PURPOSE:To increase the usage efficiency of lines from a base station to each small- scale station, by transmitting a small signal transmitted from each small-scale station and other signals transmitted from a base station to small-scale stations by multiplexing on the time axis. CONSTITUTION:A small signal transmitted at random from each small-scale station via a satellite repeater is inputted to a terminal 1 and stored in a memory circuit. On the other hand, other signals trasnmitted toward small-scale stations from a base station inputted from a terminal 6 are stored in a memory circuit 7. Further, the signal stored in the memory circuits 3 and 7 is read out, synthesized at a multiplex circuit 9 and transmitted to each small-scale station via a satellite repeater station.
