제1,2라인메모리(21,22)에 저장된 복합영상신호(CV)를 불규칙적으로 리드/라이트하여 스크램블링/디스크램블링하는 시스템에 있어서, 수직귀선구조에서 추출하여 해독된 데이타값을 초기값으로 하여 매 수평라인마다 불규칙적으로 번호를 발생하여 랜덤번호발생기(30)와, 상기 랜덤번호에 비 스크램블링구간(T1)에 해당되는 오프세트값을 더하는 가산기(31)와, 상기에서 가산된 랜덤번호에서부터 비 스크램블링구간(T3)전,후의 샘플수를 카운트하여 이를 상기 제1,2라인메모리(21,22)의 리드/라이트어드레스로 출력하는 제1,2카운터(32,33)와, 비 스크램블링구간(T1)과 스크램블링구간과의 경계점에서 로드신호를 발생하는 로드신호발생기(34)와, 그 로드신호에 따라 상기 제1,2카운터(32,33)에 리드/라이트신호(R/W)를 공급하는 로드신호분리기(35)로 구성된 것을 특징으로 하는 스크램블링에 의한 화질열화방지 시스템.In a system for randomly reading / scrambled / descrambled composite video signals (CV) stored in the first and second line memories 21 and 22, the data value extracted from the vertical retrace structure is set as an initial value.
