Description

 The subject of the invention is a remote control device for several structures so as to ensure good management, monitoring and control and its implementation method. Currently, the works are monitored 24 hours a day. Four teams take turns to monitor a structure. This monitoring is therefore very costly.

 The invention aims to solve these problems.

 The invention makes it possible to monitor one or more structures with a single person.

To this end, the device according to the invention comprises the following means

In an embodiment comprising several structures, the device is composed of a central unit and a local unit per structure.

The local unit includes means for
- continuously transmit in real time all the information concerning the proper functioning of the equipment,
- remotely control barriers, lights, fans ...

 - assign the intercom line to calls received with choice of link, in accordance with synthesizer processing.

 - transmit the number of vehicles in the structures with ventilation according to different determined parameters.

 - round test.

The central unit comprises the following means
- to continuously monitor all the equipment in each structure using a screen
- to put the supervisor and the user in phonic relation
- to remotely control said equipment
- to know the immediate state of the alarms
- to know the degree of occupation of each structure
- to keep a list of information, a printer
The control station equipment only requires a connection to the mains and two specialized telephone lines (one link is digital, the other analog).

Two embodiments are possible
either a multiplex operation with several consoles
or taking into account a single structure for control and security, the system playing the role of centralizing information with possible processing of subscriber management.

 The attached drawings given by way of indicative and non-limiting example will easily make it possible to understand the invention. They represent a preferred embodiment according to the invention.

Two fundamental problems must be addressed to ensure good management in terms of car parks
- reduction in operating and operating costs, which have been constantly increasing for several years and are all the more important as the installations must be in service 24 hours a day.

 - Increase in the quality of the installations in terms of safety for users.

 The first step towards the technical and financial rationalization of the car parks consists in the automation of the toll procedures, associated or not with a centralized management.

The device according to the invention is applicable to two types of configuration
1 - installation in an isolated parking structure.

The device eliminates the installations relating to the installation of a control room (desk, synoptic, ect.)
It only requires a reduced space for the installation of a central unit which processes and displays all of the - installations or equipment.

 2 - Installation as part of centralized management.

 A solution is provided to the problems described above, in the case where a municipality or an operating company has, at its expense, at least two structures or car parks.

The device performs the following functions
- centralized management from a command post, technical surveillance and equipment control actions.

 - remote processing of information for users.

 - control action of the cyclic switches of the video surveillance.

 The device is adaptable to all types of equipment in service in car parks.

 At each car park there is a local unit 1, 2, 3.

Each unit has means for
- to transmit in real time and permanently all the information concerning the proper functioning of the equipment (barriers, ticket distributors, out of service equipment). Alarms 4

The camera 9 and the selector 8 are connected to a transmitter 10.

 The central unit is also connected by one or more communication lines 11 connected between a modem 12, at the local unit 1, and a multiplexer 13 of the central unit 14.

 The transmitter 10 of each local unit 1, 2, 3 is connected by a radio link 15 to a receiver 16 disposed at the level of the central unit 14. The signals received on the receiver 16 are controlled by monitors 17. The central unit 14 is connected to. multiplexer 13, a printer 18, a console 19 for controlling the display of procedures and alarms, a console 20 for viewing, a keyboard 21 and microphones and speakers 22.

 Only one person can control all the information necessary for the proper functioning of the equipment and parking lots.

 It has at its disposal a keyboard 21 and a video console 20 allowing the implementation of the remote control device.

For each car park, there are four types of functions
1) - voice dialogue 22 by means of communication intercoms between the various call points in the car park and the control station or central unit 14 where the head of operations of the car park (s) and / or the possibility of local processing by a speech synthesizer.

2) - monitoring of all equipment, alarm and detection of equipment malfunctions 4
3) - control 6 (barriers, lighting, cyclic switch, etc.)
4) - remote processing of the counting of vehicles entering and leaving, by type (subscribers, timetables) so that filling information can be available at any time 5.

The whole system consists
on the one hand, into a local technical management unit 1, 2, 3 in each car park intended for

 2- remotely control the barriers (opening and release), lights, lifting pumps, ventilations, video cyclics, displays 6.

 3- assign the intercom line to calls received with choice of link 7.

 4- transmit the number of vehicles in the car parks, broken down by categories, timetables or subscribers 5.

 on the other hand, in a central unit 14 responsible for managing the information coming from the various car parks.

 This central unit allows continuous monitoring of all the equipment by means of a screen 20, a phonic connection 22 with a user, a remote control 19 of the devices, immediate knowledge of the alarms and of the degree of occupancy. from each parking lot.

 All of the information is transmitted to a printer 18 in order to keep on the lists, the history of the operating states and the variation of the occupancy rate over the hours and days.

 The equipment of the control station only requires a connection to the sector and to two specialized lines per parking lot. It therefore retains easy mobility.

According to the different embodiments, several options are possible
- possibility of operation in multiplex with several consoles
- taking into account patrol tests in parking lots for control and security.

 - processing of counts for dynamic traffic management by displaying information at the entrances to the agglomeration.

 The diagram shown in Figure 2 is even more simplified.

 The central unit 14 is connected to several local units 1, 2, 3.

Each local unit is linked to its installation 23, 24, 25. The information from each unit goes to the central unit 14 by external links 11, 15, 16.

 The central unit is connected to a printer 18 and disks 26.

 Consoles 27, 28 and 29 correspond to each local unit 1, 2 or 3.

System operation in monitoring mode
In surveillance mode, the information is processed at the car park then transmitted to the control post and displayed on the screen. The multiplexer integrated into the control station systematically scans the car parks.

The person at the checkpoint will then have to make a decision according to the equipment concerned
- refer to maintenance personnel
- send an order if it is a carbon dioxide, water level, full parking etc. alarm.

Any detection of anomalies processed at the control station is stored on disk and listed on a printer with the following information
* date and hour
* attendant code
* parking designation
* designation of the equipment
* ordered
The types of order are to be specified in the specifications. They can be defined as timed pulses, stationary states or specific sequences.

Transmission verification
The transmission is carried out with quality control of the information by image return procedure with acknowledgment of receipt.

Equipment protection
Relay cards, see Figure 3, serve as interfaces between the various equipment and the electronic part.

Their main purpose is to make a galvanic isolation therefore a protection between the equipment and the input and output cards
- in the case of equipment vandalism
- in the event that lightning strikes one of them.

Connection
The configuration of the parking device is modular.

 All interface cards are placed in standardized boxes.

They make it possible to obtain a wired and finished product between the equipment and the device as well as easy maintenance;
The connection is made by means of a cut-off strip allowing the optional isolation of equipment during troubleshooting or maintenance operations.

The software
I1 is divided into two subsets
1) programming in the parking lot
- equipment scanning function in monitoring mode
- function for decoding orders from the control station

- phone call management function
- transmission and control function
2) programming the control station
- car park scanning function

- function for operation.

To allow its adaptation to a large number of applications, the device has been provided with total modularity in terms of hardware, software and its connection to the installation.
Electronic equipment
- Use of electronic cards compatible with a standard bus

Software
- Software development in the form of independent routines, specific to each "module" card 27

Connection on the installation

 The particularity of the device resides in the level of interfacing by the relays 28.

- equipment side 31, connection to opening or closing contacts, with or without a common line.
