A) polyvinyl chloride resin of 100 weight parts;
B) one or more of 20-80 weight part are selected from the primary plasticizer of lower group: hexanaphthene-1,2-dioctyl phthalate di-isooctyl (DEHCH), hexanaphthene-1,2-dioctyl phthalate dinonyl (DINCH), tributyl citrate (TBC) and tributyl acetylcitrate (ATBC); And
C) 5-20 weight part is as ethylene-vinyl acetate-carbonyl multipolymer (EVACO) of co-plasticizer.

E) tricresyl phosphite of 0.1-0.5 weight part (nonyl phenyl ester);
F) polymethylphenyl siloxane fluid of 0.1-0.5 weight part; And
G) calcium-zinc composite stabilizing agent of 0.7-1.5 weight part.

1) polyvinyl chloride resin and other components except component C are mixed in high-speed mixer; And
