The steel includes the following elements (contents in % by mass): C 0.07 to ≰0.15, Al≰0.05, Si≰0.80, Mn 1.60 to ≰2.10, P≰0.020, S≰0.010, Cr 0.50 to ≰1.0, Mo 0.10 to ≰0.30, Timin 48/14×[N], V 0.03 to ≰0.12, B 0.0015 to ≰0.0050, with the balance iron including usual steel-accompanying elements.
