     平常時における事象情報および非常時における事象情報のいずれを入力するかを選択するためのインタフェース画面を表示して、この表示に対する選択操作を受け付けると共に、選択操作を受け付けたことに応じて入力用のインタフェース画面を表示して、前記選択に対応する事象情報の入力を受け付ける入力処理手段と、
     入力処理手段が受け付けた事象情報を、この事象情報が平常時および非常時のいずれに関係するかを示す種別情報と前記位置情報と共に前記管理システムに送信する情報送信手段とを具備し、
     前記管理システムは、
     前記携帯端末装置から受信した事象情報および位置情報ならびに種別情報の組み合わせ毎に1つのレコードを設定して、受信した情報を蓄積するデータベースと、
     前記データベース内の各レコードを、種別情報毎および位置情報が整合するもの毎に分類し、この分類により生じた各グループの最新のレコード内の情報を用いて、平常時における事象と位置情報との関係および非常時における事象と位置情報との関係につき、それぞれ少なくとも一層分の画像を作成して、各層の画像を監視対象のエリア内の基本の地図画像に重ね合わせた構造の画像データを作成する地図画像作成手段と、
     前記地図画像作成手段により作成される画像データのうち基本の地図画像を除く各層の中から表示対象の層の指定を受け付ける指定受付手段と、
     地図画像作成手段により作成された画像データに含まれる画像のうち、基本の地図画像および指定受付手段が受け付けた指定に対応する層の画像を表示する一方、当該指定に対応しない層の画像を非表示状態にする地図画像表示手段とを、具備するエリア監視システム。
