本发明实施例提供了一种移动性参数的协商方法、设备和系统，其中方法包括：第一基站向第二基站发送第一请求消息，所述第一请求消息用于请求所述第二基站发送第二小区的切换触发参数的第一偏移量，所述第一偏移量是指所述第二小区的切换触发参数的当前值相对于默认值的偏移量，所述第二基站是所述第一基站的相邻基站，所述第二基站是所述第二小区的控制基站，所述第二小区是所述第一基站控制下的第一小区的相邻小区；所述第一基站接收所述第二基站发送的第一应答消息，所述第一应答消息中包含所述第一偏移量。通过所述技术方案，第一基站可以根据所述第一偏移量准确的建议后续第二基站对第二小区的切换触发参数的改变值。
