本発明は、口座振替システムに係り、特に、ネット完結型の口座振替手法に関する。

【従来の技術】
インターネット等に代表されるネットワークの急速な普及に伴い、顧客利便性の更なる向上を図るために、ホームバンキングが注目・実用化されている。ホームバンキングでは、これまで窓口等へ行かなければ受けられなかったサービスを、パソコン等の端末を用いることにより、自宅で受けることができる。しかしながら、従来のホームバンキングにおいて利用可能なサービスは、口座振込や残高照会等に限られており、サービス契約時における口座振替の申込みや振替口座の変更申込み等を行うことはできない。その理由は、顧客と銀行との間のやりとりのみならず、サービス提供者とのやりとりも生じるからである。顧客利便性の更なる向上を図る上で、あるいは、銀行業務およびサービス提供者の業務の一層の効率化を推進する上で、ネット完結型の口座振替スキームの実現が望まれている。

【発明が解決しようとする課題】
本発明は、かかる事情に鑑みてなされたものであり、その目的は、ホームバンキングを利用したネット完結型の口座振替を可能にすることにより、顧客利便性の向上を図るとともに、銀行業務およびサービス提供者の業務の一層の効率化を可能にすることである。

【課題を解決するための手段】
かかる課題を解決するために、第1の発明は、銀行と、サービス契約者である顧客に対してサービスを提供するサービス提供者と、サービス提供者が提供するサービスに関する口座振替を希望する顧客との間で情報伝達可能なネットワーク環境における口座振替システムにおいて、サービス契約の申込みに際し、サービス提供者側に対して、口座振替を依頼するとともに、必要な顧客情報を送信する顧客端末と、顧客側より受信した顧客情報に基づいて、サービス契約の申込みの受付処理を行うとともに、顧客情報の少なくとも一部を銀行側に引継ぐサービス提供者システムと、サービス提供者側より引継いだ顧客情報に基づいて、口座振替の申込みの受付処理を行う銀行システムとを有する口座振替システムを提供する。

【発明の実施の形態】
本発明の実施形態として、ネットワーク完結型の口座振替スキームを例に説明する。図1は、このスキームを実現する口座振替システムの全体構成図であり、銀行,多数の顧客,少なくとも一つのサービス提供者の間で相互に情報伝達可能なネットワーク環境が整備されていることを前提としている。以下の説明では、現在、最もポピュラーなネットワークであるインターネットを用いたシステムを例示している。しかしながら、本発明は、これに限定されるものではなく、各種の有線・無線ネットワークを用いて、同様のスキームを実現するシステムに広く適用可能である。

銀行は、インターネット上の所定のWebサイト(銀行サイト)において、インターネットバンキング(IB)を開設している。顧客は、このインターネットバンキングを利用して、オンラインで入出金や振込等を行うことができる他、後述する口座振替に関する手続を行うこともできる。一方、サービス提供者は、(1)サービス加入者である顧客に対して所定のサービスを提供し、(2)所定のWebサイト(サービス提供者サイト)においてホームページを開設し、かつ、(3)口座振替の委任を受けている者である。これらの条件(1)〜(3)を満足し得る業種としては、例えば、五大公共,税金,学費(各種私立学校、保育園・幼稚園),保険,カード・信販,会費,返済金等が挙げられ、このような業種を営む者が、本明細書でいう「サービス提供者」となり得る。顧客は、サービス提供者サイトからサービス契約の申込みを行うことができる(オンライン・サインアップ)。本実施形態の特徴の一つは、サービス提供者とのサービス契約と、それに伴う口座振替に関する銀行手続との同時処理を実現する点にある。

銀行システム1は、サーバ2,記憶装置3,通信装置4等を主体に構成されており、顧客端末10との間およびサービス提供者システム20との間で、ネットワークを介した情報伝達が可能である。サーバ2は、図1に示したように単一のサーバであっても、Webサーバや管理サーバ等を含む複数のサーバがLANによって結ばれた形態であってもよい。同様に、記憶装置3も単一または複数のいずれであってもよい。記憶装置3には、インターネットバンキングを運営するのに必要な各種データベースが格納されているが、本実施形態との関係では、申込受付データベース5,テレホンバンキング契約データベース6が重要となる。申込受付データベース5は、個々の顧客から受けた口座振替の申込みを一元的に管理するためのデータベースであり、受付案件毎に個別の受付番号が付されたレコード群で構成されている。個々のレコードには、口座振替の申込みに際して、顧客が入力した顧客情報(振替口座を特定するための情報を含む)が記述されている。また、テレホンバンキング契約データベース6は、テレホンバンキング(TB)契約者の情報を一元的に管理するためのデータベースであり、例えば、契約者毎に個別の番号が付されたレコード群で構成されている。個々のレコードには、契約者情報(テレホンバンキングの契約番号,パスワード,確認番号等を含む)が記述されている。

顧客端末10は、銀行システム1との間およびサービス提供者システム20との間で、ネットワークを介した情報伝達が可能であり、送受信されたデータは、ブラウザによって閲覧可能な状態で表示される。一例として、顧客端末10は、コンピュータ11,キーボードやマウス等の入力装置12,CRTやLCD等の表示装置13,通信装置14等を主体に構成されている。ただし、顧客端末10は、インターネットに接続可能で、情報を入力・確認し得るものであればどのような形態でもよく、例えば、デジタルTVの送受信装置や通信機能を有する家庭用ゲーム機等であってもよい。顧客は、自己の顧客端末10を操作して、銀行やサービス提供者が運営するWebサイトにアクセスし、サービス契約の申込み、口座振替の依頼等を行う。

サービス提供者システム20は、サーバ21,記憶装置22,通信装置23等を主体に構成されており、銀行システム1との間および顧客端末10との間で、ネットワークを介した情報伝達が可能である。サーバ21および記憶装置22は、単一または複数のいずれの形態であってもよい。また、サービス提供者と集金代行者が別主体である場合、それぞれのシステムはネットワークを介して情報伝達可能であることが多いので、それらをまとめてサービス提供者システム20と捉えることができる。記憶装置22中には、サービス提供者が業務を遂行する上で、あるいは、サイト運営に必要な各種データベースが格納されているが、本実施形態との関係では、申込受付データベース24が重要となる。申込受付データベース24は、個々の顧客から受けたサービス契約の申込みを一元的に管理するためのデータベースであり、受付案件毎に仮採番された固有番号付のレコード群で構成されている。個々のレコードには、サービス契約の申込者の顧客情報(振替口座を特定するための情報を含む)が記述されている。

顧客が口座振替の手続を行うケースとして、下記の2つのルートがある。
[ルートA] サービス提供者に新規契約の申込みを行うに際し、顧客がサービス提供者を介して口座振替を申込むルートである。この場合、顧客がサービス提供者との契約申込みを行った直後に、データ引継ぎを伴う画面遷移を行うことによって、銀行に対して口座振替の手続を行う。
[ルートB] サービス提供者との間に既に契約があり口座振替の変更を行う場合、顧客が銀行に対して口座振替を直接申込むルートである。この場合、口座振替の申込みを受けた銀行は、サービス提供者に対して、口座振替の変更があった旨を通知する。

(第1の実施形態)
図2は、本実施形態に係る口座振替手順の説明図である。以下、Aルートにおいて顧客が行う手続の流れに従い、ネットワーク上の情報伝達とシステムの内部処理とについて詳述する。なお、ステップ1〜5およびステップ15はサービス提供者システム20と関連した手順、ステップ6〜14は、銀行システム1と関連した手順であり、一連の手順(ステップ1〜15)はリアルタイム処理で実行される。

(ステップ1)サービス提供者サイトへのアクセス
まず、顧客は、入力装置12を操作して、ブラウザよりサービス提供者(収納業者)側のサーバ21(Webサーバ)を指定するアドレス(URL)を入力・送信する。これを受けて、サービス提供者側のサーバ21は、HTMLで記述された初期画面データを顧客端末10側に送信する。顧客端末10がこの画面データを受信すると、新規契約の申込みに関する入力フォームへのリンクが張られた初期画面(ポータル画面)が表示装置13に表示される。

(ステップ2)新規契約の申込み入力
顧客は、入力フォーム画面に移行した後に、このフォームにおいて要求される顧客情報を順次入力していく。ここで入力すべき顧客情報には、申込者の氏名,住所,電話番号等の他に、口座振替手続を銀行に対して行う際に必要となる「振替口座特定情報」(銀行の支店番号,科目,口座番号,口座名義人といった振替口座を特定するための情報)も含まれる。なお、本実施形態では、銀行が口座振替における本人認証と出金を行う事前承認とを得ることが可能なテレホンバンキング契約者を口座振替申込みの主体的要件としているが、本人認証と出金を行う事前承認とを得ることが可能なものであれば他の方法でもよく、例えば、本人認証のためのキャッシュカードやICカード等を用いてもよい。顧客は要求された全情報を入力した後、所定の操作を行うことにより、これらの情報セットを含むデータがサービス提供者システム20側に送信される。

顧客端末10からデータを受信したサービス提供者システム20は、契約申込者の顧客情報に基づいて、新規契約の申込みに関する受付処理を行う。ただし、契約が未だ成立していない状態なので、サーバ21は、固有番号を仮採番した上で、顧客情報が記述された新規レコードを申込受付データベース24に追加する。そして、受付内容の確認を顧客に促すために、確認画面データを顧客端末10側に送信する。

(ステップ3)新規契約に関する申込み内容の確認
顧客端末10がサービス提供者システム20側からデータを受信すると、申込まれた内容(顧客情報や支払方法)と固有番号とが表示装置13に表示される。それとともに、この確認画面において、銀行の口座振替を行うか否かの確認(換言すれば、テレホンバンキング契約者か)と、銀行へのデータ引継ぎを行ってよいか否かの確認とを顧客に促す。顧客は、表示された内容を確認し、それに同意する場合には、「同意する」ボタンをクリックする。このアクションによって、顧客端末10からサービス提供者システム20側に顧客が同意した旨通知される。

(ステップ4)引継画面によるデータ引継ぎの確認
通知を受けたサービス提供者システム20は、顧客の誤認防止および顧客情報の保護の観点より、引継画面データを顧客端末10側に送信する。このデータを受信した顧客端末10は、銀行サイトへリンクする旨の引継画面を別ウインドウで表示する(ステップ3で表示された確認画面が非アクティブになる)。そして、新規契約の申込みに際して入力された顧客情報の一部が銀行に引継がれることを顧客に明示する。引継画面上に表示された「確認」ボタンのクリックアクションが行われた場合、銀行システム1へのデータ引継ぎが開始される(ステップ5)。

銀行システム1に引継がれるデータ内容は、銀行とサービス提供者との取決めによって規定されているが、最低限、上述した振替口座特定情報を含んでいる必要がある。この情報が銀行側に通知されないと、銀行が振替を行うための口座を特定できないからである(オンラインでの口座振替の申込み受付ができなくなる)。図3は、引継データ内容の一例を示す図である。銀行側に引継ぐデータとしては、管理情報1〜5と顧客情報6〜11とに大別される。管理情報のうち、「2.ルート区分」は、サービス提供者を介した口座振替(ルートA)、銀行に直接申込まれた口座振替(ルートB)のいずれかであるかを区別する情報である。「3.保険/非保険区分」は、保険とそれ以外とを区別するため必要な情報である。両者を区別する理由については、後述する第2の実施形態において述べる。「4.サービス提供者コード」は、サービス提供者を特定するためのコードである。一方、顧客情報としては、契約者氏名,住所,電話番号の他に、振替口座特定情報である支店番号,(普通口座の)口座番号,名義人がある。なお、本実施形態では、振替可能な口座が普通口座に限定されているという理由で、引継データ中に「科目」(普通,当座等)という項目を設けていない。

銀行システム1に引継がれるデータ(顧客情報)は、顧客端末10を経由して転送される。換言すれば、顧客端末10は、サービス提供者システム20とのデータ送受信プロセスにおいて内部に記憶された引継データを読出し、それを銀行システム1に転送する。このような転送形態を採用すると、他のシステムとの整合性を意識せずに銀行システム1と顧客端末10との間における独自のセキュリティも可能となる。例えば、銀行システム1と顧客端末10との間に、セキュリティプロトコルの一態様であるSSL(Secure Sockets Layer)128biを確保することができる。これにより、引継データを銀行システム1に転送する際における情報の盗聴、改ざん、なりすましといった第三者からの攻撃に対抗でき、顧客情報の保護を図ることができる。ここで、SSLは、TCPと上位アプリケーションとの中間に位置するプロトコルであり、公開鍵暗号方式を利用して通信相手を認証する機能や、共通鍵暗号方式を利用してデータを暗号化する機能を有する。

なお、サービス提供者側のサーバ21がSSLを具備している場合は、サービス提供者側のサーバ21から銀行システム1側に直接データを送信してデータを引継ぐことも可能である。

(ステップ6)Web自動支払の説明および口座振替の申込み入力
引継データを受信した銀行システム1は、外部より指示されたサービス提供者に対応する受付画面データを顧客端末10側に送信する。顧客端末10がこのデータを受信すると、例えば、図4に示すような口座振替説明画面(サービス提供者毎にカスタマイズされた画面)において、データを引継いだサービス提供者を表示するとともに、Web自動支払の説明文が表示される。そして、顧客が所定のアクションを行うと、口座振替の規定画面が表示される(ステップ7)。表示された規定内容に同意する場合、顧客は「同意する」ボタンをクリックする。このアクションにより、顧客端末10から銀行システム10側に顧客が同意した旨通知される。これにより、図5に示すような口座振替の入力フォームが表示される。この入力フォームには引継データが反映されており、いくつかの入力項目には既に情報が確定データとして記述されている。顧客は、ブランクの入力項目、すなわち、顧客自身で補記すべき項目に情報を入力していく。そして、顧客による「OK」ボタンのクリックにより、これらの情報セットを含むデータが銀行システム1側に送信される。

(ステップ8)入力内容の確認
データを受信した銀行システム1は、入力内容確認データを顧客端末10側に送信する。これによって、図6に示すような口座振替に関する入力内容確認画面が表示装置13に表示される。顧客は、この画面に表示された顧客情報を改めて確認するとともに、下欄において要求されている本人認証のための情報(テレホンバンキングの契約番号、パスワードおよび確認番号)を入力した上で、「OK」ボタンをクリックする。これにより、入力された本人認証情報を含むデータが銀行システム1側に送信される。なお、上述した本人認証のための情報は、認証として用いるために再度入力を要求しているが、データ引継ぎにより入力済項目としてもよい。

顧客端末10からデータを受信した銀行システム1は、口座振替の申込みに関する受付処理を行う(ステップ9)。すなわち、サーバ2は、引継データに含まれる固有番号とともに、本人認証情報を含む顧客情報が記述された新規レコードを申込受付データベース5に追加する。そして、サーバ2は、ステップ8において顧客が入力した本人認証情報と、既取引の顧客データとに基づいて、本人認証を行う(ステップ10)。なお、このステップ10では、本人認証の他に、出金口座の届出確認(口座確認)もそのステップにおいて行われる(これらを総称して「0次審査」と呼ぶ)。既取引の顧客データとしてテレホンバンキング契約データベース6を利用する場合、まず、テレホンバンキング契約データベース6を検索して、その顧客に関するレコードを抽出する。つぎに、抽出されたレコードに記述されたテレホンバンキングの契約番号,パスワード,確認番号と、ステップ8において顧客が入力した本人認証情報とを比較する。その結果、本人認証が得られなかった場合(両情報が一致しない場合)、ステップ11の否定判定を経てステップ12に進み、本人認証ができなかった旨の画面を表示装置13に表示させる。これに対して、本人認証が得られた場合(両情報が一致する場合)、ステップ11の肯定判定を経てステップ13に進み、銀行側における口座振替の申込受付が終了したことを示す画面を表示させる。

(ステップ14,15)引継確認および今後の段取りの確認
銀行システム1は、顧客の誤認防止および顧客情報の保護の観点より、サービス提供者サイトへ戻る旨を記述した引継画面を表示装置13に表示させる。引継画面上に表示された「確認」ボタンのクリックアクションが行われた場合、顧客が引継ぎに同意したものと判断する。この場合、所定の情報とともに口座振替の申込受付が完了した旨を示す引継データを、上述したセキュリティプロトコルを用いて顧客端末10に送信する。そして、顧客端末10よりこの引継データを受信したサービス提供者システム20は、今後の段取りに関する説明文が記述された画面を表示装置13に表示させる。

なお、顧客が銀行に対して口座振替を直接申込む場合(ルートB)、入力装置12を操作して、ブラウザより銀行側のサーバ2(Webサーバ)を指定するアドレス(URL)を入力・送信する。これを受けて、銀行側のサーバ2は、初期画面を表示装置13に表示させる(ステップ5’)。顧客は、この初期画面よりリンクが張られた口座振替説明画面(図4参照)に移行する(ステップ6)。なお、上述したように口座振替説明画面はサービス提供者毎にカスタマイズされているため、顧客はどのサービス提供者に関する口座振替の申込みか指示する必要がある。つまり、サービス提供者の特定は、銀行システム1外のシステムである顧客端末10の操作より行われる。それ以降の手順は、上述したルートAとほぼ同様であるが、引継確認および今後の段取の確認(ステップ14,15)の際に、口座振替の変更があった旨と顧客情報を含む引継データとがサービス提供者システム20に送信されることとなる。

このように、本実施形態に係るネット完結型口座振替スキームによれば、インターネットを用いて顧客主導で口座振替手続を行う際に、サービス提供者サイトで入力した顧客情報を銀行側に引継いでいる。これにより、オンラインによるサービス契約の申込みと同時に口座振替手続を行うことができるので、その登録までに要する時間を短縮することができる。また、データの引継ぎは、その旨の確認を顧客に促して顧客の同意を得ることを条件に行われるため、現在どのサイトにアクセスしているかに関する顧客の誤認を防止でき、顧客情報保護の要請にも合致している。
