Abstract

The present invention relates to a cellular broadcast system (10) comprising pluralities of base stations (170) having antennas for transmitting and receiving radio signals and where each one of said base stations (170) is allocated for providing service to the determined geographical region; at least one base station controller (160) for controlling allocation of frequency channels of said base stations (170); a central broadcast controller (100) for controlling a content broadcast to the devices, that exist in the predetermined geographical region, by means of said base station controller (160). Accordingly, the subject matter cellular broadcast system (10) comprises a mobile operator database (130) associated with said central broadcast controller (100) and comprising the data related to cellular broadcast networks of mobile operators which already provide cellular broadcast service; a database (120) associated with the central broadcast controller (100) and comprising predetermined target geographical regions and predetermined content broadcasts; a content creator (140) configured to provide selection of a target geographical region by a user and formation of the content of said content broadcast; and a broadcast control unit (110) configured to control access of said user to the central broadcast controller (100) for realizing a content broadcast by means of said content creator (140).

Description

A CELLULAR BROADCAST SYSTEM
TECHNICAL FIELD
The present invention relates to a cellular broadcast system for realizing content broadcast to devices that exist at a determined geographical region.
PRIOR ART
Cellular broadcast system is a system which provides realization of broadcast to the devices connected to base stations positioned in a manner giving service to a specific coverage area. The frequency channels of base stations are provided by means of base station controllers. Said base station controllers provide transmitting of the content, coming from a central broadcast controller, to devices that exist in the related region by means of base stations.
Cellular broadcast system provides transmitting of contents of emergency conditions like natural disaster or contents like presentation, advertisement of enterprises to the devices that exist at a determined region. However, by means of the developing technology and communication systems, communication standards, frequency bands, modulation and encryption methods of base stations and devices are subject to change. Therefore, base stations of the cellular broadcast systems cannot setup a connection with each device that exists in the coverage area. In this case, an emergency information cannot be transmitted to all devices that exist in the related region.
As a result, because of the abovementioned problems, an improvement is required in the related technical field.
BRIEF DESCRIPTION OF THE INVENTION
The present invention relates to a cellular broadcast system, for eliminating the abovementioned disadvantages and for bringing new advantages to the related technical field.
An object of the present invention is to provide a cellular broadcast system for realizing a content broadcast to all devices that exist in a determined geographical region. Another object of the present invention is to provide a cellular broadcast system which provides increasing of transmission speed of an emergency information to devices that exist at a specific region.
Another object of the present invention is to provide a cellular broadcast system which provides transmitting of an emergency information automatically to devices that exist in a related region.
In order to realize the abovementioned objects and the objects which are to be deducted from the detailed description below, the present invention relates to a cellular broadcast system comprising pluralities of base stations having antennas for transmitting and receiving radio signals and where each one of said base stations is allocated for providing service to the determined geographical region; at least one base station controller for controlling allocation of frequency channels of said base stations; a central broadcast controller for controlling a content broadcast to the devices, that exist in the predetermined geographical region, by means of said base station controller. Accordingly, the subject matter cellular broadcast system comprises a mobile operator database associated with said central broadcast controller and comprising the data related to cellular broadcast networks of mobile operators which already provide cellular broadcast service; a database associated with the central broadcast controller and comprising predetermined target geographical regions and predetermined content broadcasts; a content creator configured to provide selection of a target geographical region by a user and formation of the content of said content broadcast; and a broadcast control unit configured to control access of said user to the central broadcast controller for realizing a content broadcast by means of said content creator. Thus, the content broadcast formed by means of the content creator is transmitted to the devices that exist in the coverage area of base stations that exist in the determined geographical region.
In a possible embodiment of the present invention, the central broadcast controller is embodied to provide adding of base station controllers, which communicate at different frequency channels, in a modular manner. Thus, the devices which communicate at different communication channels and the base stations to which these devices shall set up connection are integrated to the cellular broadcast system. By means of this, the content broadcast is transmitted to all devices that realize communication in different frequency channels that exist in a determined region. In another possible embodiment of the present invention, said database comprises information of base stations and the coverage area information of base stations. Thus, the target regions can be accessed in a selectable manner by means of the content creator.
In another possible embodiment of the present invention, said content creator is configured to provide access of the user to predetermined target geographical regions and to predetermined content broadcasts in a selectable manner by means of the database. Thus, a target region is determined by means of the content creator and content creation speed is increased.
In another possible embodiment of the present invention, said content creator is configured to provide the time information related to content broadcast to the broadcast control unit; the broadcast control unit is configured to realize the related content broadcast in the related time by means of the central broadcast controller. Thus, the content broadcast is realized at a determined time.
In another possible embodiment of the present invention, the subject matter cellular broadcast system comprises an emergency notification device in a manner transmitting the region and emergency information, related to the emergency that occurs at a specific region, to the broadcast control unit; the broadcast control unit is configured to realize a content broadcast, that includes the emergency information, in the region where the information is received from said emergency notification device by means of the central broadcast controller. Thus, an emergency information is automatically transmitted to the devices that exist in the related region.
In another possible embodiment of the present invention, the central broadcast controller is configured to transmit a cellular broadcast demand to said mobile operator database based on target geographical region information received from the broadcast control unit. Thus, content broadcast is realized also to the devices which remain outside of the coverage area of the cellular broadcast system and which exist in the coverage area of the mobile operator who realizes cellular broadcast.
In another possible embodiment of the present invention, the base station controller and the base stations are 2G base station controller and 2G base station for realizing content broadcast to the devices that are suitable for realizing 2G communication. Thus, content broadcast is realized to all devices which exist in the determined geographic region and which realize communication at 2G standard. In another possible embodiment of the present invention, the base station controller and the base stations are 3G base station controller and 3G base station for realizing content broadcast to the devices that are suitable for realizing 3G communication. Thus, content broadcast is realized to all devices which exist in the determined geographic region and which realize communication at 3G standard.
In another possible embodiment of the present invention, the base station controller and the base stations are 4G base station controller and 4G base station for realizing content broadcast to the devices that are suitable for realizing 4G communication. Thus, content broadcast is realized to all devices which exist in the determined geographic region and which realize communication at 4G standard.
In another possible embodiment of the present invention, the base station controller and the base stations are 5G base station controller and 5G base station for realizing content broadcast to the devices that are suitable for realizing 5G communication. Thus, content broadcast is realized to all devices which exist in the determined geographic region and which realize communication at 5G standard.
In another possible embodiment of the present invention, at least two base station controllers are provided which communicate at different frequency channels. Thus, content broadcast is realized to the devices that realize communication at different frequency channels by means of base stations which are associated with the base station controllers.
In another possible embodiment of the present invention, the subject matter cellular broadcast system comprises at least one base station controller and base stations which are suitable for realizing 2G communication in order to realize content broadcast to devices which are suitable for 2G communication; at least one base station controller and base stations which are suitable for realizing 3G communication in order to realize content broadcast to devices which are suitable for 3G communication; at least one base station controller and base stations which are suitable for realizing 4G communication in order to realize content broadcast to devices which are suitable for 4G communication; at least one base station controller and base stations which are suitable for realizing 5G communication in order to realize content broadcast to devices which are suitable for 5G communication. Thus, content broadcast is realized to all devices which exist in the determined geographic region and which realize communication at 2G, 3G, 4G and 5G standards. BRIEF DESCRIPTION OF THE FIGURES

DETAILED DESCRIPTION OF THE INVENTION
In this detailed description, the subject matter cellular broadcast system (10) is explained with references to examples without forming any restrictive effect only in order to make the subject more understandable.
The invention relates to a cellular broadcast system (10) for realizing content broadcast to devices that exist at a determined geographical region. Said content broadcast describes a notification or message which shall be sent to devices that exist in a region where natural disasters particularly like fire, flood, earthquake, landslide, avalanche, storm, whirlwind, etc. occur or emergency conditions like war, terrorism and similar occur. The cellular broadcast system (10) can also provide broadcasting of contents of enterprises for the purpose of informing, advertisement or presentation.
Cellular broadcast system (10) comprises base stations (170) for realizing broadcast to the devices that exist at a specific region. Said base stations (170) have been assigned for providing service to the predetermined geographical region. Base stations (170) comprise antennas for taking and transmitting radio signals. The coverage area of each base station is described as a cell. Said cells describe the region which remains in the coverage area of the base station.
The cellular broadcast system (10) comprises at least one base station controller (160) for controlling assignment of the frequency channels of base stations (170). Said base station controller (160) controls the radio network of one or more base stations. The cellular broadcast system (10) comprises a central broadcast controller (100) for controlling a content broadcast to the devices, which exist at predetermined geographical region, by means of the base station controller (160). Said central broadcast controller (100) transmits a signal related to broadcast to the base station controllers (160). The signal related to said broadcast comprises a target region information. Said target region describes the region where the content will be broadcasted. In a possible embodiment, the central broadcast controller (100) transmits the content broadcast signal to the determined base station controllers (160) based on target region information. The base station controllers (160) which receive the transmitted signal transmits this to the determined base stations (170) depending on the target region information. Base stations (170) which receive the sent signal transfer the content broadcast to the devices that exist in the coverage area. Here, the devices that exist within the coverage area describe the devices that are in connection with the base station.
The cellular broadcast system (10) comprises a content creator (140) for providing realization of content broadcast by a user. Said content creator (140) has been configured to provide selection of a target geographical region and formation of said content broadcast. The access of said user to the central broadcast controller (100) by means of the content creator (140) is controlled by means of a broadcast control unit (110). Said broadcast control unit (110) controls the access level of the user. In this manner, the authorization of a user for realizing content broadcast is controlled by means of the broadcast control unit (110). Thus, the unauthorized users are prevented from occupying radio channels, and the speed of transmission of an emergency content broadcast to the devices that exist in the target region is increased. In a possible embodiment, the content creator (140) is configured to provide a time information, related to content broadcast, to the broadcast control unit (110). In this embodiment, the broadcast control unit (110) has been configured to broadcast the related content broadcast in the related time by means of the central broadcast controller (100). In this manner, the content broadcast is transferred to the devices, provided in the target region, on time.
The central broadcast controller (100) is associated with a database (120) including the predetermined target geographical regions and predetermined content broadcasts. Said database (120) comprises the information of base station which exists in the cellular broadcast system (10) and the information of base station controllers (160) associated with base stations (170) and the information of coverage area information of base stations (170). The database (120) also comprises the content broadcasts which have the predefined target region and content. The user can realize a content broadcast, which has the predefined content and/or target region, by means of the content creator (140). In this manner, the content creation (140) speed of the user is increased and thus, the speed of transmitting of an emergency information to the devices of the persons who exist in the region is increased.
The central broadcast controller (100) is associated with a mobile operator database (130) comprising the data related to cellular broadcast networks of the mobile operators who already give cellular broadcast service. In this manner, the central broadcast controller (100) accesses the information related to cellular networks of operators who realize cellular broadcast. The central broadcast controller (100) is configured to send a request related to the content broadcast to the operators who realize cellular broadcast by means of the mobile operator database (130). In a possible embodiment, the central broadcast controller (100) is configured to transmit a request, which is related to the content broadcast, to the operators who realize cellular broadcast by means of the mobile operator database (130) if the central broadcast controller (100) does not include base stations (170) in a manner realizing broadcast to the target region of the content broadcast.
In a possible embodiment of the invention, the cellular broadcast system (10) comprises an emergency notification device (150) which provides the region and emergency information related to the emergency that occurs at a specific region. Said emergency notification device (150) is configured to transmit the region and emergency information to the broadcast control unit (110). The emergency notification device (150) can be a system which detects the events that occur in a predetermined region or regions. The emergency notification device (150) can be a device which generates signal related to emergency conditions which occur at a specific region and which belong to government or non-governmental organizations. In an exemplary embodiment, the emergency notification device (150) can be a device which draws data from the database of the system which has a seismic network. In this embodiment, the emergency notification device (150) generates signal to the broadcast control unit (110) in case an earthquake occurs which has an intensity that is bigger than a predetermined threshold value. A content related to earthquake that occurs in this manner is transmitted to the devices of the persons who exist at a region where earthquake occurs. In another exemplary embodiment, the emergency notification device (150) can be a device associated with the emergency database of an institution or organization that belongs to a ministry of the government. In this embodiment, the emergency notification device (150) can be a device that draws data from the database of ministry of forestry. In this manner, a content, which is related to a fire that occurs, is transmitted to the devices of the persons who exist at the region where fire occurs.
In a possible embodiment of the invention, the central broadcast controller (100) is embodied to provide adding of base station controllers (160) in a modular manner. Here, said modular adding process is realized by means of ports that have communication standard that is compliant to the base station controller (160) of the central broadcast controller (100). In this manner, the coverage areas of base stations (170) related to the base station controller (160) are included in the cellular broadcast system (10). Thus, the coverage area of the cellular broadcast system (10) is expanded. Moreover, the base stations and the base station controllers (160) which realize communication at different frequency channels are added to the cellular broadcast system (10). Thus, the content broadcast is transmitted to the devices that are in connection to the base stations (170) which communicate at different frequency channels.
In a possible embodiment of the invention, the base station controller (160) and the base stations (170) are the 2G base station controller (161 ) and the 2G base station (171) for realizing content broadcast to the devices that are suitable for 2G communication. In a possible embodiment, the base station controller (160) and the base stations (170) are the 3G base station controller (162) and the 3G base station (172) for realizing content broadcast to the devices that are suitable for 3G communication. In a possible embodiment, the base station controller (160) and the base stations (170) are the 4G base station controller (163) and the 4G base station (173) for realizing content broadcast to the devices that are suitable for 4G communication. In a possible embodiment, the base station controller (160) and the base stations (170) are the 5G base station controller (164) and the 5G base station (174) for realizing content broadcast to the devices that are suitable for 5G communication.
In a preferred embodiment of the invention, the cellular broadcast system (10) comprises at least one base station controller (160) and base stations (170) that are suitable for realizing 2G communication for realizing content broadcast to the devices that are suitable for 2G communication; at least one base station controller (160) and base stations (170) that are suitable for realizing 3G communication for realizing content broadcast to the devices that are suitable for 3G communication; at least one base station controller (160) and base stations (170) that are suitable for realizing 4G communication for realizing content broadcast to the devices that are suitable for 4G communication; at least one base station controller (160) and base stations (170) that are suitable for realizing 5G communication for realizing content broadcast to the devices that are suitable for 5G communication. In this manner, content broadcast is realized to the devices that are in connection with the 2G, 3G, 4G and 5G base stations (170).
In a possible embodiment of the invention, the cellular broadcast system (10) is configured to realize communication that is compliant to 3GPP and ATIS communication standards and CMAS EU-ALERT regulations.
In an exemplary usage scenario of the invention, position-based advertisement is sent to the users who exist at a geographical region (for instance, Istanbul Taksim region, Shopping Center, etc.) determined by a social media network manager by means of the cellular broadcast system (10). In an exemplary usage scenario of the invention, instant message is sent to group members who exist at a region by forming groups in a geographical region determined by a group manager, who exists in instant messaging applications, by means of the cellular broadcast system (10).
In an exemplary usage scenario of the invention, message is sent to the workers, who exist at a specific geographical region of a specific campus (or of the factory), by the network manager by means of the cellular broadcast system (10) setup in said campus (or in said factory).
In an exemplary usage scenario of the invention, message, which is in the field of public safety and emergency management, is sent to the polices, who exist in the geographical region where loss and kidnapping of children takes place, by means of the cellular broadcast system (10).
In an exemplary usage scenario of the invention, message, which is about a condition like power cut (or water cut) which is going to occur at a specific region, is sent to the devices, that exist in the related region, by means of the cellular broadcast system (10).
The protection scope of the present invention is set forth in the annexed claims and cannot be restricted to the illustrative disclosures given above, under the detailed description. It is because a person skilled in the relevant art can obviously produce similar embodiments under the light of the foregoing disclosures, without departing from the main principles of the present invention.

Claims

1. The present invention is a cellular broadcast system (10) comprising pluralities of base stations (170) having antennas for transmitting and receiving radio signals and where each one of said base stations (170) is allocated for providing service to the determined geographical region; at least one base station controller (160) for controlling allocation of frequency channels of said base stations (170); a central broadcast controller (100) for controlling a content broadcast to the devices, that exist in the predetermined geographical region, by means of said base station controller (160), wherein the subject matter cellular broadcast system (10) comprises a mobile operator database (130) associated with said central broadcast controller (100) and comprising the data related to cellular broadcast networks of mobile operators which already provide cellular broadcast service; a database (120) associated with the central broadcast controller (100) and comprising predetermined target geographical regions and predetermined content broadcasts; a content creator (140) configured to provide selection of a target geographical region by a user and formation of the content of said content broadcast; and a broadcast control unit (110) configured to control access of said user to the central broadcast controller (100) for realizing a content broadcast by means of said content creator (140).
2. The cellular broadcast system (10) according to claim 1 , wherein the central broadcast controller (100) is embodied to provide adding of base station controllers (160), which communicate at different frequency channels, in a modular manner.
3. The cellular broadcast system (10) according to claim 1 , wherein said database (120) comprises information of base stations (170) and the coverage area information of base stations (170).
4. The cellular broadcast system (10) according to claim 1 , wherein said content creator (140) is configured to provide access of the user to predetermined target geographical regions and to predetermined content broadcasts in a selectable manner by means of the database (120).

The cellular broadcast system (10) according to claim 1 , wherein said content creator (140) is configured to provide the time information related to content broadcast to the broadcast control unit (110); the broadcast control unit (110) is configured to realize the related content broadcast in the related time by means of the central broadcast controller (100). The cellular broadcast system (10) according to claim 1 , wherein the subject matter cellular broadcast system (10) comprises an emergency notification device (150) in a manner transmitting the region and emergency information, related to the emergency that occurs at a specific region, to the broadcast control unit (110); the broadcast control unit (110) is configured to realize a content broadcast, that includes the emergency information, in the region where the information is received from said emergency notification device (150) by means of the central broadcast controller (100). The cellular broadcast system (10) according to claim 1 , wherein the central broadcast controller (100) is configured to transmit a cellular broadcast demand to said mobile operator database (130) based on target geographical region information received from the broadcast control unit (110). The cellular broadcast system (10) according to claim 1 , wherein the base station controller (160) and the base stations (170) are 2G base station controller (161) and 2G base station (171) for realizing content broadcast to the devices that are suitable for realizing 2G communication. The cellular broadcast system (10) according to claim 1 , wherein the base station controller (160) and the base stations (170) are 3G base station controller (162) and 3G base station (172) for realizing content broadcast to the devices that are suitable for realizing 3G communication. The cellular broadcast system (10) according to claim 1 , wherein the base station controller (160) and the base stations (170) are 4G base station controller (163) and 4G base station (173) for realizing content broadcast to the devices that are suitable for realizing 4G communication. The cellular broadcast system (10) according to claim 1 , wherein the base station controller (160) and the base stations (170) are 5G base station controller (164) and 5G base station (174) for realizing content broadcast to the devices that are suitable for realizing 5G communication.
12. The cellular broadcast system (10) according to claim 1 , wherein at least two base station controllers (160) are provided which communicate at different frequency channels. 13. The cellular broadcast system (10) according to claim 12, wherein the subject matter cellular broadcast system (10) comprises at least one base station controller (160) and base stations (170) which are suitable for realizing 2G communication in order to realize content broadcast to devices which are suitable for 2G communication; at least one base station controller (160) and base stations (170) which are suitable for realizing 3G communication in order to realize content broadcast to devices which are suitable for 3G communication; at least one base station controller (160) and base stations (170) which are suitable for realizing 4G communication in order to realize content broadcast to devices which are suitable for 4G communication; at least one base station controller (160) and base stations (170) which are suitable for realizing 5G communication in order to realize content broadcast to devices which are suitable for 5G communication.
