
Fig. 8 is a diagram illustrating a random access procedure and an RRC connection setup procedure according to an embodiment of the present invention, as shown in fig. 8, wherein a cell and/or a node may carry an updated system information group or system information block to a UE in MSG2 or MSG4 of a RACH procedure; or the MSG2 carries downlink resource configuration information, and sends the updated system information group or system information block to the UE through the downlink resource; or after the RRC connection setup procedure, an updated system information group or system information block is transmitted to the UE through a specific RRC message, such as a system information update response message.
Example two:
step 1: the cell and/or the node sends system information change notification information to UE in the cell through a paging message;
when a cell and/or a node changes system information of the cell and/or the node, the cell and/or the node needs to send a system information change notification to a user equipment (ue) (user equipment) through a paging message within a period of time.
In order to indicate the change of the system information more specifically and accurately, the system information, such as non-critical system information, may be grouped or partitioned, each group or block may be numbered and/or named with identification information, and a value flag (value tag) indicating an update state may be set for each group or block, and each time a system information group or system information block is updated, the value tag is changed, for example, the value is increased by 1. In this way, the cell and/or the node may include, in the system information change notification, the identification information and/or value tag of the system information group or system information block explicitly indicating the one or more system information groups or system information blocks in which the change occurred and the corresponding change status.
Meanwhile, in order to make the subsequent UE initiating the system information update request as time-discrete as possible, so as to avoid collision caused by multiple UEs initiating the process simultaneously and/or generate too much influence on other processes of other UEs, information indicating that the UE performs the system information update discretely in time may be included in the system information change notification, such as one or more of the following information:
a system information update window, the window related information comprising one or more of: a window starting point, length and/or end point defined by a time or frame, subframe or slot number;
the number N of the system information updating sub-windows is;
step 2: UE sends system information update request information to a cell and/or a node;
after receiving the system information change notification, the UE sends system information update request information to the cell and/or the node;
in addition, when the system information stored by the UE is no longer valid for a time reason, for example, the system information stored by the UE is not updated within a predefined or configured time of the system, or the UE newly enters a certain cell, for example, rebooting or moving into the cell in the cell, the UE will send system information update request information to the cell and/or the node;
for a UE in a Radio Resource Control (RRC) IDLE state and/or other UEs that cannot directly transmit/receive information to/from a cell and/or a node through a random access procedure, referred to as a non-connected UE for short, the UE needs to transmit system information update request information through a random access procedure and/or an RRC link establishment procedure. As shown in fig. 8, wherein the UE may carry the system information update request information in the MSG1 or MSG3 of the RACH procedure, or carry the system information update request information in an RRC connection setup complete message of the RRC connection setup procedure, or after the RRC connection setup procedure, send the system information update request information through a specific RRC message, such as a system information update request message.
For a UE in an RRC CONNECTED state or other UEs in a state that can directly transmit/receive information to/from a cell and/or a node through a random access procedure, called a CONNECTED UE for short, the UE may transmit system information update request information to the cell and/or the node through a specific RRC message. Or initiate a system information update request through a specific dedicated physical channel, such as PUCCH of LTE system.
For the case of receiving the system information change notification, if one or more system information groups or system information blocks in which the change occurs are explicitly indicated in the received system information change notification, the UE will include identification information of these system information groups or system information blocks in the system information update request information; the UE may further compare the value tag corresponding to one or more system information groups or system information blocks in the system information change notification with the value tag corresponding to the corresponding system information group or system information block reserved by the value tag, and only include indication information of the system information group or system information block whose transmission of the value tag is changed in the system information update request information, and send the indication information to the cell and/or the node.
For other situations, such as that the system information saved by the UE is no longer valid for a time reason or the UE newly enters a certain cell, the UE may include an update reason and/or identification information and/or a value tag of one or more system information groups or system information blocks in the system information update request information;
in particular, for a UE in a non-connected state that receives a system information change notification, in order to avoid a collision caused by the process being initiated by multiple UEs at the same time and/or excessive influence on other processes of other UEs, the UE may initiate a system information update request according to information indicating that the UE performs system information update discretely in time in the system information change notification. For example, corresponding to the information in step 1, fig. 9 is a schematic diagram of a system information update window according to the embodiment of the present invention, as shown in fig. 9, a UE divides the system information update window into N sub-windows in time according to the number N of system information update sub-windows, numbers of the sub-windows are 0, 1, …, and N-1, then performs a modulo operation on N by using a unique identifier of the UE, such as an IMSI, to obtain a result corresponding to the sub-window where the UE should initiate a system information update request, and determines a sending time point of the system information update request by combining a starting point of the system information update window. Alternatively, fig. 10 is a schematic diagram of a system information update window according to an embodiment of the present invention, where as shown in fig. 10, the UE generates a random number greater than 0 and smaller than 1, and then determines a sending time point of the system information update request according to the starting point of the system information update window + the length of the system information update window. The transmission time points determined by the above methods usually need to be rounded to correspond to a certain frame, subframe or slot.
In particular, the information used by the UE to update the system information discretely in time may also come from other means, such as critical system information, system pre-configuration, system pre-definition; or the UE combines the information which instructs the UE to update the system information discretely in time in the system information change notice and the information which instructs the UE to update the system information discretely in time in other modes to generate the finally used information which updates the system information discretely in time.
And step 3: the cell and/or the node sends updated system information to the UE, and the UE completes the updating of the system information;
after receiving the system information update request information sent by the UE, the cell and/or the node sends all or part of the system information to the UE.
If the UE explicitly indicates one or more system information groups or system information blocks to be updated in the system information update request information, the cell and/or node sends the latest corresponding system information group or system information block to the UE.
If the UE does not explicitly indicate the system information group or system information block to be updated in the system information update request message, the cell and/or node autonomously has the updated system information group or system information block according to a period of time (such as a certain predefined or preconfigured system information update period) and sends the system information group or system information block to the UE;
if the system information updating request information comprises an updating reason value, the cell and/or the node sends different system information groups or system information blocks to the UE according to different reasons;
if the system information update request message includes the identification information of one or more system information groups or system information blocks and the value tags thereof, the cell and/or the node may compare the value tags of the system information blocks with the value tags corresponding to the corresponding system information groups or system information blocks reserved by the cell and/or the node, and only send the system information groups or system information blocks with different value tags to the UE.
In particular, if system information update request information of a plurality of UEs is received, the cell and/or the node integrates the plurality of requests into one system information update request and forms one updated system information, which includes all the system information update requests.
In particular, the cell and/or node may also transmit identification information identifying the system information groups or system information blocks, respectively, to the UE together with the value tag of the latest update status.
In particular, in addition to being sent to a certain UE in a dedicated manner, the cell and/or node may send the system information using a broadcast or multicast manner so that multiple UEs may receive the system information. For a system that uses a physical Control channel for dynamic scheduling, such as pdcch (physical Downlink Control channel) -based scheduling in an LTE system, in addition to using a dedicated UE identity rnti (radio Network Temporary identifier), a broadcast or multicast UE identity may be used for scheduling a service physical channel resource and transmitting information. In this way, for a UE that is monitoring a PDCCH channel, updated system information may be received, and a corresponding system information group or system information block that has been saved locally before may be updated according to a value tag of the system information group or system information block.
As shown in fig. 8, wherein a cell and/or node may carry an updated system information group or system information block to a UE in MSG2 or MSG4 of a RACH procedure; or the MSG2 carries downlink resource configuration information, and sends the updated system information group or system information block to the UE through the downlink resource; or after the RRC connection setup procedure, an updated system information group or system information block is transmitted to the UE through a specific RRC message, such as a system information update response message.
It will be apparent to those skilled in the art that the modules or steps of the present invention described above may be implemented by a general purpose computing device, they may be centralized on a single computing device or distributed across a network of multiple computing devices, and alternatively, they may be implemented by program code executable by a computing device, such that they may be stored in a storage device and executed by a computing device, and in some cases, the steps shown or described may be performed in an order different than that described herein, or they may be separately fabricated into individual integrated circuit modules, or multiple ones of them may be fabricated into a single integrated circuit module. Thus, the present invention is not limited to any specific combination of hardware and software.
The above description is only a preferred embodiment of the present invention and is not intended to limit the present invention, and various modifications and changes may be made by those skilled in the art. Any modification, equivalent replacement, or improvement made within the spirit and principle of the present invention should be included in the protection scope of the present invention.

Claims (50)

1. A method for updating system information, comprising:
sending an update request message for updating system information to a cell and/or a node under the condition that an update condition is met, wherein the update condition is that a notification message for changing the system information is received from the cell and/or the node;
receiving updated system information sent by the cell and/or the node;
wherein sending an update request message to update system information to the cell and/or the node comprises:
for a non-connected User Equipment (UE), sending the update request message to the cell and/or the node through a random access procedure establishment procedure, including: sending an update request message through a first message MSG1 of a random access procedure; or sending an update request message through a third message MSG3 of a random access procedure, wherein the non-connected UE is a UE in a state that needs to send data to or receive data from a cell and/or a node through the random access procedure;
for the connected UE, sending system information update request information to the cell and/or the node through a predetermined RRC message, including: and after the RRC connection is established, sending the update request message through the preset RRC message, wherein the connected UE is the UE in a state of not needing to send data to the cell and/or the node or receive data from the cell and/or the node through a random access process.
2. The method of claim 1, wherein the update condition further comprises: and determining that the system information needs to be updated according to a predetermined update reason.
3. The method of claim 2, wherein the update reason comprises at least one of: and the stored system information is not updated within the time preset by the system and enters the cell newly.
4. The method according to claim 1, wherein in a case that the system information includes a system information group or a system information block and carries identification information identifying the system information group or the system information block, and/or a status flag indicating an update status of the system information group or the system information block, the update request message includes:
when a notification message of system information change is received from the cell and/or the node and a changed system information group or system information block is explicitly indicated in the notification message, including identification information of the system information group or the system information block in the update request message;
when a notification message of system information change is received from the cell and/or the node and the received notification message does not explicitly indicate a changed system information group or system information block, comparing a status flag corresponding to the system information group or system information block in the notification message with a status flag corresponding to a corresponding system information group or system information block reserved by the User Equipment (UE), and including indication information of the system information group or system information block with the changed status flag in the update request message;
and under the condition that the system information needs to be updated according to a preset update reason, carrying the update reason and/or the identification information and/or the mark state of one or more system information groups or system information blocks in the update request message.
5. The method of claim 2, 3 or 4, wherein sending an update request message to the cell and/or the node to update system information comprises:
for the UE in a non-connection state, sending the update request message to the cell and/or the node through a Radio Resource Control (RRC) link establishment process, wherein the UE in the non-connection state is the UE in an RRC idle state;
and for the connected UE, sending system information updating request information to the cell and/or the node through a specific physical channel, wherein the connected UE is the UE in the RRC connection state.
6. The method of claim 5, wherein sending the update request message via an RRC link establishment procedure comprises:
sending an update request message through an RRC connection request message; alternatively, the first and second electrodes may be,
and sending the updating request message through an RRC connection establishment completion message in the RRC connection establishment process.
7. The method of claim 5, further comprising:
and under the condition that the UE receiving the notification message is in a non-connected state, when information interaction with a cell and/or a node is required for a predetermined reason, sending the update request message to the cell and/or the node.
8. The method of claim 7, wherein the predetermined reason comprises at least one of: the method comprises the steps of downlink data arrival, uplink data sending, a mobility management location area updating process, a mobility management routing area updating process, RRC connection reestablishment, measurement report and uplink synchronization establishment, and beam training and alignment of a system adopting a beam forming technology.
9. The method of claim 5, further comprising:
for the non-connected state UE, under the condition that the notification message carries an indication message for indicating the UE to discretely send the update request message in time, discretely sending the update request message according to the indication message; or, obtaining an indication message indicating that the update request message is sent discretely in time by one of the following methods: key system information, system pre-configuration, system pre-definition, and discretely sending the update request message according to the indication message.
10. The method of claim 9, wherein the indication message comprises at least one of the following information:
a system information update window, wherein the information of the system information update window includes: a window start point, length and/or end point defined by a time, frame, subframe or slot number;
and the number N of the system information updating sub-windows.
11. The method of claim 9, further comprising:
dividing the system information updating window into N sub-windows in time, and numbering the N sub-windows; and performing modular operation on the N sub-windows by using the unique identifier of the UE, wherein the obtained result corresponds to the sub-window of the updating request message initiated by the UE, and the sending time point of the updating request message is determined by combining the starting point of the system information updating window.
12. The method of claim 11, further comprising:
and generating a random number which is more than 0 and less than 1, and determining the sending time point of the update request message according to the starting point of the system information update window, the length or the end point of the system information update window and the random number.
13. The method according to claim 11 or 12, characterized in that the method further comprises:
and determining the sending time point of the updating request message by means of rounding corresponding to a frame, a subframe or a time slot.
14. The method according to any of claims 1 to 4 and 6 to 12, wherein receiving updated system information sent by the cell and/or the node comprises:
the updated system information is received in a dedicated, broadcast and/or multicast manner.
15. The method of claim 14, wherein receiving updated system information in a dedicated, broadcast and/or multicast manner comprises:
receiving configuration information of a service physical channel carried on a physical control channel by using a special identifier, a broadcast identifier and/or a multicast identifier, and receiving updated system information on the service physical channel according to the configuration information.
16. The method according to any of claims 1 to 4 and 6 to 12, wherein receiving updated system information sent by the cell and/or the node comprises:
receiving updated system information in a second message MSG2 of a random access RACH procedure;
receiving updated system information in a fourth message MSG4 of the RACH procedure;
receiving downlink resource configuration information in MSG2 of RACH process, and receiving updated system information through the downlink resource configuration information;
receiving updated system information in an RRC connection setup message; alternatively, the first and second electrodes may be,
the updated system information is received in a predetermined RRC message.
17. The method according to any of claims 4, 6 to 12, wherein after said receiving updated system information sent by said cell and/or said node, the method further comprises:
and updating the corresponding system information group or system information block stored locally according to the received identification information and/or status mark of the updated system information group or system information block.
18. A method for updating system information, comprising:
receiving an update request message for updating system information sent by User Equipment (UE) under the condition of meeting an update condition, wherein the update condition is that a notification message for changing the system information is received from a cell and/or a node;
transmitting the updated system information to the UE;
wherein receiving an update request message for updating system information sent by the UE includes:
receiving an update request message through a first message of a random access procedure;
receiving an update request message through a third message of the random access procedure; or
The update request message is received through a predetermined RRC message after the RRC connection setup procedure.
19. The method of claim 18, wherein sending updated system information to the UE comprises:
and if a plurality of updating request messages of a plurality of UEs are received, integrating the plurality of updating request messages into one updating request message, forming an updated system message according to the one updating request message, and sending the updated system message to the UEs, wherein the system message comprises the plurality of updating request messages.
20. The method of claim 18, further comprising:
and sending a notification message of system information change to the UE.
21. The method of claim 20, wherein sending a notification message of a system information change to the UE comprises:
and sending a notification message of the system information change to the UE through a paging message within a first preset time.
22. The method of claim 20, further comprising:
grouping or blocking the system information to obtain a system information group or a system information block, and identifying the system information group or the system information block through identification information; and/or the presence of a gas in the gas,
setting a status flag indicating an update status for the system information group or the system information block.
23. The method according to claim 22, wherein the notification message comprises identification information and/or status flag of a system information group or a system information block.
24. The method of claim 23, wherein sending updated system information to the UE comprises:
under the condition that the system information group or the system information block to be updated is explicitly indicated in the update request message, sending the updated corresponding system information group or system information block to the UE;
under the condition that the system information group or the system information block to be updated is not explicitly indicated in the update request message, sending the system information group or the system information block which is updated in a second preset time to the UE;
under the condition that the update request message comprises an update reason, sending different system information groups or system information blocks to the UE according to the update reason;
and under the condition that the update request message comprises the identification information and the state mark of the system information group or the system information block, comparing the mark state of the system information group or the system information block with the state mark corresponding to the corresponding system information group or the system information block reserved by the cell and/or the node, and sending the system information group or the system information block with different state marks to the UE.
25. The method of claim 24, wherein the update reason comprises at least one of: and the stored system information is not updated within the time preset by the system and enters the cell newly.
26. The method of claim 24, further comprising:
when sending a system information group or a system information block to the UE, sending identification information for identifying the system information group or the system information block and a state flag of an update state to the UE together.
27. The method of any one of claims 18 to 26,
the notification message carries an indication message indicating that the UE discretely sends the update request message in time.
28. The method of claim 27, wherein the indication message comprises at least one of the following information:
a window for updating system information, the information of the window comprising: a window start point, length and/or end point defined by a time, frame, subframe or slot number;
and the number N of the system information updating sub-windows.
29. The method of any of claims 18 to 26, wherein sending updated system information to the UE comprises:
transmitting the updated system information in a second message of a random access RACH procedure;
transmitting the updated system information in a fourth message of the RACH procedure;
sending downlink resource configuration information in the MSG2, and sending updated system information through the downlink resource configuration information;
transmitting the updated system information in an RRC connection setup message; alternatively, the first and second electrodes may be,
the updated system information is transmitted in a predetermined RRC message.
30. The method according to any of claims 18 to 26, wherein receiving an update request message sent by the UE to update system information comprises:
receiving an update request message through an RRC connection request message; alternatively, the first and second electrodes may be,
and receiving the updating request message through an RRC connection establishment completion message in the RRC connection establishment process.
31. The method of any of claims 18 to 26, wherein sending updated system information to the UE comprises:

and sending the carried configuration information of the service physical channel on a physical control channel by using a special identifier, a broadcast identifier and/or a multicast identifier, and sending updated system information on the service physical channel.
33. A system information updating apparatus, comprising:
a first sending module, configured to send an update request message for updating system information to a cell and/or a node when an update condition is met, where the update condition is that a notification message for changing system information is received from the cell and/or the node;
a first receiving module, configured to receive updated system information sent by the cell and/or the node;
wherein the first transmitting module comprises:
a first sending unit, configured to send, to a non-connected user equipment UE, the update request message to the cell and/or the node through a random access procedure establishment procedure, where the sending unit includes: sending an update request message through a first message MSG1 of a random access procedure; or sending an update request message through a third message MSG3 of a random access procedure, wherein the non-connected UE is a UE in a state that needs to send data to or receive data from a cell and/or a node through the random access procedure;
a second sending unit, configured to send, to a connected UE, system information update request information to the cell and/or the node through a predetermined RRC message, where the sending unit includes: and after the RRC connection is established, sending the update request message through the preset RRC message, wherein the connected UE is the UE in a state of not needing to send data to the cell and/or the node or receive data from the cell and/or the node through a random access process.
34. The apparatus of claim 33, wherein the first sending module is further configured to,
receiving a notification message of system information change from the cell and/or the node; alternatively, the system information is determined to need to be updated according to a predetermined update reason.

the dividing module is used for dividing the system information updating window into N sub-windows in time and numbering the N sub-windows; and performing modular operation on the N sub-windows by using the unique identifier of the UE, wherein the obtained result corresponds to the sub-window of the updating request message initiated by the UE, and the sending time point of the updating request message is determined by combining the starting point of the system information updating window.

a first determining module, configured to generate a random number greater than 0 and less than 1, and determine a sending time point of the update request message according to a start point of the system information update window, a length or an end point of the system information update window, and the random number.

49. The apparatus according to any of claims 43-48, wherein the second sending module is further configured to,
transmitting the updated system information in a second message of a random access RACH procedure;
transmitting the updated system information in a fourth message of the RACH procedure;
sending downlink resource configuration information in the MSG2, and sending updated system information through the downlink resource configuration information;
transmitting the updated system information in an RRC connection setup message; alternatively, the first and second electrodes may be,
the updated system information is transmitted in a predetermined RRC message.
