Patents Act 1990 COMPLETE SPECIFICATION FOR A PETTY PATENT
ORIGINAL
Name of Applicant: BRIMBANK CITY COUNCIL Actual Inventor: MARCO DI PIETRO Address for service in CARTER SMITH BEADLE Australia: 2 Railway Parade Camberwell Victoria 3124 Australia Invention Title: PIT INSPECTION DEVICE Details ofAssociated Provisional Application: PP9724 filed 13 April 1999 The following statement is a full description of this invention, including the best method of performing it known to us PIT INSPECTION
DEVICE
Field of the Invention This invention relates to a device for inspecting Municipal stormwater pits and similar locations to determine the location and nature of stormwater drain blockages.
Background of the Invention Municipal Authorities are required to maintain stormwater drains in their municipality. Such drains regularly become blocked by debris gathering in stormwater drain pits. The location of a blockage presently requires crew of a least two men, or one man and a lifting device, to lift the water pit cover, which is usually extremely heavy, for visual inspection of the pit to ascertain whether it is blocked and the nature of the blockage. Such inspections are time consuming and therefore add a significant additional burden to the running costs of a municipality.
Summary of the Invention and Object It is an object of the present invention to provide a device for inspecting stormwater pits and the like by means of which inspections can be made more efficient and less time consuming.
The invention provides an inspection device for stormwater pits and the like comprising a camera mounted at or near one end of an elongate supporting arm shaped to facilitate insertion of the camera into a stormwater pit, handle means fixed to the arm by means of which the position of the arm and camera can be manipulated, monitor means mounted at or near the other end of the arm, and power supply means mounted on the arm for supplying power to the camera and to the monitor.
The camera is preferably an infrared camera to enable viewing of dark pits without the need for a light source to illuminate the pit.
The handle is preferably a handle wheel which surrounds the arm and enables the arm to be held and manipulated at any desired position.
The monitor is preferably attached to the arm by a flexible neck by means of which the position of the monitor can be manipulated for viewing convenience.
TNB:JL:#30575RS1 10 November 1999 Both the camera and the monitor are each preferably located in a robust housing to prevent damage to the camera or the monitor during use. At least the camera housing, and preferably both housings, are preferably substantially waterproof to prevent damage under wet conditions.
Brief Description of the Drawing In order that the invention may be more readily understood, one presently preferred embodiment of the invention will now be described with reference to the accompanying drawing which illustrates a stormwater pit inspection device embodying the invention.
Description of Preferred Embodiment Referring to the drawing, the stormwater pit inspection device comprises an elongate supporting arm 1, such as an aluminium or like tube, which is preferably formed with a bend to enable manipulation of the arm, a camera 2 mounted at one end of the arm 1 by means of an attaching frame 3, which preferably incorporates one or more swivels (not shown) by means of which the position of the camera 2 relative to the arm 1 can be manipulated for convenient viewing. The camera 2 preferably comprises a known infrared camera incorporating a series of infrared LED illumination sources surrounding the lens of the camera. In one form of the invention, the camera comprises a black and white PCB camera with a 900 3.7mm pin hole lens which is located in a robust waterproof housing.
At the other end of the arm 1 there is attached a flexible gooseneck 4 to which an LCD monitor 5 located in a robust waterproof housing is secured in the manner shown in the drawing. The monitor may comprise a high resolution CLR active matrix LCD screen which will enable the image generated by the camera 2 to be conveniently viewed. The housing referred to above preferably has a shroud to enable convenient viewing in ambient light conditions.
A handle wheel 6 is attached to the arm 1 adjacent the gooseneck 4 and a power supply 7 is mounted on the arm adjacent the handle wheel 6. The power supply 7 supplies power to the camera and to the monitor by means of wires passing through the tubular arm 1 and the gooseneck 4. The power supply 7 may comprise a rechargeable lead acid battery located in a robust battery box on which an on/off November 1999 switch, as shown in the drawing, is mounted. The handle wheel allows the arm 1 to be manipulated to alter the position of the camera and to allow the camera and arm to be inserted into a pit to be inspected.
It will be appreciated that the inspection device described above allows the camera and arm to be inserted into a pit through the water inlet opening to the pit, to determine whether the pit is blocked, and to determine the nature of the blockage without having to remove the water pit cover. By providing such an inspection means, pit inspections are made significantly more efficient thereby saving significant Municipal costs.
