Abstract
A cap assembly for a storm drain or a manhole cover is disclosed.
This 'Cap' is meant to be used as a quick and effective resource in the case of an emergency where a hazardous liquid and/or solid is bound to run into a storm drain, manhole cover or other ground opening.
The 'Cap' will create a dam on the ground level of the opening and prevent the hazardous liquid and or solid from entering the opening.
The cap assembly includes a circular steel plate and has a soft polyurethane blanket bonded to it that is approximately 1-1/2 times larger in diameter of the circular steel plate.
The top face of the circular steel plate, as well as its edges have been coated with a protective baked on powder coat finish.
One curved steel handle, which is attached to the steel plate, is used as a means to lift and carry the item.

`CIRCULAR MODEL' Background Of The Invention 1. Field of the invention The present invention is designed to cover and cap ground openings such as manholes and storm drains.
2. Description Of Previous Art The only previously known cap, for ground covers, such as manhole covers and storm drains consists of a circular rubber ring with a thin layer of material bonded to the mid portion of the ring.
The previously known cap assembly suffers several disadvantages. One is the circular rubber ring which resembles a pneumatic tire inner tube, must first be filled with water in order to give the device substantial weight which is to help keep it in place one it is put over the ground opening which means in the case of an emergency valuable time will be lost while filling the tube with water. If the tube is already filled with water it runs the risk of being punctured while sitting on a truck bed or wherever it is being carried.
Another disadvantage is that the material that is bonded to the center of the ring is not impervious to toxic chemicals and would quickly break down rendering it useless as an effective cap.
The previously known cap assembly suffers several disadvantages. 3. Summary Of Present Invention The present invention provides a cap for a ground opening that overcomes all of the above-mentioned disadvantages of the previously known device.
In brief the present invention consists of a circular steel plate that has a polyurethane circular blanket bonded to the underside of the steel plate. One handle allows the cap to be manually lifted, transported and placed on a ground opening.
Its purpose is to prevent unwanted contaminates from entering the storm drain system.
The cap shall be laid directly on top of an existing storm drain and or manhole cover.
The polyurethane circular blanket is soft enough to allow itself to mold around and or over any minor obstructions which may be on the surface of the storm drain and or man hole cover, creating an almost perfect seal.

Claims (2)
1. A cap assembly for a ground opening, primarily a storm drain or man hole cover comprising;
.cndot. A frame, wherein said frame is made from steel plate having a circular shape.
.cndot. Handle, said handle being steel bar that has been curved and welded to said frame at an angle, such as to be protruding above said frame.
.cndot. Polyurethane seal, said polyurethane seal is of a diameter which is approximately 1 1/2 times the said steel plate and is bonded to the underside of said steel plate.
.cndot. Wherein said frame is covered with a protective powder coat finish including the handle and all vertical edges of said frame.
.cndot. A frame, wherein said frame is made from steel plate having a circular shape.
.cndot. Handle, said handle being steel bar that has been curved and welded to said frame at an angle, such as to be protruding above said frame.
.cndot. Polyurethane seal, said polyurethane seal is of a diameter which is approximately 1 1/2 times the said steel plate and is bonded to the underside of said steel plate.
.cndot. Wherein said frame is covered with a protective powder coat finish including the handle and all vertical edges of said frame.
2. The invention as defined in Claim 1 wherein said cap assembly is a storm drain cap and or manhole cap which creates a restriction of liquid and or solid contaminate from flowing through storm drains and or manholes.
