Construction companies, electric companies and companies like Telefónica have become objects of desire for those who steal this valuable metal to sell it in junkyards and earn “a few fights a day”, as indicated by J.A.L, a 41-year-old resident of Almería who He has been in this job for almost four years.

"I leave my house first thing in the morning and pick up everything I find on the street, but I admit that sometimes I also go out with my car at night to look for metal to sell it the next day," he said. Telefónica warns that around 25% of copper cable thefts are registered in Andalusia, specifically in Seville, Málaga and Almería, in the same order. They have gone from theft to citizen insecurity. Last year the company registered more than 35 incidents in the province of Almén in just three months, specifically in the municipalities of Roquetas de Mar (in Las Marinas), in La Mojonera, in Adra and in El Ejido.

The Civil Guard has arrested 15 thieves of this metal, but the difficulty in obtaining the necessary evidence to convict them makes their release very fast. Even so, the trickle of arrests is incessant and most have prior records for the same cause. Any piece that has copper is valid, but of course, the more you collect, the more you earn. In two years, the Civil Guard has recovered more than 4,000 kilos of metal stolen from farms, companies, private homes or power lines. In the case of railway robberies, the main fear lies in the possibility of derailments or accidents that compromise the lives of users. Among the stolen items, heles, plates, screws and fasteners stand out.

During the closure of the railway to Heredia, as a result of a landslide in Santa Rosa de Santo Domingo, the vandals stole 345 devices to hold the tracks. The absence of these pieces reduces the safe movement of units.

The Judicial Investigation Agency (OIJ) warned about the serious consequences that the theft of telephone cables is generating in the country, a crime that grows exponentially with the passing of the months. So far this year, there have already been more than 120 complaints for this type of situation, the majority in San José, Guanacaste and the northern zone. It is even estimated that the economic damage amounts to 01500 million in less than five months.

Dowglas Rodríguez, deputy chief of the OIJ Theft Section, commented that cable theft has severely affected services that require connectivity during the pandemic.

The investigator also explained that not only common crime is dedicated to carrying out this type of robbery. Organized crime has a whole structure to steal cable, posing as officials of the Costa Rican Electricity Institute (ICE).

Rural or remote areas of the Greater Metropolitan Area (GAM) are the most affected by this type of crime. Therefore, the OIJ calls for the reporting of suspicious activities.

Most of the gangs dedicated to cable theft operate at night and early morning, while the ICE gangs usually work during the day. Copper cable is highly valued in Asia, while locally it is sold in a collection center.

The data from the Investigative Police, processed at its National Criminal Analysis Center, reveal a sharp increase in the amount of this metal that was stolen in 2020 compared to the previous year. In addition, according to information from the National Headquarters for Robberies and Criminal Focus (Jenacrof), there is a shift in this crime from the north to the central area of the country.

Copper theft is a crime that is present in different regions of the country. Criminal organizations dedicated to this business obtain high profits. In fact, although between 2019 and 2020 the total number of decrees received by the robbery brigades at the national level decreased from 31 to 18, the amount of metal seized and recovered went from 128.6 to 257,000 tons.

The national chief of Robbery and Criminal Focus, prefect inspector Jorge Sánchez, assures that the theft of this mineral is associated with crimes such as robbery with intimidation, money laundering and smuggling. He then specifies that his modus operandi varies according to the area in which he is presented: "The modalities are different due to the geographical conditions of the territory, and in recent years it has moved towards the central zone, when before the northern zone was the one that led the cases. Authorities have said the theft of copper wire has increased due to its high market value.

Three young men were detained by the authorities on suspicion of stealing 450 meters of copper cable.

The subjects were identified with the last names Galeano, 23 years old; Flores, 21, and German, 19.

According to the press office of the Ministry of Public Security, the suspects were close to filling their pockets with good money, since the cable that was apparently stolen has a value of 02,315,000.

According to Dowglas Rodríguez, deputy chief of the Theft Section of the Judicial Investigation Agency (OIJ), several gangs have been identified that usually operate in an organized manner in rural areas, while in San José and other populated areas, private criminals prevail.

"Even if three meters of cable are stolen, the cost is enormous for the country," said Rodríguez, arguing that there are many "ant" thefts in areas such as the Don Bosco neighborhood and other points in the Greater Metropolitan Area.

The northern zone, Guanacaste, Puntarenas and the western region (Garabito, Parrita, Quepos) generate 60% of cable thefts, while in San José, Cartago, Limón and the brunca region, the remaining 40% occur.

Many times the offenders are drug addicts who come to places where they sell copper from the cable to maintain their addiction.

Although the Public Force captured for more than a year in Sardinal de Parrita a group of people with 250 kilos of copper, apparently extracted from ICE cable, so far the case has not been brought to trial.

The Prosecutor's Office reported that, against Castillo Urrutia, two brothers with the surnames Castillo Sosa and other subjects with the surnames Marín Zúñiga and Ríos Centeno, "the file is advancing in the investigation, in the evidence collection and analysis stage."

In the North Zone, Guanacaste, Puntarenas and the West is where more crimes of this type are committed.

According to data from the OIJ, these areas account for 60% of the total economic impact.

As these are remote places, criminals find it easier to steal the cable, since they do so in places where there is a considerable distance between houses or businesses and that makes detection difficult.

"It is not a single gang that operates, there are several that are dedicating themselves to this," the authorities acknowledge.

In previous years this crime was decreasing, but since last year and in this 2021 it grew again.

The pandemic has made it easier for gangs to operate because most of the time they do it at night or early in the morning. “The previous years we were at a downward level, but last year it went up and this year we are going up. If we don't rip off the belt, the numbers could be higher than last year," the agent mentioned.

The deputy chief of the theft section says that there is a worldwide demand for copper and that this type of crime is growing.

"In Asia they are buying it at a good price and there is a high demand," said Rodríguez.

So far this year there have been 52 cases in San José, followed by Guanacaste with 40 cases and then the North Zone with 32 cases.

How can I identify a suspected cable theft?

The simplest is to see a person climbed on a pole, in a place without lighting, who sometimes do not use stairs, and who generally do it at night or early in the morning. Also, you can see people with a truck without labeling, without license plates, and with people without any identification who wind up the cable and put it in the truck.

No ordinary and regular work has these characteristics, on the contrary, the personnel is identified, all with the same uniform, with reflective vests, labeled trucks, etc.; And even if the event happens during the day, and the complainant has doubts about whether the suspect is part of the ICE crew or not, the complaint must still be made and trained personnel travel to the place to verify.

Man must discount sentence in house arrest for cable theft

The most recent cases touch the International Airport of Las Américas, the Cabral y Báez Regional Hospital and the Port of Barahona and reminds us of several events of this type that have been happening in the country since previous years, of which there are some that could face penalties for terrorism.
