Description

制御装置、制御方法及び端末装置
 本開示は、制御装置、制御方法及び端末装置に関する。
 GW(Gateway)局等の地上局と飛行体や衛星等の非地上局との間のネットワークであるフィーダリンクや、移動局等の端末装置と非地上局との間のネットワークであるサービスリンクを制御する技術が知られている。
 例えば、飛行体のフィーダリンクの通信状況が悪化した場合、通信状況の良い他の飛行体を介したデータ通信に切り替える技術が知られている(例えば、特許文献1)。また、衛星とGW局との間のフィーダリンクの通信品質が低下した場合、端末装置を当該GW局と接続している当該衛星から別のGW局と接続している別の衛星にハンドオーバさせることで、当該端末装置と衛星との間のサービスリンクの通信品質を維持する技術が知られている(例えば、特許文献2)。
 また、天候情報から、天候によるフィーダリンク等のネットワークの減衰量を推定した上で、減衰量に応じて、ネットワークの送信方式の制御パラメータを制御する技術が知られている(例えば、特許文献3)。

 従来技術は、フィーダリンクやサービスリンクを制御できる。しかし、単にフィーダリンクやサービスリンクを制御するだけでは、非地上局を介した通信を適切に行えない場合がある。例えば、天候等の外部要因によりフィーダリンクの通信容量がサービスリンクの通信容量よりも小さくなった場合、フィーダリンクの通信容量がサービスリンクの通信容量よりも大きいことが期待される非地上局を介した通信を適切に行えないことがある。
 そこで、本開示は、非地上局を介した通信を適切に行うことができる制御装置、制御方法及び端末装置を提案することを目的とする。
 本開示に係る制御装置は、地上局と非地上局との間の区域の天候、及び、端末装置と前記非地上局との間の区域の天候に関する天候情報を取得する取得部と、前記取得された天候情報を基に、前記地上局と前記非地上局との間のネットワークであるフィーダリンクの通信特性と、前記端末装置と前記非地上局との間のネットワークであるサービスリンクの通信特性との関係を推定する推定部と、前記推定されたフィーダリンクの通信特性とサービスリンクの通信特性との関係に基づき、前記フィーダリンクの別のフィーダリンクへの切り替え、又は、前記サービスリンクの別のサービスリンクへの切り替え、の少なくとも一方を行う通信制御部と、を備える。

 図1を用いて、第1の実施形態に係る制御システム1の概要を説明する。図1は、第1の実施形態に係る制御システムの概要を説明するための図である。制御システム1は、非地上局100と地上局200と端末装置300とを含む。
 非地上局100は、本開示に係る制御装置の一例である。非地上局100は、例えば、GEO(Geostationary Earth Orbit)衛星、MEO(Medium Earth Orbit)衛星、LEO(Low Earth Orbit)衛星等の人工衛星や、HAPS(High Altitude Platform Station)等の疑似衛星である。図1では、非地上局100の一例として衛星100Aと衛星100Bとを示す。
 非地上局100は、地上局200と非地上局100との間のネットワークであるフィーダリンク10を介して地上局200と通信する。また、非地上局100は、端末装置300と非地上局100との間のネットワークであるサービスリンク20を介して端末装置300と通信する。
 地上局200は、例えば、GW局や基地局である。図1では、地上局200の一例として、GW局200AとGW局200Bとを示す。地上局200は、フィーダリンク10を介して非地上局100と通信する。
 端末装置300は、例えば、飛行機、ドローン等のUAV(Unmanned Aerial Vehicle)、スマートフォン、ウェアラブルデバイス、IоT(Internet of Things)デバイスや、通信モジュール、通信チップ等の無線通信端末、無線通信機器である。図1では、端末装置300の一例として、飛行機300Aとドローン300Bとスマートフォン300Cとを示す。端末装置300は、サービスリンク20を介して非地上局100と通信する。
 図1(a)では、衛星100Aは、フィーダリンク10Aを介してGW局200Aと通信する。また、衛星100Aは、サービスリンク20Aを介して飛行機300Aと通信する。また、衛星100Aは、サービスリンク20Bを介してドローン300Bと通信する。また、衛星100Aは、サービスリンク20Cを介してスマートフォン300Cと通信する。
 図1(a)では、サービスリンク20A、サービスリンク20B、サービスリンク20Cに、それぞれ1つの端末装置300を収容しているが、サービスリンク20は、1つのサービスリンクに複数の端末装置300を収容してもよく、セルでもセクタでもよい。
 衛星100Aは、フィーダリンク10Aを介したGW局200Aとのフィーダリンク10Aに関する状態に基づき、フィーダリンク10Aの天候情報等の、通信特性を推定するための情報を取得する。また、衛星100Aは、サービスリンク20A~サービスリンク20Cをそれぞれ介した飛行機300A、ドローン300B及びスマートフォン300Cとのサービスリンク20A~サービスリンク20Cに関する状態に基づき、サービスリンク20A~サービスリンク20Cの天候等の、通信特性を推定するための情報を取得する。
 図1(a)では、GW局200Aと衛星100Aとの間の区域の天候、及び、飛行機300A~スマートフォン300Cと衛星100Aとの間の区域の天候のいずれも晴れである。このため、フィーダリンク10Aの通信容量等の通信特性及びサービスリンク20A~サービスリンク20Cの通信容量等の通信特性には、降雨等の外部要因による減衰は生じない。
 ここで、衛星100Aでは、フィーダリンク10Aの通信容量等の通信特性のほうがサービスリンク20A~サービスリンク20Cのサービスリンク全体の通信容量等の通信特性よりも大きくなる範囲でしか適切な通信は行えない。
 しかし、図1(b)のように、GW局200Aと衛星100Aとの間の区域に雨雲30が発生するといった天候の変化等の外部要因によって、サービスリンク20A~サービスリンク20Cの通信容量に対してフィーダリンク10Aの通信容量が相対的に減少する場合がある。この場合、フィーダリンク10Aの通信容量がサービスリンク20A~サービスリンク20Cの通信容量の合計よりも小さくなることがある。
 その結果、フィーダリンクの通信容量がサービスリンクの通信容量よりも大きいことが期待される非地上局100を介した通信を適切に行えなくなるおそれがある。
 非地上局100を介した通信を適切に行うという課題を解決するために、衛星100Aは、GW局200Aと衛星100Aとの間の区域の天候、及び、飛行機300A~スマートフォン300Cと衛星100Aとの間の区域の天候に関する天候情報を取得する。天候情報は、晴れ、曇り、雨、雪及び霧等の天候自体の情報、豪雨及び霧雨等の天候の程度に関する情報、降水量、降雪量及び湿度等の数値的な程度に関する情報や、天候が悪化する区域及び雲の高さ等の天候の範囲に関する情報等である。
 続いて、衛星100Aは、取得された天候情報を基に、GW局200Aと衛星100Aとの間のネットワークであるフィーダリンク10Aの通信特性と、飛行機300A~スマートフォン300Cと衛星100Aとの間のネットワークであるサービスリンク20A~サービスリンク20Cの通信特性との関係を推定する。
 続いて、衛星100Aは、推定されたフィーダリンク10Aの通信特性とサービスリンク20A~サービスリンク20Cの通信特性との関係に基づき、フィーダリンクを別のフィーダリンクに切り替えるか、サービスリンクを別のサービスリンクに切り替えるか、又は、フィーダリンクとサービスリンクを、それぞれ別のフィーダリンクと別のサービスリンクに切り替える。
 通信特性は、フィーダリンクやサービスリンク等のネットワークを介して行われる通信の特性である。例えば、通信特性は、通信容量、フィーダリンクやサービスリンク等のネットワークの品質であるチャネル品質、遅延時間や、これらの通信特性の変化(通信容量の変化等)を含む。
 以下、図1(c)を用いて、衛星100Aによる上述の処理の一例を説明する。まず、衛星100Aは、天気の予報に関する天気予報情報と、衛星100A、GW局200A及び飛行機300A~スマートフォン300Cの位置に関する位置情報とを基に、各区域の天候情報を取得する。
 例えば、衛星100Aは、天気予報情報のデータベースから天気予報情報を取得する。また、衛星100Aは、飛行機300A~スマートフォン300Cの少なくともいずれかから、位置情報を取得する。
 続いて、衛星100Aは、天気予報情報と位置情報とを照らし合わせることによって、GW局200Aと衛星100Aとの間の区域の天候が曇りであることを示す天候情報を取得する。同様に、衛星100Aは、飛行機300A~スマートフォン300Cと衛星100Aとの間の天候が晴れであることを示す天候情報を取得する。
 また、衛星100Aは、切り替え可能なサービスリンクに関する情報や、切り替え可能なフィーダリンクに関する情報をさらに取得することもできる。
 例えば、衛星100Aは、切り替え可能なフィーダリンクに関する情報として、GW局200Aとは別のGW局200Bと、衛星100Aとの間のフィーダリンク10Bに関する情報を取得する。
 続いて、衛星100Aは、取得された天候情報を基に、フィーダリンク10Aの通信特性とサービスリンク20A~サービスリンク20Cの通信特性との関係として、フィーダリンク10Aの通信容量と、サービスリンク20A、サービスリンク20B及びサービスリンク20Cの通信容量の合計との関係の変化を推定する。
 図1(c)では、GW局200Aと衛星100Aとの間の区域に雨雲30が発生するため、飛行機300A~スマートフォン300Cと衛星100Aとの間の天候に対して、GW局200Aと衛星100Aとの間の区域の天候が相対的に悪化する。この場合、衛星100Aは、サービスリンク20A~サービスリンク20Cの通信容量に対してフィーダリンク10Aの通信容量が相対的に低下すると推定する。
 続いて、衛星100Aは、推定されたフィーダリンク10Aの通信特性とサービスリンク20A~サービスリンク20Cの通信特性との関係に基づき、フィーダリンク10A、又は、サービスリンク20A~サービスリンク20Cの少なくともいずれかを、別のフィーダリンク、又は、別のサービスリンクに切り替える。例えば、衛星100Aは、サービスリンク20A~サービスリンク20Cの通信容量に対してフィーダリンク10Aの通信容量が相対的に低下すると推定した場合、フィーダリンク10Aを別のフィーダリンクに切り替える。
 具体的には、衛星100Aは、サービスリンクの通信容量よりもフィーダリンクの通信容量が大きくなるように、フィーダリンク10Aを、切り替え可能なフィーダリンクであるフィーダリンク10Bに切り替える。
 このように、衛星100Aは、推定されたフィーダリンク10Aの通信特性とサービスリンク20A~サービスリンク20Cの通信特性との関係に基づき、サービスリンク等を切り替える。これにより、衛星100Aは、例えば、フィーダリンクの通信特性がサービスリンクの通信特性よりも高くなるように、フィーダリンクを別のフィーダリンクに、又は、サービスリンクを別のサービスリンクに切り替えることができるため、非地上局100を介した通信を適切に行うことができる。
(1-2.第1の実施形態に係る制御システムの構成)
(非地上局の構成)
 次に、図2を用いて、第1の実施形態に係る制御システム1の構成の一例を説明する。まず、図2を用いて、非地上局100の構成の一例を説明する。図2は、第1の実施形態に係る非地上局の構成の一例を示す図である。非地上局100は、FL(Feeder Link)無線通信部101と、SL(Service Link)無線通信部102と、記憶部103と、天候センサ部104と、位置センサ部105と、制御部106とを備える。
 FL無線通信部101は、例えばネットワークインターフェイスコントローラである。FL無線通信部101は、FL受信処理部1011とFL送信処理部1012とを備える。FL無線通信部101は、アンテナ1013を介して他の無線通信装置である地上局200と無線通信する。
 FL受信処理部1011は、アンテナ1013を介して、地上局200からのフィーダリンクの制御情報及びデータの受信処理を行う。
 FL送信処理部1012は、アンテナ1013を介して、地上局200へのフィーダリンクの制御情報及びデータの送信処理を行う。
 SL無線通信部102は、例えばネットワークインターフェイスコントローラである。SL無線通信部102は、SL受信処理部1021とSL送信処理部1022とを備える。SL無線通信部102は、アンテナ1023を介して端末装置300と無線通信する。
 SL受信処理部1021は、アンテナ1023を介して、端末装置300からのサービスリンクの制御情報及びデータの受信処理を行う。
 SL送信処理部1022は、アンテナ1023を介して、端末装置300へのサービスリンクの制御情報及びデータの送信処理を行う。
 記憶部103は、ハードディスクや光ディスク等の記憶装置である。記憶部103は、各種データを記憶する。例えば、記憶部103は、減衰率情報1031を記憶する。
 減衰率情報1031は、非地上局100、地上局200、端末装置300の位置情報から推定される地上局200と非地上局100間、及び、端末装置300と非地上局100間の距離情報、天候情報や通信に用いられる周波数に関する周波数情報に応じて減衰する通信特性の減衰率を得るための情報である。
 図3を用いて、減衰率情報1031のイメージの一例を説明する。図3は、減衰率情報のイメージの一例を示す図である。減衰率情報1031は、任意の状態における通信特性の減衰率を取得、又は、算出するための情報であり、データベースである。
 例えば、減衰率情報1031は、位置情報に基づく地上局200と非地上局100の間の距離又は端末装置300と非地上局100の間の距離、周波数情報によって示される周波数、及び、天候情報によって示される天候ごとの減衰率により構成されるものである。
 一例としては、減衰率情報1031は、晴天時の周波数と距離ごとの通信特性に対する、他の天候、例えば、曇、雨、雪、霧等の天候における、周波数と距離ごとの通信特性の減衰率として定義される。
 減衰率情報1031は、増幅率情報と捉えることもできる。また、減衰率情報1031は、天候だけでなく、任意の状態に対する減衰率として定義しておいてもよい。
 または、減衰率情報1031は、距離、周波数、天候ごとの通信容量、チャネル品質、遅延時間等の通信特性により構成されるもので、減衰率の算出に用いられるものでもよい。
 例えば、減衰率情報1031は、天候、非地上局100と地上局200の間の距離又は非地上局100と端末装置300の間の距離や、通信に用いる周波数ごとの通信特性を要素として設定したものでもよい。
 この場合、減衰率情報1031は、天候、非地上局100と地上局200の間の距離又は非地上局100と端末装置300の間の距離や、通信に用いる周波数ごとに、通信容量、チャネル品質、遅延時間等の通信特性に関する評価データを、事前に測定しておいたものでもよく、また、事前に測定した評価データを基に定義したものでもよい。
 例えば、減衰率情報1031は、様々な天候の下で、様々な距離だけ離れた非地上局100と地上局200、又は、非地上局100と端末装置300の間の、様々な周波数を用いた通信における、通信容量、チャネル品質、遅延時間等の通信特性を測定しておき、通信特性の変化量を推定するためのデータベースとして用意しておいてもよい。
 ここでの天候は、晴、曇、雨、雪、霧等の天気自体の情報、豪雨、霧雨等の天候の程度の情報、降水量、降雪量、湿度等の数値的な程度の情報、天候が悪化している区間、雲の高さ等の天候の範囲の情報を含み、それぞれに対する減衰率情報1031を定義してもよい。
 この減衰率情報1031、又は、減衰率情報1031のデータベースを用いることで、例えば、晴天の天候で、任意の距離だけ離れた非地上局100と地上局200の間の、任意の周波数を用いた通信における通信特性を計測等により取得することができれば、別の天候、例えば、降雨の天候で、同じ距離だけ離れ、同じ周波数を用いた通信における通信特性、また、その差、つまり変化量を推定することができる。また、違う天候で、違う距離だけ離れ、違う周波数を用いた通信における通信特性との変化量も、減衰率情報1031を用いることで推定できる。
 さらに言うと、実際の通信特性を計測等により取得することなく、天候、距離、周波数で示される、任意の2つ、又は、それ以上の環境や時間、例えば、天候変化前後の2つの時間における通信特性の変化量を、減衰率情報1031を用いることで推定することができる。
 これにより、天候、距離、周波数の情報を取得することで、フィーダリンクの通信特性の変化量、サービスリンクの通信特性の変化量の推定ができ、その推定されたフィーダリンクとサービスリンクの通信特性の変化量の比較を行うことで、フィーダリンクとサービスリンクの切り替えの必要性を推定することができる。
 ここでは、減衰率情報1031、つまり、任意の状態に対する減衰率、又は、任意の状態間の減衰率を算出する通信特性の値、を定義するためのパラメータとして、距離、周波数、天候のみを示しているが、フィーダリンクやサービスリンクの違い、非地上局100、地上局200、端末装置300の位置等のパラメータが含まれていてもよい。
 図2の説明に戻る。天候センサ部104は、天候に関する測定を行うセンサである。例えば、天候センサ部104は、非地上局100に設置された降雨センサによって、非地上局100周辺の天候を測定する。また、天候センサ部104は、非地上局100に設置された天候観測センサによって、地上局200周辺の天候や端末装置300周辺の天候を計測する。
 位置センサ部105は、位置に関する測定を行うセンサである。例えば、位置センサ部105は、非地上局100の位置を測定するGNSS(Global Navigation Satellite System)である。
 制御部106は、例えば、コントローラである。制御部106は、アシスト情報受信部1061~通信制御部1072を備える。
 アシスト情報受信部1061は、地上局200や端末装置300から非地上局100の処理をアシストするためのアシスト情報を受信する。
 例えば、アシスト情報受信部1061は、アシスト情報として、地上局200から、地上局200によって測定又は推定された地上局200と非地上局100との間の天候、地上局200の位置や、フィーダリンクの通信特性に関する情報を受信する。また、アシスト情報受信部1061は、アシスト情報として、端末装置300から、端末装置300によって測定又は推定された端末装置300と非地上局100との間の天候、端末装置300の位置や、サービスリンクの通信特性に関する情報を受信する。
 位置情報取得部1062は、位置センサ部105によって測定された位置に関する情報や、アシスト情報受信部1061によって受信されたアシスト情報等を基に、フィーダリンクの位置及びサービスリンクの位置を推定するための位置情報を取得する。
 例えば、位置情報取得部1062は、位置情報として、非地上局100、地上局200及び端末装置300の位置を取得する。
 一例として、位置情報取得部1062は、非地上局100の位置を取得する場合、GNSSによって測定された非地上局100の位置や、SIB(System Information Block)の情報を基に求められた非地上局100の位置を取得する。
 具体的には、位置情報取得部1062は、非地上局100の位置として、5G(Generation) NR(New Radio)の場合、SIB19の情報を基に求められた非地上局100の位置を取得する。また、位置情報取得部1062は、LTE(Long Term Evolution)の場合、SIB31の情報を基に求められた非地上局100の位置を取得する。
 一例として、位置情報取得部1062は、地上局200の位置を取得する場合、アシスト情報や、gNB(next generation Node B)に提供されるNTN(Non-Terrestrial Network) GW Locationの情報を基に求められた地上局200の位置を取得する。
 以下、図4を用いて、地上局200の位置の推定の一例を説明する。図4は、地上局の位置の推定の一例を説明するための図である。
 位置情報取得部1062は、RP(Reference Point)400の位置を取得できる場合、GW局200Aの位置の推定に用いることもできる。RPは、ネットワークが決定する、アップリンクとダウンリンクのタイミングの同期を取るための参照点で、衛星100AとGW局200Aの間の任意の点として取られる。
 例えば、位置情報取得部1062は、SIBにKmac値が設定されている場合、衛星100AからRP400の方向に対して、RP400の位置からKmac値/2×c(光速)進めた位置をGW局200Aの位置と推定することもできる。Kmac値は、gNBにおいてダウンリンクとアップリンクとのフレームタイミングが揃っていない場合、ネットワークによって提供される、RP400とgNBとの間のRTT(Round-Trip Time)に相当するスケジューリングオフセットである。
 図2の説明に戻る。一例として、位置情報取得部1062は、端末装置300の位置を取得する場合、端末装置300に具備されるGNSSによって計測された端末装置300の位置を、アシスト情報として取得する。
 位置推定部1063は、位置情報取得部1062によって取得された位置情報を基に、フィーダリンクの位置及びサービスリンクの位置を推定する。例えば、位置推定部1063は、RPの位置を取得できる場合、RPの位置を、フィーダリンクの位置として推定する。例えば、位置推定部1063は、端末装置300からアシスト情報として取得した端末装置300の位置を、サービスリンクの位置として推定する。
 距離推定部1064は、位置情報取得部1062によって取得された位置情報を基に、フィーダリンクの距離及びサービスリンクの距離に関する距離情報を推定する。例えば、距離推定部1064は、非地上局100の位置と地上局200の位置とを基に、これらの距離をフィーダリンクの距離として推定する。また、距離推定部1064は、非地上局100の位置と端末装置300の位置とを基に、これらの距離をサービスリンクの距離として推定する。
 天候情報取得部1065は、天候に関する情報を取得する。例えば、天候情報取得部1065は、天候センサ部104、天気予報データベース、地上局200や端末装置300から天候に関する情報を取得する。天候情報取得部1065は、天気予報データベースから天気予報情報を取得する場合、所定の時間ごとに天気予報情報を取得してもよいし、天候が変化するタイミングごとに天気予報情報を取得し直してもよい。
 また、天候情報取得部1065は、天候センサ部104によって計測された非地上局100周辺の天候、地上局200周辺の天候や端末装置300周辺の天候を取得する。
 天候推定部1066は、天候情報取得部1065によって取得された天候に関する情報と、位置推定部1063によって推定されたフィーダリンクの位置及びサービスリンクの位置とを基にフィーダリンクの位置の天候及びサービスリンクの位置の天候を推定する。
 フィーダリンクの位置の天候は、地上局200と非地上局100との間のフィーダリンクの位置に相当する区域の天候である。換言すれば、フィーダリンクの位置の天候は、フィーダリンクの通信特性に変化を生じさせうる区域の天候である。サービスリンクの位置の天候は、端末装置300と非地上局100との間のサービスリンクの位置に相当する区域の天候である。換言すれば、サービスリンクの位置の天候は、サービスリンクの通信特性に変化を生じさせうる区域の天候である。
 例えば、天候推定部1066は、天気予報情報とフィーダリンクの位置とを照らし合わせることによって、地上局200と非地上局100との間の区域の天候をフィーダリンクの位置の天候と推定する。
 また、天候推定部1066は、天気予報情報とサービスリンクの位置とを照らし合わせることで、端末装置300と非地上局100との間の区域の天候をサービスリンクの位置の天候と推定する。天候推定部1066は、端末装置300が複数存在する場合、代表的な一つの端末装置300の位置を基に、サービスリンクの位置の天候を推定してもよいし、複数の端末装置300の位置を基にサービスリンクの位置の天候を推定してもよい。
 天候変化判定部1067は、天候推定部1066によって推定されたフィーダリンクの位置の天候とサービスリンクの位置の天候とを基に、フィーダリンクの位置の天候と、サービスリンクの位置の天候との相対的な関係の変化を判定する。これは、言い換えると、天候変化判定部1067が、サービスリンクの通信特性に対するフィーダリンクの通信特性の相対的な関係の変化が予想されるケースか否かを判定することになる。例えば、天候変化判定部1067は、フィーダリンクの位置の天候に変化がなく、かつサービスリンクの位置の天候が回復する場合、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定する。これは、言い換えると、天候変化判定部1067が、サービスリンクの通信特性に対するフィーダリンクの通信特性の相対的な低下が予想されるケースであると判定することになる。
 通信特性推定部1068は、距離推定部1064により推定される非地上局100と地上局200間のフィーダリンクの距離、天候推定部1066により推定されるフィーダリンクの位置における天候、非地上局100と地上局200との間の通信に用いる周波数、及び、記憶部103に記憶されている通信特性の減衰率情報1031等から、フィーダリンクの通信特性を推定する。
 通信特性推定部1068は、位置情報取得部1062により取得される非地上局100と地上局200の位置、位置推定部1063により推定されるフィーダリンクの位置の情報をフィーダリンクの通信特性の推定に用いてもよい。
 ここで、通信特性推定部1068は、非地上局100によって測定された、通信容量、チャネル品質、遅延時間等のフィーダリンクの通信特性を通信特性の推定値として用いてもよく、また、フィーダリンクの通信特性の推定の補助に用いてもよい。
 また、通信特性推定部1068は、地上局200によって測定又は推定された情報を基に、フィーダリンクの通信特性を推定してもよく、フィーダリンクの通信特性の推定の補助に用いてもよい。
 通信特性推定部1068は、距離推定部1064により推定される非地上局100と端末装置300間のサービスリンクの距離、天候推定部1066により推定されるサービスリンクの位置における天候、非地上局100と端末装置300との間の通信に用いる周波数、及び、記憶部103に記憶されている通信特性の減衰率情報1031等から、サービスリンクの通信特性を推定する。
 通信特性推定部1068は、位置情報取得部1062により取得される非地上局100と端末装置300の位置、位置推定部1063により推定されるサービスリンクの位置の情報を、サービスリンクの通信特性の推定に用いてもよい。
 ここで、通信特性推定部1068は、非地上局100によって測定された、通信容量、チャネル品質、遅延時間等のサービスリンクの通信特性を通信特性の推定値として用いてもよく、また、サービスリンクの通信特性の推定の補助に用いてもよい。
 また、通信特性推定部1068は、端末装置300によって測定又は推定された情報を基に、サービスリンクの通信特性を推定してもよく、サービスリンクの通信特性の推定の補助に用いてもよい。
 ここで、フィーダリンクやサービスリンクの通信特性には、通信容量、チャネル品質、遅延時間や、これらの通信特性の変化量、例えば、通信容量の変化量、を含む。つまり、通信特性推定部1068は、フィーダリンクの通信特性として、フィーダリンクの通信特性の変化量を含むフィーダリンクの通信特性を、サービスリンクの通信特性として、サービスリンクの通信特性の変化量を含むサービスリンクの通信特性を推定してもよい。
 通信特性推定部1068は、通信特性の変化量を、任意の時点に対する変化量として推定してもよく、例えば、天候変化前後の通信特性の変化量として推定してもよい。
 通信特性推定部1068は、通信特性の変化量を、任意の基準に対する変化量として推定してもよく、例えば、晴天等の減衰しない場合に対する、相対的な通信特性の変化量として推定してもよい。
 ここで、通信特性推定部1068は、通信特性や通信特性の変化量の推定において、通信特性の減衰率情報1031を用いてもよい。
 通信特性推定部1068は、通信特性として、実際に計測等により取得した、通信容量、チャネル品質、遅延時間等の情報を用いてもよい。または、通信特性推定部1068は、通信特性の推定において、実際に計測等により取得した、通信容量、チャネル品質、遅延時間等の情報を用いても、それらの情報を通信特性の推定の補完に用いてもよい。
 例えば、通信特性推定部1068は、通信特性の推定において、実際に計測等により取得した、又は、取得した情報から推定した、通信容量、チャネル品質、遅延時間等の通信特性の情報を基に、通信特性の減衰率情報1031を用いて、通信特性の推定を行ってもよい。
 また、通信特性推定部1068は、通信特性の推定において、実際に計測等により取得した、又は、取得した情報から推定した、通信容量、チャネル品質、遅延時間等の通信特性の情報を、通信特性の減衰率情報1031を用いた通信特性の推定における補完に用いてもよい。
 この場合、通信特性推定部1068は、FL無線通信部101の通信状態を基に、フィーダリンクの通信特性を取得する。または、通信特性推定部1068は、FL無線通信部101から取得した値を基にフィーダリンクの通信特性を推定する。
 同様に、通信特性推定部1068は、SL無線通信部102の通信状態を基に、サービスリンクの通信特性を推定する。または、通信特性推定部1068は、SL無線通信部102から取得した値を基にサービスリンクの通信特性を推定する。
 通信特性判定部1069は、通信特性推定部1068により推定されたフィーダリンクの通信特性及びサービスリンクの通信特性を基に、フィーダリンクの通信特性とサービスリンクの通信特性との関係を判定する。例えば、通信特性判定部1069は、フィーダリンクの通信特性とサービスリンクの通信特性との関係として、フィーダリンクのチャネル品質とサービスリンクのチャネル品質との関係を判定する。
 また、通信特性判定部1069は、フィーダリンクの通信特性とサービスリンクの通信特性との関係として、フィーダリンクの通信特性の変化量とサービスリンクの通信特性の変化量との関係を含むフィーダリンクの通信特性とサービスリンクの通信特性との関係を推定する。この場合、通信特性判定部1069は、推定されたフィーダリンクの通信特性の変化量と、サービスリンクの通信特性の変化量を基に、フィーダリンクの通信特性とサービスリンクの通信特性との関係の変化を判定する。
 例えば、通信特性判定部1069は、フィーダリンクの通信特性とサービスリンクの通信特性との関係の変化として、推定されたフィーダリンクの通信容量と推定されたサービスリンクの通信容量との関係の変化を判定する。
 この場合、通信特性判定部1069は、通信特性推定部1068が、位置情報、周波数情報及び天候情報に応じたフィーダリンクの通信特性及びサービスリンクの通信特性の減衰率、又は、増幅率である減衰率情報1031を取得(参照)し、減衰率情報1031を基に推定するフィーダリンクの通信容量の変化量とサービスリンクの通信容量の変化量を基に、フィーダリンクの通信容量の減衰量、又は、減衰率がサービスリンクの通信容量の減衰量、又は、減衰率より多い場合、サービスリンクの通信容量に対してフィーダリンクの通信容量が相対的に低下した、又は、低下する、と判定する。
 このように、通信特性判定部1069は、フィーダリンクの通信特性とサービスリンクの通信特性との関係として、サービスリンクの通信特性に対してフィーダリンクの通信特性が相対的に低下するか否かを判定することもできる。
 一方、通信特性判定部1069は、通信特性推定部1068によるフィーダリンクとサービスリンクの通信特性の推定を行わなくとも、天候変化判定部1067のフィーダリンクの位置とサービスリンクの位置の天候変化の判定結果を基に、フィーダリンクの通信特性とサービスリンクの通信特性との関係を判定してもよい。
 例えば、天候変化判定部1067が、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定した場合、通信特性判定部1069は、サービスリンクの通信特性に対するフィーダリンクの通信特性が相対的に低下すると判定してもよい。
 以下、図5を用いて、天候変化判定部1067のフィーダリンクの位置とサービスリンクの位置の天候変化の判定結果を基にした、サービスリンクの通信特性に対するフィーダリンクの通信特性が相対的に低下するか否かを推定する処理の一例を説明する。図5は、サービスリンクの通信特性に対してフィーダリンクの通信特性が相対的に低下するか否かを推定する処理の一例を説明するための図である。
 天候が相対的に悪化するとは、既に天候が相対的に悪化した場合に限定されず、今後の予想として、天候が相対的に悪化する場合を含む。このため、通信特性判定部1069は、フィーダリンクの通信特性とサービスリンクの通信特性との関係として、今後の予想を含むフィーダリンクの通信特性とサービスリンクの通信特性との関係を推定してもよい。
 図5では、ケースC1~ケースC8のうち、ケースC1~ケースC4が、フィーダリンクの位置の天候が悪化する場合、又は、フィーダリンクの位置の天候に変化がなく、かつサービスリンクの位置の天候が回復する場合に該当する。これらは、天候変化判定部1067が、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定する場合である。この場合、通信特性判定部1069は、サービスリンクの通信特性に対してフィーダリンクの通信特性が相対的に低下すると判定してもよい。
 ケースC1では、雨雲30によってフィーダリンク10Aの位置の天候のみが悪化する。このため、天候変化判定部1067は、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定し、通信特性判定部1069は、サービスリンク20A~サービスリンク20Cの通信特性に対してフィーダリンク10Aの通信特性が相対的に低下すると判定する。
 ケースC2では、フィーダリンク10Aの位置の天候に変化がないのに対し、サービスリンク20Aの位置の天候は、雨雲30Aがなくなることによって回復する。このため、天候変化判定部1067は、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定し、通信特性判定部1069は、サービスリンク20A~サービスリンク20Cの通信特性に対してフィーダリンク10Aの通信特性が相対的に低下すると判定する。
 ケースC3では、フィーダリンク10Aの位置の天候及びサービスリンク20A~サービスリンク20Cの位置の天候の両方とも悪化する。仮に雨雲30と雨雲30Cの雨の程度が同等であったとしても、フィーダリンクに用いる周波数をサービスリンクに用いる周波数よりも高く設定している場合、天候変化判定部1067は、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定し、通信特性判定部1069は、サービスリンク20A~サービスリンク20Cの通信特性に対してフィーダリンク10Aの通信特性が相対的に低下すると判定する。
 つまり、天候変化判定部1067は、高い周波数を用いるフィーダリンクに対する降雨による影響が、サービスリンクに対する降雨による影響よりも大きいと判断することができる。言い換えると、天候変化判定部1067は、フィーダリンクの方が、サービスリンクよりも、天候の変化による影響を受けやすく、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定することになる。これは、この場合、フィーダリンクの方が、サービスリンクよりも、通信特性の変化が大きいと天候変化判定部1067が予想できることを意味する。
 この場合、天候変化判定部1067は、サービスリンクとフィーダリンクで用いられている周波数を考慮した上で、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定し、通信特性判定部1069は、サービスリンク20A~サービスリンク20Cの通信特性に対してフィーダリンク10Aの通信特性が相対的に低下すると推定する。
 一方、天候変化判定部1067は、サービスリンクとフィーダリンクの位置における天候がどちらも降雨であるということを判定した上で、サービスリンクとフィーダリンクで用いられている周波数の考慮は行わずに、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定しなくともよい。
 この場合、通信特性判定部1069は、サービスリンクとフィーダリンクで用いられている周波数を考慮した上で、フィーダリンクとサービスリンクの通信特性の関係を判定してもよい。具体的には、通信特性判定部1069は、サービスリンク20A~サービスリンク20Cの通信特性に対してフィーダリンク10Aの通信特性が相対的に低下すると判定してもよい。
 ケースC4では、フィーダリンク10Aの位置の天候が雨雲30の発生によって悪化するのに対し、サービスリンク20A~サービスリンク20Cの位置の天候は、雨雲30Cがなくなることによって回復する。このため、天候変化判定部1067は、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定し、通信特性推定部1068は、サービスリンク20A~サービスリンク20Cの通信特性に対してフィーダリンク10Aの通信特性が相対的に低下すると推定する。
 天候変化判定部1067は、サービスリンクとフィーダリンクの位置の天候を判定する際に、天候の程度、例えば、雨の程度を考慮してもよい。例えば、ケースC3において、雨雲30から大雨が降り、雨雲30Cから小雨が降っている場合、フィーダリンク10Aの位置には、雨雲30から大雨が降っているため、雨雲30Cから小雨が降っているサービスリンク20A~サービスリンク20Cの位置の天候よりも悪いと判断できる。この場合、天候変化判定部1067は、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定し、通信特性判定部1069は、サービスリンクの通信特性に対してフィーダリンクの通信特性が相対的に低下するケースと判定する。
 この場合、天候情報取得部1065、天候推定部1066、天候変化判定部1067は、それぞれ、天候の程度も含めた取得、推定、判定を行うことになる。
 図2の説明に戻る。通信特性判定部1069によってサービスリンクの通信特性に対してフィーダリンクの通信特性が相対的に低下すると判定された場合、リンク情報取得部1070は、現在利用しているリンクから切り替え可能なリンクに関する情報を取得する。
 例えば、リンク情報取得部1070は、地上局200等から、現在利用しているフィーダリンクから切り替え可能なフィーダリンクに関する情報を取得する。リンク情報取得部1070は、地上局200等から、非地上局100、地上局200及び端末装置300の位置を基に割り出された切り替え可能なフィーダリンクに関する情報を取得することもできる。
 また、リンク情報取得部1070は、現在利用しているフィーダリンクから切り替え可能なフィーダリンクに関する情報と同様に、現在利用しているサービスリンクから切り替え可能なサービスリンクに関する情報を取得する。
 また、リンク情報取得部1070は、現在利用しているリンクから切り替え可能なリンクに関する情報を取得するとともに、当該リンクを介して通信する非地上局100、地上局200や端末装置300に関する情報を取得してもよい。
 以下、図6を用いて、リンクに関する情報の取得の一例を説明する。図6は、リンクに関する情報の取得、及び、リンクの切り替え(基本型)の一例を説明するための図である。図6では、リンク情報取得部1070は、リンクの切り替えパターンによって、構成要素が異なる切り替え可能なリンクに関する情報を取得する。
 図6(a)は、フィーダリンク10Aがフィーダリンク10Bに切り替えられる場合を示す。この場合、リンク情報取得部1070は、フィーダリンク10Bに関する情報を取得する。また、リンク情報取得部1070は、衛星100Aとフィーダリンク10Bを張れる別のGW局200Bに関する情報を取得する。
 リンクを張れるとは、リンクを介した通信相手双方からリンクを張れる距離、位置や角度にあり、かつ、リンクを介した通信を行うことができるリソース(周波数や帯域幅等)を持つことをいう。
 図6(b)は、フィーダリンク10Aがフィーダリンク10C及びフィーダリンク10Dに切り替えられる場合を示す。この場合、リンク情報取得部1070は、フィーダリンク10C及びフィーダリンク10Dに関する情報を取得する。また、リンク情報取得部1070は、GW局200Aとフィーダリンク10Cを張ることができ、かつ衛星100Aとフィーダリンク10Dを張ることができる別の衛星100Bに関する情報を取得する。
 図6(c)は、フィーダリンク10Aが、フィーダリンク10Eに切り替えられる場合を示す。また、図6(c)は、サービスリンク20Cが、スマートフォン300Cと別の衛星100Bとの間のサービスリンク20Dに切り替えられる場合を示す。
 この場合、リンク情報取得部1070は、フィーダリンク10E及びサービスリンク20Dに関する情報を取得する。また、リンク情報取得部1070は、GW局200Aとフィーダリンク10Eを張ることができ、かつ、スマートフォン300Cとサービスリンク20Dを張ることができる別の衛星100Bに関する情報を取得する。
 図6(d)は、フィーダリンク10Aがフィーダリンク10Fに切り替えられる場合を示す。また、図6(d)は、サービスリンク20Cがサービスリンク20Dに切り替えられる場合を示す。
 この場合、リンク情報取得部1070は、フィーダリンク10F及びサービスリンク20Dに関する情報を取得する。また、リンク情報取得部1070は、スマートフォン300Cとサービスリンク20Dを張ることができる別の衛星100Bと、別の衛星100Bとフィーダリンク10Fを張ることができる別のGW局200Bとに関する情報を取得する。
 リンク決定部1071は、リンク情報取得部1070によって取得された現在利用しているリンクから切り替え可能なリンクに関する情報を基に、切り替え先のリンクを決定する。例えば、リンク決定部1071は、サービスリンクの通信容量等の通信特性よりもフィーダリンクの通信容量等の通信特性が大きくなるように、切り替え可能なフィーダリンクの中から、切り替え先のフィーダリンクを決定する。
 また、リンク決定部1071は、切り替え先の候補となるリンクの位置の天候を基に、切り替え先のリンクを決定することもできる。また、リンク決定部1071は、当該切り替え先のリンクを介して通信する非地上局100周辺の天候、地上局200周辺の天候や端末装置300周辺の天候を基に、切り替え先のリンクを決定することもできる。例えば、リンク決定部1071は、フィーダリンクの位置の天候が晴れであるフィーダリンクを切り替え先に決定する。
 また、リンク決定部1071は、非地上局100と地上局200との間の距離や、非地上局100と端末装置300との間の距離を基に、切り替え先のリンクを決定することもできる。例えば、リンク決定部1071は、切り替え先の候補となるフィーダリンクを介して通信する非地上局100と地上局200との距離のうち、最も短い距離の非地上局100と地上局200との間で通信するフィーダリンクを切り替え先のフィーダリンクに決定する。
 また、リンク決定部1071は、切り替え先のサービスリンクを決定する場合、サービスリンクの通信特性が所定の基準を満たすように、切り替え先のサービスリンクを決定する。例えば、リンク決定部1071は、サービスリンクの通信容量や制限等を基に、切り替え先のサービスリンクを決定する。具体的には、リンク決定部1071は、サービスリンクの通信容量が最大容量を超えないように、切り替え先のサービスリンクを決定する。または、リンク決定部1071は、制限のかかっているサービスリンクを使わないように、切り替え先のサービスリンクを決定する。
 リンク決定部1071は、サービスリンクの切り替え等が発生しないように、現在利用しているフィーダリンクからの切り替え先のフィーダリンクを決定することもできる。
 また、リンク決定部1071は、切り替え可能なサービスリンクとして、現在利用しているサービスリンクの中から、切り替え先のサービスリンクを決定することもできる。
 通信制御部1072は、他の無線通信装置との無線通信の制御を行う。また、通信制御部1072は、リンク決定部1071が決定した切り替え情報に基づき、フィーダリンクを別のフィーダリンクに切り替える。また、通信制御部1072は、リンク決定部1071が決定した切り替え情報に基づき、サービスリンクを別のサービスリンクに切り替える。
 つまり、通信制御部1072は、推定されたフィーダリンクの通信特性とサービスリンクの通信特性との関係に基づき、フィーダリンクを別のフィーダリンクに切り替える。また、通信制御部1072は、推定されたフィーダリンクの通信特性とサービスリンクの通信特性との関係に基づき、サービスリンクを別のサービスリンクに切り替える。
 例えば、通信制御部1072は、リンク情報取得部1070によって取得された現在利用しているフィーダリンクから切り替え可能なフィーダリンクに関する情報、又は、現在利用しているサービスリンクから切り替え可能なサービスリンクに関する情報の少なくとも一方にさらに基づき、現在利用しているフィーダリンクの別のフィーダリンクへの切り替え、又は、サービスリンクの別のサービスリンクへの切り替え、の少なくとも一方を行う。具体的には、通信制御部1072は、現在利用しているフィーダリンクを、切り替え可能なフィーダリンクに関する情報を基にリンク決定部1071によって決定された切り替え先のフィーダリンクに切り替える。
 以下、図6を用いて、リンクの切り替え(基本型)の一例を説明する。図6では、通信制御部1072は、天候の変化によってサービスリンクの通信容量等の通信特性に対してフィーダリンクの通信容量等の通信特性が相対的に低下すると判定される場合、現在利用しているリンクを、切り替え可能な別のリンクに切り替える。
 この場合、通信制御部1072は、サービスリンクの通信容量等の通信特性よりもフィーダリンクの通信容量等の通信特性が大きくなるように、現在利用しているフィーダリンク、又は、サービスリンクを別のフィーダリンク、又は、別のサービスリンクに切り替える。また、通信制御部1072は、フィーダリンク、又は、サービスリンクの通信容量が最大容量を超えないよう、又は、フィーダリンク、又は、サービスリンクの通信特性が所定の基準を満たすように、現在利用しているフィーダリンク、又は、サービスリンクを別のフィーダリンク、又は、別のサービスリンクに切り替える。
 図6(a)では、通信制御部1072は、フィーダリンク10Aを、別のGW局200Bと衛星100Aとの間のフィーダリンク10Bに切り替える。
 図6(b)では、通信制御部1072は、フィーダリンク10Aを、別の衛星100Bを経由したGW局200Aと衛星100Aとの間のフィーダリンク10C及びフィーダリンク10Dに切り替える。
 図6(c)では、通信制御部1072は、フィーダリンク10Aを、GW局200Aと別の衛星100Bとの間のフィーダリンク10Eに切り替える。また、通信制御部1072は、サービスリンク20Cを、スマートフォン300Cと別の衛星100Bとの間のサービスリンク20Dに切り替える。
 なお、図6(b)及び図6(c)のように、フィーダリンク10Aが、フィーダリンク10Cやフィーダリンク10Eに切り替えられる場合、GW局200Aは、複数の衛星100A及び衛星100Bと通信する。この場合、GW局200Aは、複数のアンテナ(例えば、2つのアンテナ)によって、複数の衛星100A及び衛星100Bそれぞれと通信してもよいし、1つのアンテナによって、これらの衛星と通信してもよい。
 図6(d)では、通信制御部1072は、フィーダリンク10Aを、別のGW局200Bと別の衛星100Bとの間のフィーダリンク10Fに切り替える。また、通信制御部1072は、サービスリンク20Cを、スマートフォン300Cと別の衛星100Bとの間のサービスリンク20Dに切り替える。
 次に、図7を用いて、リンクの切り替え(追加型)の一例を説明する。図7は、リンクの切り替え(追加型)の一例を説明するための図である。図7では、通信制御部1072は、元のサービスリンク及び元のフィーダリンクを残しつつ、別のサービスリンク及び別のフィーダリンクの少なくとも一方を追加する。ただし、別のサービスリンク及び別のフィーダリンクの少なくとも一方の追加によって、元のサービスリンク及び元のフィーダリンクの少なくとも一方は細くなる。
 図7(a)では、通信制御部1072は、フィーダリンク10Aを残しつつ、フィーダリンク10Bを追加する。
 図7(b)では、通信制御部1072は、フィーダリンク10Aを残しつつ、フィーダリンク10C及びフィーダリンク10Dを追加する。
 図7(c)では、通信制御部1072は、フィーダリンク10Aを残しつつ、フィーダリンク10Eを追加する。また、通信制御部1072は、サービスリンク20Cを残しつつ、サービスリンク20Dを追加する。
 図7(d)では、通信制御部1072は、フィーダリンク10Aを残しつつ、フィーダリンク10Fを追加する。また、通信制御部1072は、サービスリンク20Cを残しつつ、サービスリンク20Dを追加する。
 次に、図8を用いて、リンクの切り替え(非地上局経由型)の一例を説明する。図8は、リンクの切り替え(非地上局経由型)の一例を説明するための図である。図8では、通信制御部1072は、上述の基本型それぞれにおいて、フィーダリンクを、別の非地上局100を介した別のフィーダリンクに切り替える。
 図8(a)では、通信制御部1072は、フィーダリンク10Aを、図6(a)の基本型に対して別の衛星100Fをさらに介した別のフィーダリンク10B1及びフィーダリンク10B2に切り替える。
 図8(b)では、通信制御部1072は、フィーダリンク10Aを、図6(b)の基本型に対して別の衛星100Fをさらに介した別のフィーダリンク10C、フィーダリンク10D1及びフィーダリンク10D2に切り替える。
 図8(c)では、通信制御部1072は、フィーダリンク10Aを、図6(c)の基本型に対して別の衛星100Fをさらに介した別のフィーダリンク10E1及びフィーダリンク10E2に切り替える。
 図8(d)では、通信制御部1072は、フィーダリンク10Aを、図6(d)の基本型に対して別の衛星100Fをさらに介した別のフィーダリンク10F1及びフィーダリンク10F2に切り替える。
(地上局の構成)
 次に、図9を用いて、地上局200の構成の一例を説明する。図9は、第1の実施形態に係る地上局の構成の一例を示す図である。地上局200は、FL無線通信部201と地上局通信部202と記憶部203と天候センサ部204と位置センサ部205と制御部206とを備える。
 FL無線通信部201は、例えばネットワークインターフェイスコントローラである。FL無線通信部201は、FL受信処理部2011とFL送信処理部2012とを備える。FL無線通信部201は、アンテナ2013を介して非地上局100と無線通信する。
 FL受信処理部2011は、アンテナ2013を介して、非地上局100からのフィーダリンクの制御情報及びデータの受信処理を行う。
 FL送信処理部2012は、アンテナ2013を介して、非地上局100へのフィーダリンクの制御情報及びデータの送信処理を行う。
 地上局通信部202は、例えばネットワークインターフェイスコントローラである。地上局通信部202は、地上局受信処理部2021と地上局送信処理部2022とを備える。地上局通信部202は、光ファイバー等のケーブル2023を介して、別の地上局と通信する。地上局通信部202は、ケーブル2023の代わりに、アンテナ等を介して、別の地上局と無線通信することもできる。
 地上局受信処理部2021は、ケーブル2023を介して、別の地上局からの制御情報及びデータの受信処理を行う。
 地上局送信処理部2022は、ケーブル2023を介して、別の地上局への制御情報及びデータの送信処理を行う。
 記憶部203は、ハードディスクや光ディスク等の記憶装置である。記憶部203は、各種データを記憶する。
 天候センサ部204は、天候に関する測定を行うセンサである。例えば、天候センサ部204は、地上局200に設置された降雨センサによって、地上局200周辺の天候を測定する。
 位置センサ部205は、位置に関する測定を行うセンサである。例えば、位置センサ部205は、地上局200の位置を測定するGNSSである。
 制御部206は、例えば、コントローラである。制御部206は、位置情報取得部2061~通信制御部2068を備える。
 位置情報取得部2061は、位置センサ部205によって測定された位置に関する情報等を基に、位置情報として、地上局200の位置を取得する。
 位置推定部2062は、位置情報取得部2061によって取得された位置情報を基に、フィーダリンクの位置を推定する。例えば、位置推定部2062は、地上局200の位置をフィーダリンクの位置として推定する。位置推定部2062は、地上局200の位置の代わりに、地上局200の位置から、地上局200によって捉えられた電波の方向である非地上局100の方向に任意の距離だけずらした位置や、RPの位置等を、フィーダリンクの位置として推定することもできる。
 天候情報取得部2063は、天候に関する情報を取得する。例えば天候情報取得部2063は、天候センサ部204や天気予報データベースから天候に関する情報を取得する。
 天候推定部2064は、天候情報取得部2063によって取得された天候に関する情報と、位置推定部2062によって推定されたフィーダリンクの位置とを基に、フィーダリンクの位置の天候を推定する。
 例えば、天候推定部2064は、天気予報情報とフィーダリンクの位置とを照らし合わせることによって、地上局200と非地上局100との間の区域の天候を、フィーダリンクの位置の天候と推定する。
 通信特性推定部2065は、位置情報取得部2061により取得される地上局200の位置、位置推定部2062により推定されるフィーダリンクの位置、天候情報取得部2063により推定されるフィーダリンクの位置における天候、非地上局100と地上局200との間の通信に用いる周波数等から、フィーダリンクの通信特性を推定する。
 また、通信特性推定部2065は、FL無線通信部201の通信状態を基に、フィーダリンクの通信特性を取得してもよいし、FL無線通信部201から取得した情報を基にフィーダリンクの通信特性を推定してもよいし、推定の補助に用いてもよい。
 リンク情報制御部2066は、現在利用しているリンクから切り替え可能なリンクに関する情報を、別の地上局等から取得する。例えば、リンク情報制御部2066は、現在利用しているフィーダリンクから切り替え可能なフィーダリンクや、現在利用しているサービスリンクから切り替え可能なサービスリンクに関する情報を、別の地上局等から取得する。また、リンク情報制御部2066は、FL送信処理部2012を介して、これらの切り替え可能なリンクに関する情報を非地上局100に送信する。
 アシスト情報送信部2067は、地上局200によって測定又は推定された地上局200の位置、地上局200周辺の天候、フィーダリンクの位置、フィーダリンクの位置の天候、フィーダリンクの通信特性の取得値や推定値等のフィーダリンクの通信特性に関する情報を、アシスト情報として非地上局100に送信する。
 例えば、アシスト情報送信部2067は、天候センサ部204や天候推定部2064によって測定又は推定された地上局200周辺の天候、又は、フィーダリンクの位置の天候を、FL送信処理部2012を介して非地上局100に送信する。また、アシスト情報送信部2067は、位置情報取得部2061によって取得された地上局200の位置や、位置推定部2062によって推定されたフィーダリンクの位置を、FL送信処理部2012を介して非地上局100に送信する。
 通信制御部2068は、他の無線通信装置との無線通信の制御を行う。また、通信制御部2068は、非地上局100によって決定されたフィーダリンクの切り替えに関する情報に基づき、フィーダリンクを別のフィーダリンクに切り替える。
(端末装置の構成)
 次に、図10を用いて、端末装置300の構成の一例を説明する。図10は、第1の実施形態に係る端末装置の構成の一例を示す図である。端末装置300は、SL無線通信部301と記憶部302と天候センサ部303と位置センサ部304と制御部305とを備える。
 SL無線通信部301は、例えばネットワークインターフェイスコントローラである。SL無線通信部301は、SL受信処理部3011とSL送信処理部3012とを備える。SL無線通信部301は、アンテナ3013を介して非地上局100と無線通信する。
 SL受信処理部3011は、アンテナ3013を介して、非地上局100からのサービスリンクの制御情報及びデータの受信処理を行う。
 SL送信処理部3012は、アンテナ3013を介して、非地上局100へのサービスリンクの制御情報及びデータの送信処理を行う。
 記憶部302は、ハードディスクや光ディスク等の記憶装置である。記憶部302は、各種データを記憶する。
 天候センサ部303は、天候に関する測定を行うセンサである。例えば、天候センサ部303は、端末装置300に設置された降雨センサによって、端末装置300周辺の天候を測定する。
 位置センサ部304は、位置に関する測定を行うセンサである。例えば、位置センサ部304は、端末装置300の位置を測定するGNSSである。
 制御部305は、例えば、コントローラである。制御部305は、位置情報取得部3051~通信制御部3057を備える。
 位置情報取得部3051は、位置センサ部304によって測定された位置に関する情報等を基に、位置情報として、端末装置300の位置を取得する。
 位置推定部3052は、位置情報取得部3051によって取得された位置情報を基に、サービスリンクの位置を推定する。例えば、位置推定部3052は、端末装置300の位置をサービスリンクの位置として推定する。位置推定部3052は、端末装置300の位置の代わりに、端末装置300の位置から、端末装置300によって捉えられた電波の方向である非地上局100の方向に任意の距離だけずらした位置を、サービスリンクの位置として推定することもできる。
 天候情報取得部3053は、天候に関する情報を取得する。例えば天候情報取得部3053は、天候センサ部303や天気予報データベースから天候に関する情報を取得する。
 天候推定部3054は、天候情報取得部3053によって取得された天候に関する情報と、位置推定部3052によって推定されたサービスリンクの位置とを基に、サービスリンクの位置の天候を推定する。
 例えば、天候推定部3054は、天気予報情報とサービスリンクの位置とを照らし合わせることによって、端末装置300と非地上局100との間の区域の天候を、サービスリンクの位置の天候と推定する。
 通信特性推定部3055は、位置情報取得部3051により取得される端末装置300の位置、位置推定部3052により推定されるサービスリンクの位置、天候情報取得部3053により推定されるサービスリンクの位置における天候、非地上局100と端末装置300との間の通信に用いる周波数等から、サービスリンクの通信特性を推定する。
 また、通信特性推定部3055は、SL無線通信部301の通信状態を基に、サービスリンクの通信特性を取得しても、SL無線通信部301から取得した情報を基にサービスリンクの通信特性を推定しても、推定の補助に用いてもよい。
 アシスト情報送信部3056は、端末装置300によって測定又は推定された端末装置300の位置、端末装置300周辺の天候、サービスリンクの位置、サービスリンクの位置の天候、サービスリンクの通信特性の取得値や推定値等のサービスリンクの通信特性に関する情報を、アシスト情報として非地上局100に送信する。
 例えばアシスト情報送信部3056は、天候センサ部303や天候推定部3054によって測定又は推定された端末装置300周辺の天候、又は、サービスリンクの位置の天候を、SL送信処理部3012を介して非地上局100に送信する。また、アシスト情報送信部3056は、位置情報取得部3051によって取得された端末装置300の位置や、位置推定部3052によって推定されたサービスリンクの位置を、SL送信処理部3012を介して非地上局100に送信する。
 通信制御部3057は、他の無線通信装置との無線通信の制御を行う。また、通信制御部3057は、非地上局100によって決定されたサービスリンクの切り替えに関する情報に基づき、サービスリンクを別のサービスリンクに切り替える。すなわち、通信制御部3057は、天候情報を基に推定されたフィーダリンクの通信特性とサービスリンクの通信特性との関係に基づき、サービスリンクを別のサービスリンクに切り替える。
(1-3.第1の実施形態に係る制御処理の流れ)
 図11~図12を用いて、第1の実施形態に係る制御処理の流れの一例を説明する。図11は、第1の実施形態に係る制御処理の流れの一例を示すフローチャートである。図12は、第1の実施形態に係る推定処理の一例を示す図である。
 まず、図11を用いて、非地上局100による制御処理の流れの一例を説明する。
 位置情報取得部1062は、非地上局100が制御しているフィーダリンクとサービスリンクに関する非地上局100、地上局200、端末装置300の位置情報を取得する(ステップS11)。
 位置推定部1063は、フィーダリンクの位置と、そのフィーダリンクに紐づく各サービスリンクの位置とを推定する(ステップS12)。
 例えば、位置推定部1063は、位置情報取得部1062によって取得された位置情報に基づき、RPの位置や地上局200の位置を、フィーダリンクの位置として推定する。また、位置推定部1063は、位置情報取得部1062によって取得された位置情報に基づき、端末装置300の位置を、サービスリンクの位置として推定する。
 距離推定部1064は、非地上局100、地上局200、端末装置300の位置を基に、地上局200と非地上局100の間のフィーダリンクの距離と端末装置300と非地上局100の間のサービスリンクの距離を推定する(ステップS13)。
 続いて、天候情報取得部1065は、天候に関する情報を取得する(ステップS14)。例えば、天候情報取得部1065は、天候センサ部104、天気予報データベース、地上局200や端末装置300から天候に関する情報を取得する。
 天候推定部1066は、天候情報取得部1065によって取得された天候に関する情報と、位置推定部1063によって推定されたフィーダリンクの位置及びサービスリンクの位置とを基にフィーダリンクの位置の天候及びサービスリンクの位置の天候を推定する(ステップS15)。
 例えば、天候推定部1066は、天気予報情報とフィーダリンクの位置とを照らし合わせることによって、地上局200と非地上局100との間の区域の天候を、フィーダリンクの位置の天候と推定する。また、天候推定部1066は、天気予報情報とサービスリンクの位置とを照らし合わせることによって、端末装置300と非地上局100との間の区域の天候をサービスリンクの位置の天候と推定する。
 続いて、天候変化判定部1067は、フィーダリンクの位置の天候及びサービスリンクの位置の天候に関する天候情報を基に、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に変化するケースか否かを推定する。例えば、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に悪化するケースか否かを判定する(ステップS16)。ここでは、サービスリンクの位置の天候に対するフィーダリンクの位置の天候の相対的な変化が予想されるケースか否かの判定であってもよい。
 ここで、天候変化判定部1067によって、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定される場合(ステップS16;Yes)、フィーダリンクとサービスリンクの通信特性の推定に進む。
 逆に、天候変化判定部1067によって、サービスリンクの位置の天候に対してフィーダリンクの位置の天候が相対的に悪化すると判定されない場合(ステップS16;Nо)、非地上局100は、ステップS11の処理に戻る。
 ここで、図11のステップS16の、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に悪化するケースか否かを判定する処理の一例を、図12を使って説明する。
 まず、天候変化判定部1067は、フィーダリンクの位置の天候が悪化するか否かを判定する(ステップS31)。例えば、天候変化判定部1067は、定期的に又は天気予報情報を基にフィーダリンクの位置の天候やサービスリンクの位置の天候の変化が予想されるタイミングで、天候の変化が上述のケースC1、ケースC3又はケースC4に該当するか否かを判定する。
 天候変化判定部1067は、フィーダリンクの位置の天候が悪化すると判定した場合(ステップS31;Yes)、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に悪化するケースと判定する(ステップS33)。つまり、図11のステップS16でYesと判定される。
 例えば、天候変化判定部1067は、天候の変化がケースC1、ケースC3又はケースC4に該当する場合、フィーダリンクの位置の天候が今後悪化すると判定する。
 天候変化判定部1067は、フィーダリンクの位置の天候が悪化しないと判定した場合(ステップS31;Nо)、フィーダリンクの位置の天候に変化がなく、かつサービスリンクの位置の天候が回復するか否かを判定する(ステップS32)。例えば、天候変化判定部1067は、天候の変化が上述のケースC2に該当するか否かを判定する。
 天候変化判定部1067は、フィーダリンクの位置の天候に変化がなく、かつサービスリンクの位置の天候が回復すると判定した場合(ステップS32;Yes)、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に悪化するケースと判定する(ステップS33)。例えば、天候変化判定部1067は、天候の変化が上述のケースC2に該当すると判定した場合、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に悪化するケースと判定する。
 天候変化判定部1067は、フィーダリンクの位置の天候に変化がなく、かつサービスリンクの位置の天候が回復するケースに該当しないと判定した場合(ステップS32;Nо)、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に悪化するケースには該当しないと判定する(ステップS34)。つまり、図11のステップS16でNoと判定される。
 ここで、推定されたサービスリンクの位置の天候、及び、フィーダリンクの位置の天候の情報は、記憶部103に保存され、次にサービスリンクの位置の天候に対するフィーダリンクの位置の天候の相対的な悪化が起こる、又は、予想されるケースか否かを推定する際に、天候の変化を判定するための情報として用いられてもよい。
 図11の説明に戻る。サービスリンクの位置の天候に対するフィーダリンクの位置の天候の相対的な悪化が起こる、又は、予想されるケースと判定された場合、通信特性推定部1068は、フィーダリンクの位置の天候に関する天候情報を基に、フィーダリンクの通信特性を推定する。また、通信特性推定部1068は、サービスリンクの位置の天候に関する天候情報を基に、サービスリンクの通信特性を推定する。ここで、通信特性推定部1068は、フィーダリンクの通信特性の変化をフィーダリンクの通信特性として推定してもよく、サービスリンクの通信特性の変化をサービスリンクの通信特性として推定してもよい(ステップS17)。
 ここで、推定されたサービスリンクの通信特性、及び、フィーダリンクの通信特性の情報も記憶部103に保存され、次にサービスリンクの通信特性、及び、フィーダリンクの通信特性、又は、フィーダリンクの通信特性とサービスリンクの通信特性の変化量を推定する際に用いられてもよい。
 続いて、通信特性判定部1069は、サービスリンクの通信特性に対するフィーダリンクの通信特性の相対的な低下が予想されるケースか否かを判定する(ステップS18)。この判定は、フィーダリンクやサービスリンクの切り替え条件を満たすか否かを判定する処理と言い換えてもよい。
 例えば、通信特性判定部1069は、通信特性推定部1068により推定されたフィーダリンクの通信容量が、推定されたサービスリンクの通信容量を下回ると予想される場合、サービスリンクの通信特性に対するフィーダリンクの通信特性の相対的な低下が予想されるケースと判定する(ステップS18:Yes)。この場合、切り替え可能なリンク情報の取得に進む。
 通信特性判定部1069は、通信特性推定部1068により推定されたフィーダリンクの通信容量が、推定されたサービスリンクの通信容量を下回ると予想されない場合、サービスリンクの通信特性に対するフィーダリンクの通信特性の相対的な低下が予想されるケースには該当しないと判定する(ステップS18:No)。この場合、非地上局100は、ステップS11の処理に戻る。
 ここで、通信特性判定部1069は、天候変化判定部1067が、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に悪化すると判定した場合、直接、サービスリンクの通信特性に対するフィーダリンクの通信特性の相対的な低下が予想されるケースと判定することもできる。
 別の言い方をすると、通信特性判定部1069は、天候変化判定部1067が、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に悪化すると判定した場合、フィーダリンクとサービスリンクの通信特性の推定とその比較を行わずに、サービスリンクの通信特性に対するフィーダリンクの通信特性の相対的な低下が予想されるケースと判定することもできる。
 続いて、リンク情報取得部1070は、現在利用しているフィーダリンクやサービスリンクから切り替え可能なフィーダリンクやサービスリンクに関する情報を取得する(ステップS19)。例えば、リンク情報取得部1070は、地上局200等から、現在利用しているフィーダリンクから切り替え可能なフィーダリンクに関する情報を取得する。
 続いて、リンク決定部1071は、フィーダリンクやサービスリンクの切り替え先を決定する(ステップS20)。例えば、リンク決定部1071は、サービスリンクの通信容量等の通信特性よりもフィーダリンクの通信容量等の通信特性が大きくなるように、切り替え可能なフィーダリンクやサービスリンクの中から、切り替え先のフィーダリンクやサービスリンクを決定する。
 続いて、通信制御部1072は、フィーダリンクやサービスリンクを更新する(ステップS21)。
 例えば、通信制御部1072は、フィーダリンクの通信特性とサービスリンクの通信特性との関係、及びリンク決定部1071によって決定された切り替え先のフィーダリンクに関する情報に基づき、別のフィーダリンクへの切り替え、又は、フィーダリンクの追加を行う。また、通信制御部1072は、フィーダリンクの通信特性とサービスリンクの通信特性との関係、及びリンク決定部1071によって決定された切り替え先のサービスリンクに関する情報に基づき、現在利用しているサービスリンクを別のサービスリンクに切り替える。
(2.変形例)
 上述の例では、制御処理の主体は、非地上局100である。ただし、制御処理の主体は、非地上局100に限定されない。例えば、制御処理の主体は、地上局200や端末装置300でもよい。制御処理の主体が端末装置300である場合、端末装置300は、サービスリンクの通信特性や通信特性の変化を、CQI(Channel Quality Indicator)やMeasurement Report等、端末装置300によってモニタしている情報を基に、取得、又は、推定することもできる。
 また、上述の例では、各サービスリンク(サービスリンク20A~サービスリンク20C)に1つの端末装置300(飛行機300A、ドローン300B及びスマートフォン300C)が対応づけられている。ただし、各サービスリンクは、複数の端末装置300と対応づけられていてもよい。
(3.第2の実施形態)
(3-1.第2の実施形態に係る制御システムの概要)
 図13を用いて、第2の実施形態に係る制御システム1Xの概要を説明する。図13は、第2の実施形態に係る制御システムの概要を説明するための図である。制御システム1Xは、地上局200の代わりに地上局200Xを含む。また、制御システム1Xは、制御装置500をさらに含む。制御システム1Xは、非地上局100の代わりに、制御装置500を制御処理の主体とする。
 図13では、地上局200Xの一例として、GW局200A~GW局200Cを示す。地上局200Xは、別の地上局の代わりに、制御装置500と通信する。
 制御装置500は、本開示に係る制御装置の一例である。また、制御装置500は、地上局200Xの、又は、コアネットワーク内の制御装置である。例えば、制御装置500は、GW局200A~GW局200Cを介して、制御システム1X内の衛星100A、衛星100B及び衛星100G全体を制御する。また、制御装置500は、制御装置500によって制御されるネットワーク全体の通信特性が最適化、又は、最大化されるように、フィーダリンクやサービスリンクを、別のフィーダリンクや別のサービスリンクに切り替える。
(3-2.第2の実施形態に係る制御システムの構成)

 次に、図14及び図15を用いて、第2の実施形態に係る制御システム1Xの構成の一例を説明する。まず、図14を用いて、制御装置500の構成の一例を説明する。図14は、第2の実施形態に係る制御装置の構成の一例を示す図である。制御装置500は、非地上局100が備える各部に対して、制御部106の代わりに制御部106Xを備える。
 制御部106Xは、制御部106に対し、アシスト情報受信部1061~通信制御部1072の代わりに、アシスト情報受信部1061X~通信制御部1072Xを備える。
 アシスト情報受信部1061Xは、制御システム1X内の非地上局100、地上局200、端末装置300から制御装置500の処理をアシストするためのアシスト情報を受信する。
 位置情報取得部1062Xは、制御システム1X内の非地上局100、地上局200、端末装置300の位置を取得する。

 別の一例として、リンク決定部1071Xは、複数のフィーダリンクの切り替えが同時に行われる場合、制御システム1Xの通信容量が最大化されるように、切り替え先のフィーダリンクやサービスリンクの組み合わせを決定する。
 通信制御部1072Xは、制御装置500によって制御されるネットワーク全体の通信特性が最適化、又は、最大化されるように、フィーダリンクやサービスリンクを、別のフィーダリンクや別のサービスリンクに切り替える。通信制御部1072Xは、複数のフィーダリンク等のリンクの切り替えを個別に行ってもよいし、同時に行ってもよい。
 一例として、通信制御部1072Xは、複数のフィーダリンクの切り替えを個別に行う場合、リンク決定部1071Xによって付された優先度が高い順に、フィーダリンクを別のフィーダリンクに切り替える。具体的には、通信制御部1072Xは、切り替えを行うフィーダリンクの通信特性の変化量が大きいものから、別のフィーダリンクに切り替える。
 別の一例として、通信制御部1072Xは、複数のフィーダリンクの切り替えが同時に行われる場合、制御システム1Xの通信容量が最大化されるように、複数のフィーダリンクを、別の複数のフィーダリンクに切り替える。
(地上局の構成)
 次に、図15を用いて、地上局200Xの構成の一例を説明する。図15は、第2の実施形態に係る地上局の構成の一例を示す図である。地上局200Xは、地上局200と比較して、地上局通信部202の代わりに、Cоre NW(Network)通信部202Xを備える。
 Cоre NW通信部202Xは、例えばネットワークインターフェイスコントローラである。Cоre NW通信部202Xは、CN受信処理部2021XとCN送信処理部2022Xとを備える。Cоre NW通信部202Xは、光ファイバー等のケーブル2023を介して、制御装置500と通信する。Cоre NW通信部202Xは、ケーブル2023の代わりに、アンテナ等を介して、制御装置500と無線通信してもよい。
 CN受信処理部2021Xは、ケーブル2023を介して、制御装置500からの制御情報及びデータの受信処理を行う。
 CN送信処理部2022Xは、ケーブル2023を介して、制御装置500への制御情報及びデータの送信処理を行う。
(3-3.第2の実施形態に係る制御処理の流れ)
 図16を用いて、第2の実施形態に係る制御処理の流れの一例を説明する。図16は、第2の実施形態に係る制御処理の流れの一例を示すフローチャートである。
 ステップS41の処理は、図11のステップS11の処理と同等であり、制御システム1X内の非地上局100、地上局200X、端末装置300ごとに行う。

 制御装置500Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も、ネットワーク全体の通信特性が最適化、又は、最大化されるように、切り替え先のフィーダリンクやサービスリンクを決定する。
(4-2.第3の実施形態に係る制御システムの構成)
 次に、図17を用いて、第3の実施形態に係る制御システム1Yの構成の一例を説明する。以下、図17を用いて、制御システム1Yに含まれる制御装置500Yの構成の一例を説明する。図17は、第3の実施形態に係る制御装置の構成の一例を示す図である。制御装置500Yは、制御装置500と比較して、制御部106Xの代わりに、制御部106Yを備える。

 天候変化判定部1067Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も含め、フィーダリンクの位置の天候とサービスリンクの位置の天候の関係が相対的に変化するケースか否かを判定する。これは、言い換えると、天候変化判定部1067Yによって、サービスリンクの通信特性に対するフィーダリンクの通信特性の相対的な変化が予想されるケースか否かを判定することになる。例えば、天候変化判定部1067Yは、上述のケースC1~ケースC4に加えて、上述のケースC5~ケースC8に該当すると判定した場合も含め、フィーダリンクの位置の天候とサービスリンクの位置の天候の関係が相対的に変化するケースか否かを判定する。
 通信特性判定部1069Yは、フィーダリンクの通信特性とサービスリンクの通信特性との関係を推定する。例えば、通信特性判定部1069Yは、サービスリンクの通信特性に対するフィーダリンクの通信特性が相対的に変化するケースかどうかを判定する。
 リンク決定部1071Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も、制御装置500Yによって制御されるネットワーク全体の通信特性が最適化、又は、最大化されるように、切り替え先のフィーダリンクやサービスリンクを決定する。
 例えば、リンク決定部1071Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も、制御システム1Yの通信容量が最大化されるように、切り替え先のフィーダリンクやサービスリンクの組み合わせを決定する。
 通信制御部1072Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も、ネットワーク全体の通信特性が最適化、又は、最大化されるように、フィーダリンクやサービスリンクを、別のフィーダリンクや別のサービスリンクに切り替える。
 例えば、通信制御部1072Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も、制御システム1Yの通信容量が最大化されるように、複数のフィーダリンクを、別の複数のフィーダリンクに切り替える。

 天候変化判定部1067Yは、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に変化するケースか否か判定する(ステップS66)。これは、天候変化判定部1067Yによって、天候変化によるフィーダリンクの通信特性とサービスリンクの通信特性との相対的な変化が予想されるケースか否かを判定することになる。例えば、天候変化判定部1067Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も含め、サービスリンクの位置の天候に対してフィーダリンクの位置の天候の相対的な変化が起こるケースか否かを判定する。
 具体的には、天候変化判定部1067Yは、上述のケースC1~ケースC4に加えて、上述のケースC5~ケースC8に該当すると判定した場合も含め、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に変化するケースか否かを判定する。
 通信特性判定部1069Yは、フィーダリンクの通信特性とサービスリンクの通信特性との関係を推定する。そして、通信特性判定部1069Yは、サービスリンクの通信特性に対するフィーダリンクの通信特性の相対的な変化が予想されるケースかどうか判定する(ステップS68)。例えば、通信特性判定部1069Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も、サービスリンクの通信特性に対するフィーダリンクの通信特性が相対的に変化するケースかどうか判定する。
 ここで、通信特性判定部1069Yは、天候変化判定部1067Yが、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に変化すると判定した場合、直接、サービスリンクの通信特性に対するフィーダリンクの通信特性の相対的な変化が予想されるケースと判定することもできる。
 別の言い方をすると、通信特性判定部1069Yは、天候変化判定部1067Yが、サービスリンクの位置の天候に対するフィーダリンクの位置の天候が相対的に変化すると判定した場合、フィーダリンクとサービスリンクの通信特性の推定とその比較を行わずに、サービスリンクの通信特性に対するフィーダリンクの通信特性の相対的な変化が予想されるケースと判定することもできる。
 リンク決定部1071Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も、制御装置500Yによって制御されるネットワーク全体の通信特性が最適化されるように、フィーダリンクやサービスリンクの切り替え先を決定する(ステップS70)。
 例えば、リンク決定部1071Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も、制御システム1Yの通信容量が最大化されるように、切り替え先のフィーダリンクやサービスリンクの組み合わせを決定する。
 通信制御部1072Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も、ネットワーク全体の通信特性が最適化されるように、フィーダリンクやサービスリンクを、別のフィーダリンクや別のサービスリンクの更新(切り替え/追加)を行う(ステップS71)。
 例えば、通信制御部1072Yは、フィーダリンクの位置の天候がサービスリンクの位置の天候に対して相対的に良くなる場合も、制御システム1Yの通信容量が最大化されるように、複数のフィーダリンクを、別の複数のフィーダリンクに切り替える。
(5.その他の実施形態)
 実施形態に係る各処理は、上記実施形態以外にも種々の異なる形態にて実施され得る。
 上記実施形態において説明した各処理のうち、自動的に行われるものとして説明した処理の全部又は一部を手動的に行うこともでき、あるいは、手動的に行われるものとして説明した処理の全部又は一部を公知の方法で自動的に行うこともできる。この他、上記文書中や図面中で示した処理手順、具体的名称、各種のデータやパラメータを含む情報については、特記する場合を除いて任意に変更できる。各図に示した各種情報は、図示した情報に限られない。

(6.本開示に係る制御装置による効果)
 上述したように、本開示に係る制御装置(実施形態では非地上局100、制御装置500及び制御装置500Y)は、取得部(実施形態では天候推定部1066及び天候推定部1066X)と、推定部(実施形態では通信特性推定部1068及び通信特性推定部1068X、並びに通信特性判定部1069、通信特性判定部1069X及び通信特性判定部1069Y)と、通信制御部(通信制御部1072、通信制御部1072X及び通信制御部1072Y)とを備える。
 取得部は、地上局と非地上局との間の区域の天候、及び、端末装置と非地上局との間の区域の天候に関する天候情報を取得する。推定部は、取得された天候情報を基に、地上局と非地上局との間のネットワークであるフィーダリンクの通信特性と、端末装置と非地上局との間のネットワークであるサービスリンクの通信特性との関係を推定する。通信制御部は、推定されたフィーダリンクの通信特性とサービスリンクの通信特性との関係に基づき、フィーダリンクの別のフィーダリンクへの切り替え、又は、サービスリンクの別のサービスリンクへの切り替え、の少なくとも一方を行う。
 このように、制御装置は、推定されたフィーダリンクの通信特性とサービスリンクの通信特性との関係に基づき、フィーダリンクやサービスリンクを切り替える。これにより、制御装置は、例えば、フィーダリンクの通信特性がサービスリンクの通信特性よりも高くなるようにフィーダリンクの別のフィーダリンクへの切り替えやサービスリンクの別のサービスリンクへの切り替えを行うことができるため、非地上局を介した通信を適切に行うことができる。
 また、推定部は、フィーダリンクの通信特性として、フィーダリンクの通信特性の変化量を含むフィーダリンクの通信特性を、サービスリンクの通信特性として、サービスリンクの通信特性の変化量を含むサービスリンクの通信特性を、フィーダリンクの通信特性とサービスリンクの通信特性との関係として、フィーダリンクの通信特性の変化量とサービスリンクの通信特性の変化量との関係を含むフィーダリンクの通信特性とサービスリンクの通信特性との関係を推定する。
 これにより、制御装置は、例えば、フィーダリンクの通信特性の変化量とサービスリンクの通信特性の変化量が異なる場合、必要に応じて、フィーダリンクやサービスリンクを、別のフィーダリンクや別のサービスリンクに切り替えることができるため、非地上局を介した通信を適切に行うことができる。
 推定部は、フィーダリンクの通信特性とサービスリンクの通信特性との関係として、今後の予想を含むフィーダリンクの通信特性とサービスリンクの通信特性との関係を推定する。これにより、制御装置は、フィーダリンクの通信特性がサービスリンクの通信特性よりも低くなると予想された時点で、フィーダリンクの通信特性がサービスリンクの通信特性よりも高くなるようにフィーダリンクやサービスリンクを別のフィーダリンクや別のサービスリンクに切り替えることができる。このため、制御装置は、非地上局を介した通信をより適切に行うことができる。
 推定部は、フィーダリンクの通信特性とサービスリンクの通信特性との関係として、フィーダリンクの通信容量とサービスリンクの通信容量との関係を推定する。非地上局を介した通信において、フィーダリンクの通信容量がサービスリンクの通信容量よりも大きいことが期待される。このため、制御装置は、例えば、フィーダリンクの通信容量とサービスリンクの通信容量との関係を推定することによって、これらの関係をより適切に推定できる。
 通信制御部は、サービスリンクの通信容量よりもフィーダリンクの通信容量が大きくなるように、フィーダリンクの別のフィーダリンクへの切り替え、又は、サービスリンクの別のサービスリンクへの切り替え、の少なくとも一方を行う。これにより、制御装置は、非地上局を介した適切な通信が行われるようにフィーダリンクやサービスリンクを別のフィーダリンクや別のサービスリンクに切り替えることができるため、非地上局を介した通信をより適切に行うことができる。
 通信制御部は、フィーダリンク、又は、サービスリンクの通信容量が最大容量を超えないように、フィーダリンクの別のフィーダリンクへの切り替え、又は、サービスリンクの別のサービスリンクへの切り替え、の少なくとも一方を行う。これにより、制御装置は、端末装置と非地上局との間の通信を適切に行うことができるため、非地上局を介した通信をより適切に行うことができる。
 推定部は、フィーダリンクの通信特性とサービスリンクの通信特性との関係として、フィーダリンクのチャネル品質とサービスリンクのチャネル品質との関係を推定する。非地上局を介した通信は、フィーダリンクのチャネル品質とサービスリンクのチャネル品質との関係に影響する。このため、制御装置は、例えば、フィーダリンクのチャネル品質とサービスリンクのチャネル品質との関係を推定することによって、これらの関係をより適切に推定できる。
 通信制御部は、サービスリンクの通信特性に対してフィーダリンクの通信特性が相対的に低下する場合、フィーダリンクの別のフィーダリンクへの切り替え、又は、サービスリンクの別のサービスリンクへの切り替え、の少なくとも一方を行う。これにより、制御装置は、フィーダリンクの通信特性がサービスリンクの通信特性に近づいた時点で、例えば、フィーダリンクの通信特性がサービスリンクの通信特性よりも高くなるようにフィーダリンクやサービスリンクを別のフィーダリンクやサービスリンクに切り替えることができる。このため、制御装置は、非地上局を介した通信をより適切に行うことができる。
 推定部は、端末装置と非地上局との間の区域の天候に対して地上局と非地上局との間の区域の天候が相対的に悪化する場合、サービスリンクの通信特性に対してフィーダリンクの通信特性が相対的に低下すると推定する。
 端末装置と非地上局との間の区域の天候に対して地上局と非地上局との間の区域の天候が相対的に悪化する場合、サービスリンクの通信特性に対してフィーダリンクの通信特性が相対的に低下する傾向にある。このため、推定部は、上述のように推定することで、フィーダリンクの通信特性とサービスリンクの通信特性との関係を適切に推定できる。
 取得部は、フィーダリンクから切り替え可能なフィーダリンクに関する情報、又は、サービスリンクから切り替え可能なサービスリンクに関する情報をさらに取得し、通信制御部は、取得されたフィーダリンクから切り替え可能なフィーダリンクに関する情報、又は、取得されたサービスリンクから切り替え可能なサービスリンクに関する情報の少なくとも一方にさらに基づき、フィーダリンクの別のフィーダリンクへの切り替え、又は、サービスリンクの別のサービスリンクへの切り替え、の少なくとも一方を行う。
 衛星やHAPS等の非地上局との通信に利用される非地上ネットワークであるフィーダリンクや非地上局と端末装置との通信に利用される非地上ネットワークであるサービスリンクは、地上のネットワークに対して、天候や天候変化などの外部要因による通信容量、チャネル品質や伝送遅延等への影響を受けやすく、その影響度合いも大きいという、異なる特徴がある。これに対し、制御装置は、切り替え可能なフィーダリンクやサービスに関する情報にさらに基づき、フィーダリンクやサービスリンクを、切り替え可能なフィーダリンクやサービスリンクに切り替えるため、上述の特徴が異なるフィーダリンクやサービスリンクを切り替える場合でも、適切な別のフィーダリンクやサービスリンクに切り替えられる。
 通信制御部は、フィーダリンクを、別の地上局と非地上局との間のフィーダリンク、別の非地上局を経由した地上局と非地上局との間のフィーダリンク、地上局と別の非地上局との間のフィーダリンク、又は、別の地上局と別の非地上局との間のフィーダリンクに切り替える。
 制御装置は、フィーダリンクを、同じ非地上局を介した別のフィーダリンクに切り替えることで、サービスリンクを別のサービスリンクに切り替えずに済む。制御装置は、フィーダリンクを、別の非地上局を介した別のフィーダリンクに切り替えることで、フィーダリンクを、天候の影響が少ない非地上局を介した別のフィーダリンクに切り替えられる。
 制御装置は、フィーダリンクを、同じ地上局を介した別のフィーダリンクに切り替えることで、同じ地上局と別の地上局との間のネットワーク等を切り替えずに済む。制御装置は、フィーダリンクを、別の地上局を介した別のフィーダリンクに切り替えることで、フィーダリンクを、天候の影響が少ない別の地上局を介した別のフィーダリンクに切り替えることができる。
 通信制御部は、サービスリンク及びフィーダリンクを残しつつ、別のサービスリンク及び別のフィーダリンクの少なくとも一方を追加する。これにより、制御装置は、サービスリンク及びフィーダリンクを残しつつ、フィーダリンクの通信特性がサービスリンクの通信特性よりも高くなるようにサービスリンクやフィーダリンクを追加できる。このため、制御装置は、非地上局を介した通信をより適切に行うことができる。
 通信制御部は、フィーダリンクを、別の非地上局を介した別のフィーダリンクに切り替える。これにより、制御装置は、天候の影響の少ない別の非地上局を介した別のフィーダリンクに切り替えることができるため、非地上局を介した通信をより適切に行える。
 取得部は、非地上局、地上局及び端末装置の位置に関する位置情報、又は、地上局と非地上局との間のフィーダリンク及び端末装置と非地上局との間のサービスリンクの位置に関する位置情報、並びに、地上局と非地上局との間の通信に用いられる周波数及び端末装置と非地上局との間の通信に用いられる周波数に関する周波数情報をさらに取得し、推定部は、取得された位置情報、周波数情報及び天候情報を基に、フィーダリンクの通信特性とサービスリンクの通信特性との関係を推定する。
 フィーダリンクの通信特性及びサービスリンクの通信特性は、位置情報、位置情報から推定される非地上局と地上局の間及び非地上局と端末装置の間の距離情報、周波数情報及び天候情報に依存する。このため、制御装置は、位置情報、周波数情報及び天候情報を基に、フィーダリンクの通信特性とサービスリンクの通信特性との関係を推定することで、フィーダリンクの通信特性とサービスリンクの通信特性との関係を適切に推定できる。
 推定部は、取得された位置情報、周波数情報及び天候情報に応じたフィーダリンクの通信特性及びサービスリンクの通信特性の減衰率、又は、増幅率を基に、フィーダリンクの通信特性とサービスリンクの通信特性との関係を推定する。
 フィーダリンクの通信特性及びサービスリンクの通信特性は、位置情報、位置情報から推定される非地上局と地上局の間及び非地上局と端末装置の間の距離情報、周波数情報及び天候情報に応じて減衰、又は、増幅するため、制御装置は、上述のように推定することによって、フィーダリンクの通信特性とサービスリンクの通信特性との関係を適切に推定できる。
 制御装置は、非地上局であってもよい。これにより、制御装置は、非地上局に設置された天候観測センサ等によって非地上局周辺の天候、地上局周辺の天候や端末装置周辺の天候等の天候に関する情報を測定できる。このため、制御装置は、フィーダリンクの通信特性とサービスリンクの通信特性との関係の推定に、天候情報をタイムリーに用いることができる。また、制御装置は、非地上局を介したフィーダリンクとサービスリンクとの双方の通信状況を、よりタイムリーに取得できる。
 制御装置は、地上局の、又は、コアネットワーク内の制御装置であってもよい。これにより、制御装置は、ネットワーク全体を制御できるため、制御システム全体の通信特性の最適化、又は、最大化を行いやすくなる。
 通信制御部は、制御装置によって制御されるネットワーク全体の通信特性が最適化、又は、最大化されるように、フィーダリンクの別のフィーダリンクへの切り替え、又は、サービスリンクの別のサービスリンクへの切り替え、の少なくとも一方を行う。これにより、例えば、制御装置が、複数の非地上局を介した複数のフィーダリンクや複数のサービスリンクを別の複数のフィーダリンクや別の複数のサービスリンクに切り替える場合、一度に、切り替えの時点で最適な切り替え先の組み合わせを選ぶことができる。
(7.ハードウェア構成)
 上述してきた各実施形態に係る非地上局100等の情報機器は、図19に示すような構成のコンピュータ1000により実現される。図19は、実施形態に係る非地上局の機能を実現するコンピュータの一例を示すハードウェア構成図である。コンピュータ1000は、CPU1100、RAM1200、ROM1300、HDD(Hard Disk Drive)1400、通信インターフェイス1500、及び入出力インターフェイス1600を備える。コンピュータ1000の各部は、バス1050によって接続される。
 CPU1100は、ROM1300又はHDD1400に格納されたプログラムに基づいて動作し、各部の制御を行う。CPU1100は、ROM1300又はHDD1400に格納されたプログラムをRAM1200に展開し、各種プログラムに対応した処理を実行する。
 ROM1300は、コンピュータ1000の起動時にCPU1100によって実行されるBIOS(Basic Input Output System)等のブートプログラムや、コンピュータ1000のハードウェアに依存するプログラムを格納する。
 HDD1400は、CPU1100によって実行されるプログラム、及び、かかるプログラムによって使用されるデータを非一時的に記録する、コンピュータが読み取り可能な記録媒体である。具体的には、HDD1400は、プログラムデータ1450の一例である本開示に係る制御プログラムを記録する記録媒体である。
 通信インターフェイス1500は、コンピュータ1000が外部ネットワーク1550(インターネット等)と接続するためのインターフェイスである。CPU1100は、通信インターフェイス1500を介して、他の機器からデータを受信したり、CPU1100が生成したデータを他の機器へ送信したりする。
 入出力インターフェイス1600は、入出力デバイス1650とコンピュータ1000とを接続するためのインターフェイスである。CPU1100は、入出力インターフェイス1600を介して、キーボードやマウス等の入力デバイスからデータを受信する。CPU1100は、入出力インターフェイス1600を介して、ディスプレイやスピーカやプリンタ等の出力デバイスにデータを送信する。入出力インターフェイス1600は、所定の記録媒体(メディア)に記録されたプログラムを読み取るメディアインターフェイスとして機能することもできる。
 メディアは、DVD(Digital Versatile Disc)、PD(Phase change rewritable Disk)等の光学記録媒体、MO(Magneto-Optical disk)等の光磁気記録媒体、テープ媒体、磁気記録媒体、又は半導体メモリ等である。
 コンピュータ1000が実施形態に係る非地上局100として機能する場合、コンピュータ1000のCPU1100は、RAM1200上にロードされた制御プログラムを実行することにより、図2の制御部106等の機能を実現する。HDD1400には、本開示に係る制御プログラムや記憶装置内のデータが格納される。
 CPU1100は、プログラムデータ1450をHDD1400から読み取って実行する。ただし、他の例として、CPU1100は、外部ネットワーク1550を介して、他の装置からこれらのプログラムを取得することもできる。

 前記推定されたフィーダリンクの通信特性とサービスリンクの通信特性との関係に基づき、前記フィーダリンクの別のフィーダリンクへの切り替え、又は、前記サービスリンクの別のサービスリンクへの切り替え、の少なくとも一方を行う通信制御部と、

Claims (20)

  1.  地上局と非地上局との間の区域の天候、及び、端末装置と前記非地上局との間の区域の天候に関する天候情報を取得する取得部と、
     前記取得された天候情報を基に、前記地上局と前記非地上局との間のネットワークであるフィーダリンクの通信特性と、前記端末装置と前記非地上局との間のネットワークであるサービスリンクの通信特性との関係を推定する推定部と、
     前記推定されたフィーダリンクの通信特性とサービスリンクの通信特性との関係に基づき、前記フィーダリンクの別のフィーダリンクへの切り替え、又は、前記サービスリンクの別のサービスリンクへの切り替え、の少なくとも一方を行う通信制御部と、
     を備える、制御装置。
  2.  前記推定部は、前記フィーダリンクの通信特性として、フィーダリンクの通信特性の変化量を含むフィーダリンクの通信特性を、前記サービスリンクの通信特性として、サービスリンクの通信特性の変化量を含むサービスリンクの通信特性を、前記フィーダリンクの通信特性とサービスリンクの通信特性との関係として、フィーダリンクの通信特性の変化量とサービスリンクの通信特性の変化量との関係を含むフィーダリンクの通信特性とサービスリンクの通信特性との関係を推定する、
     請求項1に記載の制御装置。
  3.  前記推定部は、前記フィーダリンクの通信特性とサービスリンクの通信特性との関係として、今後の予想を含むフィーダリンクの通信特性とサービスリンクの通信特性との関係を推定する、
     請求項1に記載の制御装置。
  4.  前記推定部は、前記フィーダリンクの通信特性とサービスリンクの通信特性との関係として、フィーダリンクの通信容量とサービスリンクの通信容量との関係を推定する、
     請求項1に記載の制御装置。
  5.  前記通信制御部は、前記サービスリンクの通信容量よりも前記フィーダリンクの通信容量が大きくなるように、前記フィーダリンクの前記別のフィーダリンクへの切り替え、又は、前記サービスリンクの前記別のサービスリンクへの切り替え、の少なくとも一方を行う、
     請求項4に記載の制御装置。
  6.  前記通信制御部は、前記フィーダリンク、又は、前記サービスリンクの通信容量が最大容量を超えないように、前記フィーダリンクの前記別のフィーダリンクへの切り替え、又は、前記サービスリンクの前記別のサービスリンクへの切り替え、の少なくとも一方を行う、
     請求項4に記載の制御装置。
  7.  前記推定部は、前記フィーダリンクの通信特性とサービスリンクの通信特性との関係として、フィーダリンクのチャネル品質とサービスリンクのチャネル品質との関係を推定する、
     請求項1に記載の制御装置。
  8.  前記通信制御部は、前記サービスリンクの通信特性に対して前記フィーダリンクの通信特性が相対的に低下する場合、前記フィーダリンクの前記別のフィーダリンクへの切り替え、又は、前記サービスリンクの前記別のサービスリンクへの切り替え、の少なくとも一方を行う、
     請求項1に記載の制御装置。
  9.  前記推定部は、前記端末装置と前記非地上局との間の区域の天候に対して前記地上局と前記非地上局との間の区域の天候が相対的に悪化する場合、前記サービスリンクの通信特性に対して前記フィーダリンクの通信特性が相対的に低下すると推定する、
     請求項8に記載の制御装置。
  10.  前記取得部は、前記フィーダリンクから切り替え可能なフィーダリンクに関する情報、又は、前記サービスリンクから切り替え可能なサービスリンクに関する情報の少なくとも一方をさらに取得し、
     前記通信制御部は、前記取得されたフィーダリンクから切り替え可能なフィーダリンクに関する情報、又は、前記取得されたサービスリンクから切り替え可能なサービスリンクに関する情報の少なくとも一方にさらに基づき、前記フィーダリンクの前記別のフィーダリンクへの切り替え、又は、前記サービスリンクの前記別のサービスリンクへの切り替え、の少なくとも一方を行う、
     請求項1に記載の制御装置。
  11.  前記通信制御部は、前記フィーダリンクを、別の地上局と前記非地上局との間のフィーダリンク、別の非地上局を経由した前記地上局と前記非地上局との間のフィーダリンク、前記地上局と前記別の非地上局との間のフィーダリンク、又は、前記別の地上局と前記別の非地上局との間のフィーダリンクに切り替える、
     請求項1に記載の制御装置。
  12.  前記通信制御部は、前記サービスリンク及び前記フィーダリンクを残しつつ、別のサービスリンク及び別のフィーダリンクの少なくとも一方を追加する、

  13.  前記通信制御部は、前記フィーダリンクを、別の非地上局を介した別のフィーダリンクに切り替える、
     請求項1に記載の制御装置。
  14.  前記取得部は、前記非地上局、前記地上局及び前記端末装置の位置、又は、前記地上局と前記非地上局との間のフィーダリンク及び前記端末装置と前記非地上局との間のサービスリンクの位置に関する位置情報、並びに、前記地上局と前記非地上局との間の通信に用いられる周波数及び前記端末装置と前記非地上局との間の通信に用いられる周波数に関する周波数情報をさらに取得し、
     前記推定部は、前記取得された位置情報、周波数情報及び天候情報を基に、前記フィーダリンクの通信特性とサービスリンクの通信特性との関係を推定する、
     請求項1に記載の制御装置。
  15.  前記推定部は、前記取得された位置情報、周波数情報及び天候情報に応じたフィーダリンクの通信特性及びサービスリンクの通信特性の減衰率、又は、増幅率を基に、前記フィーダリンクの通信特性とサービスリンクの通信特性との関係を推定する、

     地上局と非地上局との間の区域の天候、及び、端末装置と前記非地上局との間の区域の天候に関する天候情報を取得し、
     前記取得された天候情報を基に、前記地上局と前記非地上局との間のネットワークであるフィーダリンクの通信特性と、前記端末装置と前記非地上局との間のネットワークであるサービスリンクの通信特性との関係を推定し、
     前記推定されたフィーダリンクの通信特性とサービスリンクの通信特性との関係に基づき、前記フィーダリンクの別のフィーダリンクへの切り替え、又は、前記サービスリンクの別のサービスリンクへの切り替え、の少なくとも一方を行う、
     ことを含む、制御方法。
  20.  端末装置であって、
     地上局と非地上局との間の区域の天候、及び、端末装置と前記非地上局との間の区域の天候に関する天候情報を基に推定された、前記地上局と前記非地上局との間のネットワークであるフィーダリンクの通信特性と、前記端末装置と前記非地上局との間のネットワークであるサービスリンクの通信特性との関係に基づき、前記サービスリンクを別のサービスリンクに切り替える通信制御部と、
