If the user does not obtain the driving authorization certificate or does not need to drive the motor vehicle, only the vehicle door can be opened to get on the vehicle, the ignition device of the vehicle cannot be started, and the process of checking the driving qualification of the motor vehicle is finished.
Step (3), second user identity authentication and second motor vehicle access authorization verification
The user gets into the driver's cabin and touches the steering wheel, and user's fingerprint information is gathered to second fingerprint collection unit, and fingerprint comparison unit compares fingerprint information once more, perhaps compares with the face image information who installs in steering wheel central authorities and driver head top camera and gather, and specific process is similar with step (1) and step (2), and its aim at rechecks driver qualification, avoids the driving of unauthorized person's car.
Step (4), motor vehicle driving license verification

and D, indicating that the motor vehicle does not reach the road-going condition, forbidding the user to visit or drive the motor vehicle, sending information to an alarm unit, and ending the motor vehicle driving qualification verification process.
Step (5), driving license verification
The driver's license verifies whether the driver holds a legal and effective driver's license, compares the vehicle's driving license, verifies whether the type of the vehicle approved for driving by the driver's license matches the vehicle, including the following steps:

b, searching whether the driver has the driving license or not through a motor vehicle driving license data center through the Internet according to the identity information of the driver, if the driver cannot find effective driving license information, executing step E, if the driving license information exists, comparing a data analysis unit with the motor vehicle driving license information obtained in the step (4), judging whether the motor vehicle driving license approves the vehicle type, if so, executing step C, and otherwise, executing step D;
step C, the certificate generating unit generates a motor vehicle driving certificate, confirms that the motor vehicle reaches the conditions specified in technical conditions for motor vehicle operation safety (GB 7258 and 2012), and performs the body state verification process in the subsequent step (6);
and D, indicating that the driver does not have a valid driving license or the driving license does not verify the type of the vehicle, prohibiting the driver from driving the motor vehicle, sending information to an alarm unit, and ending the motor vehicle driving qualification verification process.
Step (6), physical condition verification
According to the third item of 'the decision of' the ministry of public security about modification of 'the application of motor vehicle's license and the use regulation 'issued by' 2016 (1, 29) of the ministry of public security, the physical condition of the driver must be verified, which comprises the following steps:

and D, indicating that the physical condition of the driver can not be achieved or no body state information is registered, prohibiting the driver from driving the motor vehicle, sending information to an alarm unit, and ending the motor vehicle driving qualification verification process.

and D, the driver has drug or alcohol drinking behaviors, the driver is prohibited from driving the motor vehicle, information is sent to an alarm unit, and the motor vehicle driving qualification checking process is ended.
Step (8) of issuing a driving qualification verification certificate

The driving user obtains the driving prohibition qualification certificate in the driving process, if the driving license of the motor vehicle is revoked, the administrator cancels the authorization and the like, the system sends warning information that the driving attempt is not obtained to the driving user, the administrator and the traffic management department, and the system starts a motor vehicle warning lamp and automatically whistles to require the driver to stop immediately and receive the processing. The system sends warning information that the driver does not obtain permission to drive to users, managers and traffic management departments, wherein the information comprises user information, motor vehicle information and motor vehicle GPS information.
Under the condition of flameout, the user closes the vehicle door, which means that the driving process of the motor vehicle is finished, and the driving qualification verification process is also finished.
Steps (1) to (7) are performed in a time interval cycle during driving, and the time interval may be set to 2 to 30 minutes.
