【発明が解決しようとする課題】
ところで、車載用電子ナンバープレートでは、路上機からの要求信号を受信されたとき、自動車登録番号、車両ユーザ名および車両ユーザの住所を示すデータを車両データとして画一的に路上機に送信すると、この路上機で受信される車両データだけで、車両ユーザおよび車両の識別が可能になる。

本発明は、上記目的を達成するために、請求項1に記載の発明では、路上機と無線通信を行う無線部と、前記無線部により路上機から車両データを要求するための要求信号を受信すると、車両ユーザにより予め指定された車両データを前記無線部から送信させる制御部とを有し、前記車両データを要求するための要求信号には、管理者の識別を示す識別コードが含まれており、前記制御部は、前記識別コードに応じて、路上機の管理者が公的機関であると判定すると、前記予め指定された車両データの送信を行う一方で、路上機の管理者が民間事業者であると判定したとき、前記予め指定された車両データの送信を行わないように設定可能になっていることを特徴とする。

【発明の実施の形態】
図1〜図3に、本発明に係る車載電子ナンバープレートの一実施形態を示す。

車載用電子ナンバープレート220は、図1、図2に示すように、車両前側(又は後側)に配置されるナンバープレート40の裏側に装着されて、路上機120との間で無線通信を行う。ナンバープレート40は、車両の前側、後側に配置されて自動車登録番号が記載された板状部材である。

具体的には、車載用電子ナンバープレート(SP)220は、図3に示すように、アンテナ221、無線部222、制御部223、メモリ224、および電池225から構成されている。

無線部222は、電池225から電力が供給されて、アンテナ221を介して路上機120からの受信信号を受信するとともに、送信信号をアンテナ221を介して路上機120に送信する。

なお、無線部222による無線通信方式としては、DSRC(Dedicated Short Range Communication)方式などが用いられている。

制御部223は、マイクロコンピュータなどから構成されたもので、後述するようにデータ書き込み装置から送られる車両データをメモリ224に記憶させたり、路上機120からの要求に基づき、この車両データを路上機120に送信するための処理を行う。

メモリ224は、フラッシュメモリ、RAMなどから構成されて、コンピュータプログラム、制御部223の処理に伴うデータおよび識別コードなどを記憶する。この識別コードは、車載用電子ナンバープレート220自体の識別を示すデータである。また、メモリ224の特定エリアには、予め車両ユーザに指定された車両データが記憶されている。

なお、車両データとしては、自動車登録番号(例えば名古屋333 さ4289)、車長、車幅、車高、車種、車両ユーザの氏名、車両ユーザの住所が用いられる。

路上機120は、道路の側部に設置されたもので、一定期間毎に車両データを要求する要求信号を送信するとともに、この要求信号に応じて車載用電子ナンバープレート220から送られてきた車両データを情報管理サーバ110に送信する。この情報管理サーバ110では、車載用電子ナンバープレート220毎に車両データを記憶管理する。

次に、車載用電子ナンバープレート220に車両データを記憶させる手順について図4〜図8を用いて説明する。図4は、車載用電子ナンバープレート220に車両データを記憶させるための手順を示す概略図、図5〜図8は、車載用電子ナンバープレート220に車両データを記憶させるための手順を示すフローチャートである。

先ず、ユーザが自動車販売店で車両を購入する際に、この購入した自動車に装着される車載用電子ナンバープレート220の「情報公開内容許諾書」がユーザに手渡され、このユーザは、この「情報公開内容許諾書」に対して氏名、住所等を記入後、車載用電子ナンバープレート220による車両データの公開許諾範囲を「情報公開内容許諾書」に対して記載して指定する(図5、6のS100〜190)。

具体的に、公開許諾範囲として、(1)ナンバープレート(標板)40に記載される自動車登録番号だけ選択したり、(2)車検書に記載される情報の全てを選択したり、(3)個車判定、すなわち車両ユーザの特定は不能だが車両種別だけを示す車種データだけ選択したり、(4)一切の車両データを選択しなかったり、(5)民間事業者への車両データの送信の禁止を設定したりする。

以上のような車両データの公開許諾範囲の指定が終了すると、自動車販売店の従業員は、「情報公開内容許諾書」から光学文字読み取り装置(OCR)により、公開許諾範囲を示す指定範囲情報を読み取り、この指定範囲情報を車長データ、車幅データ、車高データ、車種データ、車両ユーザの氏名データ、車両ユーザの住所データと共に、電子メール(或いは、FAX)にて自動車情報登録センターの登録管理サーバ400に送信する(図7中のS200)。

このように指定範囲情報、車長データなどのデータが自動車販売店から登録管理サーバ400に送られてくると、登録管理サーバ400は、自動車登録番号を発行する。そして、登録管理サーバ400は、上述のように自動車販売店から送られる指定範囲情報、車長データなどのデータとともに、自動車登録番号とともにデータベースに記憶させる(図7のS210)。

次に、登録管理サーバ400は、このデータベースに記憶された各データを陸運支局等の自動車登録窓口の管理コンピュータ(管理PC)410に送信する。

これに伴い、管理コンピュータ410は、登録管理サーバ400から送られるデータを基に、プリンターを用いて車検書を発行する。これに加えて、データベースに記憶された指定範囲情報、車長データなどの各データから上述のように車両ユーザにより指定された公開許諾範囲内の車両データを抽出する。さらにこの抽出された車両データ(以下、ユーザ指定車両データという)をバーコード(例えば、二次元バーコード)にてプリンターを用いて車検書の一部に印字する(S220)。

その後、自動車登録窓口のオペレータが、管理コンピュータ410を用いて次のようにユーザ指定車両データを車載用電子ナンバープレート220に記憶させる。

すなわち、光学式バーコードスキャナーにより車検書の一部からバーコードにてユーザ指定車両データを読み取りそのユーザ指定車両データを管理コンピュータ410に記憶させる(S230)。

その後、オペレータが、管理コンピュータ410を操作してデータ読み書き装置420から電波を介して識別データ要求信号を送信させる。これに伴い、識別データ要求信号が車載用電子ナンバープレート220の無線部222で受信されると、制御部223が、識別データをメモリ224から読み出して無線部224から送信させる。

このような識別データがデータ読み書き装置420を介して管理コンピュータ410に送られると、この管理コンピュータ410は、表示ディスプレイにて識別データを表示させる。ここで、この表示された識別データと車載用電子ナンバープレート220自体に印字された識別データとが一致していることをオペレータが確認すると、ユーザ指定車両データを車載用電子ナンバープレート220に記憶させる為の操作を行う。

これに伴い、管理コンピュータ410は、データ読み書き装置420からユーザ指定車両データを電波を介して送信させる。その後、ユーザ指定車両データが車載用電子ナンバープレート220の無線部222で受信されると、制御部223が、ユーザ指定車両データをメモリ224の特定エリアに記憶させる(S270)。
