One carries out this reaction by reacting the comoosés (a) and (b), optionally in a solvent. Preferably, the reaction is carried out in the presence of a base as the dehydrohalogenating agent, for example, sodium bicarbonate, sodium carbonate, notassium carbonate or triethylamine. one uses compounds (a) and (b) in stoichiometric amounts. As a rule, however, compound (b) is used in excess and this compound can also act as a dehydrohalogenating agent. One can use the compound
(b) as a hydrate or an acid addition salt, for example hydrochloric acid.

Has a mixture containing 23.4 g of ethyl 7-chloro-1,4-dihydro4-oxo-quinoline-3-carboxylate and 6.9 g of ethyl hydride.
<EMI ID = 119.1>
The resulting mixture is heated at 100 [deg.] C for 4 hours. After concentration to dryness, the residue is extracted with chloroform. The extract is washed with water and dried over anhydrous sodium sulfate. The solvent is removed by distillation to obtain a solid which is recrystallized from ethanol;
the product is thus obtained under the heading of a melting point

league.
<EMI ID = 121.1>
Ethyl quinoline-3-carboxylate, 240 ml of a 10% aqueous solution of sodium hydroxide and 100 ml of ethanol are added. The resulting mixture is heated under reflux for one hour and filtered with decolorizing carbon. We adjust the pH
1 filtrate with hydrochloric acid and cooled to give a precipitate which is collected, washed with water and recrystallized from dimethylformamide to give the product under the heading of a melting point of 269-
269.5 [deg.] C.
Example A.
1,4-Dihydro-7- (1-piperazinyl) -4-oxo-1- acid hydrochloride
<EMI ID = 122.1>
The above components are mixed, transformed into granules, then into tablets in a manner known per se. In this way, 1000 tablets each weighing 400 mg are obtained.
Example B.
1,4-Dihydro-7- (4-methyl-1-piperazinyl) -4-oxo-1-vinyl- acid
