Claims (16)

1. An intelligent short message transfer charging method is characterized by comprising the following steps:
the method comprises the steps that an intelligent short Message Service Platform (MSP) receives an extended submitted short message operation submit message forwarded by a short message center (SMSC), wherein the extended submit message comprises an information content source MsgSrt parameter and a quantity to be forwarded MT _ WT parameter, and the SMSC sets the MsgSrt parameter and the MT _ WT parameter according to a short message source;
and if the MsgSrt parameter is the service platform number and the MT _ WT parameter is the first parameter, the MSP does not trigger the charging operation of the charging center OCS.
2. The method of claim 1, wherein if the MsgSrt parameter is a service platform number and the MT WT parameter is a first parameter, the MSP does not trigger the OCS charging operation comprising:
MSP judges the short message as a service platform short message;
MSP sets the calling number of the short message of the service platform as the service platform number and the called number as the transfer number, and submits the number to the short message center SMSC so that the SMSC sends the short message to the transfer user according to the common short message sending flow without triggering the charging operation of OCS.
3. The method of claim 1, further comprising:
if the MsgSrt parameter is the number of the calling subscriber and the MT _ WT parameter is a second parameter, the MSP judges that the short message is a subscriber short message;
if the called user opens the short message transfer and prepaid balance inquiry notification service, MSP triggers the short message transfer and charging operation of charging center OCS.
4. The method of claim 3, wherein the MSP triggering charging operations of the SMPS and charging center OCS comprises:
MSP sets the called user number of the user short message as the calling number, sets the transfer number appointed by the called user as the called number, and submits the transfer short message to the SMSC;
the SMSC judges that the user of the calling number is a prepaid user and opens a prepaid balance notification service, and then initiates a charging service request to a charging center OCS;
and the OCS deducts the short message transfer cost corresponding to the called user and inquires the prepaid balance of the called user.
5. The method of claim 4, wherein the MSP triggering the SMS transfer and charging operation of the charging center OCS is followed by:
and the OCS sends a service platform short message with called party prepaid balance information to the SMSC, wherein the calling number of the service platform short message is the platform service number, and the called number is the number of the called party.
6. The method as claimed in any one of claims 1 to 5, wherein before the intelligent short message service platform MSP receives the extended submit short message operation submit message forwarded by the short message center SMSC, the method includes:
after receiving the short message, the SMSC judges whether the called user signs a short message transfer service;
and if the called user signs a short message transfer service, setting the MsgSrt parameter and the MT _ WT parameter in the expanded submit message according to the source of the short message.
7. The method of claim 6, wherein setting the MsgSrt parameter and the MT _ WT parameter according to the source of the sms message comprises:
if the short message is a user short message sent by a calling user to a called user, setting the MsgSrt parameter as the number of the calling user according to the expanded SMGP protocol, and setting the MT _ WT parameter as a second parameter 1;
if the short message is a service platform short message sent by the service platform to the called user, setting the MsgSrt parameter as a service platform number 10001, and setting the MT _ WT parameter as a first parameter 0.
8. An intelligent short message transfer charging device is characterized by comprising:
the short message service center SMSC sets MsgSrt parameters and MT _ WT parameters according to the short message source;
and the processing module is used for enabling the MSP not to trigger the charging operation of the charging center OCS if the MsgSrt parameter is the service platform number and the MT _ WT parameter is a first parameter.

The apparatus of claim 8, wherein the processing module is configured to determine the sms is a service platform sms if the MsgSrt parameter is a service platform number and the MT WT parameter is a first parameter, and the MSP does not trigger charging operation of the OCS; and setting the calling number of the short message of the service platform as a service platform number, setting the called number as a transfer number, and submitting the number to a short message center (SMSC) so that the SMSC sends the short message to a transfer user according to a common short message sending flow without triggering the charging operation of the OCS.
10. The apparatus of claim 8,
the processing module is further configured to determine, by the MSP, that the short message is a user short message if the MsgSrt parameter is a number of a calling user and the MT _ WT parameter is a second parameter; if the called user opens the short message transfer and prepaid balance inquiry notification service, the charging operation of the short message transfer and charging center OCS is triggered.
11. The apparatus of claim 10, wherein the processing module is further configured to set a number of a called user of the user short message as a calling number, set a forwarding number specified by the called user as a called number, and submit the forwarding short message to the SMSC; and if the SMSC judges that the user of the calling number is a prepaid user and opens a prepaid balance notification service, initiating a charging service request to a charging center (OCS), and the OCS deducts the short message transfer charge corresponding to the called user to inquire the prepaid balance of the called user.
12. An intelligent short message service platform, characterized in that it comprises the intelligent short message transfer charging device of any one of claims 8-11.
13. An intelligent short message transfer charging system, which comprises a short message center SMSC, a charging center OCS and the intelligent short message service platform MSP as claimed in claim 12.
14. The system of claim 13, wherein the SMSC is configured to determine whether the called user has subscribed to the short message forwarding service after receiving the short message; and if the called user signs a short message transfer service, setting the MsgSrt parameter and the MT _ WT parameter in the expanded submit message according to the source of the short message.
15. The system of claim 14, further comprising:
the SMSC is used for setting the MsgSrt parameter as the number of the calling subscriber and the MT _ WT parameter as a second parameter 1 according to the expanded SMGP protocol if the short message is a user short message sent by the calling subscriber to the called subscriber; if the short message is a service platform short message sent by the service platform to the called user, setting the MsgSrt parameter as a service platform number 10001, and setting the MT _ WT parameter as a first parameter 0.
16. The system of claim 13,
the SMSC is used for initiating a charging service request to a charging center OCS if the short message submitted and transferred by the MSP is received and a user of a calling number is a prepaid user and opens a prepaid balance notification service;
the OCS is used for deducting the short message transfer cost corresponding to the called user, inquiring the prepaid balance of the called user and sending the service platform short message with the prepaid balance information of the called user to the SMSC, wherein the calling number of the service platform short message is the platform service number, and the called number is the number of the called user.
