if the user does not sign the VoLTE data, the HSS sends a user authorization response to the I-CSCF and carries a preset error code;
and after receiving the preset error code, the I-CSCF sends re-registration time to the terminal so that the terminal initiates an IMS registration request to the I-CSCF again after the re-registration time.
