A ground cabinet for housing electrical components is provided. The ground cabinet may include an outer shell defining an inner compartment that houses a lifting system, an equipment rack frame connected to the lifting system, a top panel comprising a compartment opening to access the internal compartment, a cabinet adapted to cover the opening of the compartment and to releasably seal the opening compartment. In certain uses, a telecommunications base station may also be provided. The telecommunications base station may include the ground cabinet and a cellular base station, with the cellular base station including an antenna coupled to signal processing equipment and a power supply. In alternate embodiments, the ground cabinet can be configured as a cube-shaped structure, or as a tubular-shaped structure.
