The cross-border transaction clearing system and method provided by the embodiment of the invention are described below with respect to the above four application scenarios. The transaction request in the following embodiment is a transaction request of cross-border transaction, that is, the acceptor and the issuer belong to two different administrative areas, each sub-area is an independent administrative area, for example, the sub-area is thailand, and the other sub-area is singapore.
The embodiment of the invention provides a cross-border transaction clearing system based on a physical framework of an application scenario I as shown in FIG. 4, which comprises: the system comprises a first acceptance mechanism, a cross-region clearing center and a first card issuing mechanism, wherein the first acceptance mechanism and the first card issuing mechanism are directly connected with the cross-region clearing center, and the first card issuing mechanism and the first acceptance mechanism are cross-border member mechanisms which belong to different regions.

The switching subsystem 51 of the cross-regional clearing center is mainly used for receiving and forwarding the transaction request, recording a switching log aiming at the received transaction request, writing the recorded switching log into the international transaction database 53 and reading the clearing result of the international service from the international transaction database 53, wherein the switching log comprises the international service transaction information in the transaction request; the batch processing subsystem 52 of the cross-regional clearing center is mainly used for reading the transfer log from the international transaction database 53, clearing according to the international business transaction information in the transaction request recorded in the transfer log, and writing the clearing result into the international transaction database 53.
Specifically, the implementation mode of clearing the cross-border transaction under the system comprises the following steps:

The routing information of the card issuing institution or the accepting institution can be determined according to the information of the international business transaction information accepting party and the information of the local clearing center corresponding to the second card issuing institution, such as the information of the bank card authentication code, the transaction code and the institution code in the transaction request;
and the batch processing subsystem 52 of the cross-regional clearing center is used for carrying out international business clearing between the first acceptance mechanism and the cross-regional clearing center and international business clearing between the first card issuing mechanism and the cross-regional clearing center at the time of day-to-day switching of the cross-regional clearing center according to the international business transaction information in the transaction request.
The clearing system supports the clearing of a plurality of cross-border transactions similar to the physical framework, and the clearing of the plurality of cross-border transactions is uniformly carried out in the time of day and night of the cross-regional clearing center. In the clearing system, the cross-district clearing center can complete clearing with the first card issuing mechanism and the first accepting mechanism at one time. .
Aiming at a cross-border transaction clearing system under a physical framework of an application scenario I, the embodiment of the invention provides a clearing method based on the clearing system, and as shown in FIG. 6, the clearing method specifically comprises the following steps:

As shown in fig. 8, the structure of the local clearing house of the embodiment of the present invention includes: a switching subsystem 81, a batch subsystem 82, an international transaction database 83 and a local transaction database 84. The switching subsystem 81 is mainly used for receiving and forwarding the transaction request, recording a switching log aiming at the received transaction request, wherein the switching log comprises international business transaction information in the transaction request, writing the recorded switching log of cross-border transaction into the international transaction database 83, writing the switching log of local transaction into the local transaction database 84, reading a clearing result of the international business from the international transaction database 83, and reading the clearing result of the local business from the local transaction database 84; the batch processing subsystem 82 is used for reading the transit log of the cross-border transaction from the international transaction database 83, clearing according to the international business transaction information in the transaction request recorded in the transit log of the cross-border transaction, and writing a clearing result into the international transaction database 83; the batch processing subsystem 82 is further configured to read the transfer log of the local transaction from the local transaction database 84, perform clearing according to the local service transaction information in the transfer log of the local transaction, and write a clearing result into the local transaction database 84. Preferably, the cross-regional clearing center determines the clearing time for the cross-regional clearing center to complete the clearing with the local clearing center of the second card issuer and the local clearing center of the second acceptance organization according to the cross-border transaction occurrence time, the switching time of the local clearing center of the second card issuer and the switching time of the local clearing center of the second acceptance organization in the transaction request.
The cross-district clearing center determines clearing time between the cross-district clearing center and two local clearing centers according to the following strategies:
if the cross-border transaction occurrence time is after the same day-to-day time cut of the local clearing center of the second card issuer, determining the day-to-day time cut of the local clearing center of the second acceptance mechanism as the clearing time by the cross-regional clearing center;
if the cross-border transaction occurrence time is after the same day-to-day time of the local clearing center of the second acceptance organization, the cross-regional clearing center determines the day-to-day time of the local clearing center of the second card issuing organization as the clearing time;
if the cross-border transaction occurrence time is after the same day time of the local clearing center of the second acceptance mechanism and the local clearing center of the second card issuing mechanism, the cross-regional clearing center determines that the clearing time is before the next day time of the local clearing center of the second acceptance mechanism and the local clearing center of the second card issuing mechanism.
And the batch processing subsystem of the local clearing center of the second card-issuing mechanism is used for carrying out international business clearing between the second card-issuing mechanism and the local clearing center of the second card-issuing mechanism at the time of day-to-day of the local clearing center of the second card-issuing mechanism. The local clearing center of the second card issuing institution can accept clearing of multiple cross-border transactions of the card issuing institutions in the region and uniformly carry out daily cutting time of the local clearing center of the second card issuing institution.
In the clearing system, the daily time cut and the holiday time of the cross-regional clearing center are customized independently, and have no direct dependence on the daily time cut and the holiday time of the local clearing center of the second card issuing mechanism and the daily time cut and the holiday time of the local clearing center of the second accepting mechanism, so that the respective clearing of the local clearing center of the second card issuing mechanism, the cross-regional clearing and the local clearing center of the second accepting mechanism is carried out at the respective daily time cut, and the clearing is not sequential and independent.
In the clearing system, the cross-district clearing center completes clearing between the cross-district clearing center and the local clearing center of the second card issuer, and between the cross-district clearing center and the local clearing center of the second acceptance mechanism; the local clearing center of the second acceptance mechanism completes the one-side clearing between the local clearing center of the second acceptance mechanism and the second acceptance mechanism; and the local clearing center of the second card issuer completes the one-side clearing between the local clearing center of the second card issuer and the second card issuer.
In the clearing system, the physical architectures of the local clearing center cluster and the cross-regional clearing center can meet the requirement of unified interfaces of the local clearing center and the cross-regional clearing center in different sub-regions, so that cross-border transaction cost among member institutions is low, the architectures can be flexibly deployed, the transverse expansion of the whole physical architecture is realized, the design complexity of the system is reduced, and the whole architecture supports elastic expansion.
For a cross-border transaction clearing system under a physical framework of an application scenario four, an embodiment of the present invention provides a clearing method based on the clearing system, as shown in fig. 13, specifically including:
step D101: the second acceptance mechanism is used for sending the transaction request to a local clearing center of the second acceptance mechanism;

The local clearing centers (the local clearing center of the second handling mechanism or the local clearing center of the second card issuing mechanism) in each sub-area can complete the clearing of local transactions (the card issuing mechanism and the handling mechanism are both local) and the single-side clearing (the clearing between the local clearing center and the local card issuing or handling mechanism) of cross-border transactions (one party of the card issuing mechanism or the handling mechanism is not local); and the cross-regional clearing center completes clearing with the first card issuing mechanism and the first accepting mechanism and clearing with local clearing centers of a plurality of sub-regions.
Based on the cross-border transaction clearing framework, system and method in the above embodiment, the embodiment of the present invention provides a "full payment pad" cross-border transaction clearing method as shown in fig. 15, and the cross-border transaction in the application scenario four in the above embodiment is taken as an example for detailed description.
If the local clearing center of the subregion LA1 is used as the local clearing center of the second acceptance organization of the application scenario four, the daily cutting time of the local clearing center is GMT13(GMT is greenwich mean standard time, and is one standard time referred to by the cross-district clearing center in the embodiment of the present invention), the daily cutting time of the independent cross-district clearing center in the international district IA is GMT15, the local clearing center of the subregion LA2 is used as the local clearing center of the second card issuing organization of the application scenario four, the daily cutting time of the local clearing center is GMT17, GMT13 is earlier than GMT15, and GMT15 is earlier than GMT17, the cross-border transaction clearing method of "global fund" includes:

specifically, when the daily cutting time GMT13 of the local clearing center of the second receiving institution on day T +1 arrives, the clearing between the second receiving institution and the local clearing center of the second receiving institution is performed for the cross-border transaction received between day T GMT13 and day T +1 GMT 13.
Since GMT13 is earlier than GMT15, the settlement between the cross-district clearing house and the local clearing house of the second card issuer has not yet started for the cross-border transaction occurring between GMT15 on T day to GMT13 on T +1 day, and therefore the local clearing house of the second acceptor mechanism needs to fund the local clearing house of the second card issuer that has the cross-border transaction with the local second acceptor mechanism in the meantime. The time interval of the local clearing center pre-payment of the second institution is shown as a shaded part in the area T +1 day of LA1 in fig. 16, and for the pre-payment in the period of the local clearing center of the second institution, at the time GMT15 of the day of the T +1 day of the cross-district clearing center, the cross-district clearing center completes the clearing with the local clearing center of the second card issuer, and the transaction fund of the cross-border transaction is allocated to the local clearing center of the second institution.
Step E102: the cross-district clearing center performs clearing among the cross-district clearing center, the local clearing center of the second acceptance mechanism and the local clearing center of the second card issuing mechanism in GMT15 according to the international business transaction information in the transaction request;
the clearing process mainly comprises cross-border transaction loading, clearing between the cross-regional clearing center and local clearing centers of the second acceptance mechanism and between local clearing centers of the second card issuing mechanism, generating payment files among centers and transferring funds among centers.
Specifically, when the time-of-day GMT15 of the cross-district clearing center day T +1 arrives, the clearing between the cross-district clearing center and the local clearing centers of the second receiving institution and the local clearing center of the second card issuing institution is completed for the cross-border transaction accepted between the T day GMT15 and the T +1 day GMT 15.
Since GMT15 is earlier than GMT17, when cross-border transaction between GMT17 on T day and GMT15 on T +1 day occurs, one-side settlement has not been performed between the local settlement center of the second card issuer and the second card issuer at GM15, and therefore, when the cross-border settlement center performs settlement between two local settlement centers, the local settlement center of the second card issuer needs to provision money for the local card issuer having cross-border transaction with the second acceptor during this period, and the time interval of the provision money for the local settlement center of the second card issuer is shown as the shaded portion of T +1 day in IA zone in fig. 16. For the pre-payment of the local clearing center of the second card issuer in the interim, when the daily cutting time GMT17 of the local clearing center T +1 day of the second card issuer arrives, the local clearing center of the second card issuer completes the one-side clearing with the second card issuer, and the second card issuer allocates the cross-border transaction fund to the local clearing center of the second card issuer.
Step E103: the local clearing center of the second card issuer performs clearing between the local clearing center of the second card issuer and the second card issuer at GMT17 according to the international business information in the transaction request;
the clearing process mainly comprises the following steps: cross-border transaction loading, single-side clearing and settlement between the local clearing center of the second card issuer and the second card issuer, generating payment files, and allocating funds to the local clearing center of the second card issuer.
Specifically, when the time-of-day GMT17 of the local clearing center T +1 of the second card issuer arrives, the clearing between the second card issuer and the local clearing center of the second card issuer is completed at GMT17 for the cross-border transaction accepted between T-day GMT17 to T + 1-day GMT 17.
In the above embodiment, the respective clearing processes of the local clearing center of the second card issuing mechanism, the cross-regional clearing center and the local clearing center of the second accepting mechanism are independent from each other, and the time for completing the clearing is related to the time of day-to-day switching of the local clearing center of the second card issuing mechanism, and there is no precedence relationship.
In order to reduce the payment pad load of each clearing center at the time of day cutting, the embodiment of the invention provides a method for carrying out multi-batch cross-border transaction clearing at a cross-district clearing center, and the multi-batch clearing provided by the embodiment of the invention can determine the clearing time of the cross-district clearing center according to the following strategies:
(1) for cross-border transaction of the direct connection cross-district clearing center accepted by the cross-district clearing center, clearing is completed in the time of day cutting of the cross-district clearing center;
(2) for the cross-border transaction that the card issuer and the acceptor establish connection with the cross-district clearing center through the local clearing center, the cross-district clearing center determines the clearing time between the cross-district clearing center and the local clearing center of the second card issuer and the local clearing center of the second acceptor according to the transaction occurrence time of the cross-border transaction and the daily cutting time of the local clearing center of the second card issuer and the local clearing center of the second acceptor;
specifically, if the cross-border transaction occurrence time is after the same-day switching time of the local clearing center of the second card issuing institution and before the same-day switching time of the local clearing center of the second accepting institution, the cross-regional clearing center determines the day switching time of the local clearing center of the second accepting institution as the clearing time;
if the cross-border transaction occurrence time is after the same-day switching time of the local clearing center of the second acceptance organization and before the same-day switching time of the local clearing center of the second card issuing organization, the cross-regional clearing center determines the day switching time of the local clearing center of the second card issuing organization as the clearing time;
if the cross-border transaction occurrence time is after the same day switching time of the local clearing center of the second acceptance organization and the local clearing center of the second card issuing organization, the cross-district clearing center determines the day switching time of the local clearing center with the earlier next day switching time as the clearing time.
(3) For the cross-border transaction that one party of the card issuing party and the accepting party establishes connection with the cross-district clearing center through the local clearing center, the cross-district clearing center completes clearing with the direct connection mechanism at the daily cutting time of the cross-district clearing center, and the cross-district clearing center completes clearing with the local clearing center at the daily cutting time of the local clearing center of the one party.
For example, for the clearing of the cross-border transaction in which the card issuer and the acceptor establish connection with the cross-border clearing center through the local clearing center, before the cross-border clearing center performs clearing, according to the cross-border transaction occurrence time in the transaction request, the daily cutting time of the local clearing center of the second card issuer and the daily cutting time of the local clearing center of the second acceptor, the clearing time of the cross-border clearing center completing clearing with the local clearing center of the second card issuer and the local clearing center of the second acceptor is determined according to the above-mentioned policies, so that the cross-border clearing center performs inter-center clearing at the daily cutting time of the local clearing center of the second acceptor or at the daily cutting time of the local clearing center of the second issuer.
According to the above strategy, if there are N local clearing centers of different sub-regions in the system frame and the respective cutting times per day are different, N +1 clearing time points can be obtained by sorting according to the cutting times per day of the local clearing centers of the N sub-regions and the cutting times per day of the cross-region clearing centers, each clearing time point corresponds to clearing of one batch, the number of batches cleared by the cross-region clearing centers is N +1, the clearing time point in the N +1 batches is the batch of the cutting times per day of the cross-region clearing centers, and is used for processing clearing between the cross-region clearing centers and the first acceptance mechanism or the first card issuing mechanism, in the remaining N batches, the clearing time point of each batch corresponds to the cutting time per day of the local clearing center of one of the sub-regions, and is used for processing clearing between the cross-region clearing centers and the local clearing centers, and the cross-region clearing centers determine that the inter-region clearing centers carry out clearing time between centers and the clearing time of the center according to the above strategy The batches belong to.
If the cross-district clearing center accepts the clearing of a plurality of cross-border transactions, the cross-district clearing center can determine the clearing time of each cross-border transaction in the cross-district clearing center according to the strategy, and determine which batch to clear according to the clearing time, because each batch corresponds to one clearing time, the clearing time of the batch is either the daily cutting time of the cross-district clearing center or the daily cutting time of the local clearing center of a certain sub-area, and the clearing of the batch is carried out when the clearing time of each batch reaches.
The cross-district clearing center carries out clearing according to the strategy, and for cross-border transactions that the card sender and the acceptor establish connection with the cross-district clearing center through the local clearing center, the payment charging period that the local clearing center of each sub-area is used as the card sender side local clearing center can be shortened. For cross-border transaction in which at least one of the card issuer and the acceptor establishes connection with a cross-regional clearing center through a local clearing center, if the cross-regional clearing center performs inter-center clearing at the daily cutting time of the local clearing center of the second card issuer, the local clearing center of the second card issuer does not need to pay money, and if the cross-regional clearing center performs inter-center clearing at the daily cutting time of the local clearing center of the second acceptor, the local clearing center of the second acceptor does not need to pay money for the card issuer of the transaction, and the local clearing center of the second card issuer needs to pay money, but the time period of the money payment is short. Therefore, the method for carrying out multi-batch clearing in the cross-district clearing center further reduces the pad money pressure of the local clearing center, and realizes cross-district clearing multi-level loose coupling and lightweight processing of international business.
The following is a detailed description of specific examples.
If the cross-district clearing center accepts 3 cross-country businesses, the accepting mechanism A of the subregion 1 and the card issuing mechanism B of the subregion 2 perform a first cross-border transaction at GMT1 of the T day, the accepting mechanism C of the subregion 3 and the card issuing mechanism D of the subregion 4 perform a second cross-border transaction at GMT7 of the T day, and the card issuing mechanism E of the direct cross-district clearing center and the accepting mechanism F of the direct cross-district clearing center perform a third cross-border transaction at GMT9 of the T day. The daily cutting time of the local clearing center of the sub-area 1 is GMT2, the daily cutting time of the local clearing center of the sub-area 2 is GMT4, the daily cutting time of the local clearing center of the sub-area 3 is GMT6, the daily cutting time of the local clearing center of the sub-area 4 is GMT8, and the daily cutting time of the cross-district clearing center is GMT 10.
The "multi-batch" cross-border transaction clearing method, as shown in fig. 17, includes:
step F101a, the daily cutting time of the local clearing center of the subregion 1 is GMT2, therefore, the local clearing center of the subregion 1 completes the clearing with the local acceptance organization A at the GMT2 of the T day, and transfers the transaction fund of the cross-border transaction 1 to the acceptance organization A;

The multi-batch clearing method can also realize clearing of the cross-regional clearing center at the time of day and time of the cross-regional clearing center or at the local clearing center of a certain sub-region, further reduce the payment backing pressure of the local clearing center, and realize cross-regional clearing multi-level loose coupling and lightweight processing of international business.

and the cross-regional clearing center performs international business clearing between the accepting party and the cross-regional clearing center and international business clearing between the issuing party and the cross-regional clearing center according to the international business transaction information in the transaction request.
2. The method of claim 1, wherein if the acquirer is the first acquirer, the issuer is the first issuer; then
