aparelho e método de decodificação de imagem, programa, e, aparelho e método de codificação de imagem. um fluxo de bits codificado é processado por uma unidade de decodificação reversível (52), uma unidade de quantização inversa (53), e uma unidade de transformada ortogonal inversa (54) nesta ordem, por esse meio obtendo a informação de parâmetro de codificação e dados de coeficiente como transformados ortogonalmente. a unidade de transformada ortogonal inversa (54) usa uma base prefixada para executar uma transformada ortogonal inversa dos dados de coeficiente comforme a posição de um bloco transformado em um macrobloco indicado pela informação de parâmetro de codificação, por esse meio obtendo de erro de predição. uma unidade de intrapredição (62) gera dados de imagem preditos. uma unidade de adição (55) adiciona os dados de imagem preditos aos dados de erro de predição, por esse meio decodificando os dados de imagem. assim, o uso da base que foi fixada comforme a posição de um bloco transformado permite uma transformada ortogonal inversa ótima ser executada, por meio de que a eficiência de codificação pode ser melhorada.
