Description
DIGITAL SERVICE SYSTEM FOR PRISONERS
The Field of the Invention
The invention relates to a system allowing prisoners to perform their basic operations in digital medium and easily without need for leaving dormitory and getting any help from personnel from consoles located in dormitories to offer service for prisoner citizens in order to enable prisoners in prisons and execution facilities in digital medium by applications and technological facilities.
Background of the Invention
The application in the related art is in general an entirety of integration. The process proceeds from end to end through involvement of several stakeholders and process is continued and completed based an outputs from the stakeholders. Prisoners information from UYAP (National Judiciary Informatics System) is matched with balance details from bank side by tariff module.
Tariff Module:
• Firstly defines the type of search to be made by prisoner according to prisoner type from prisoner information. May only make audio or audio and video call.
• Determines the minute of call and number of calls that can be made in light of information received from UYAP.
• Balance data from bank are maintained.
• If prisoner has right to make call, calculates when call starts and based on made call in case of video call.
• This value is calculated with balance from bank and in case it is adequate, call is started.
• If call lasts less than call right that prisoner is entitled to, calculates part of not used and returns it to bank.
• If prisoner has audio call right and intends to start, it calculates tariff price per second based on break downs based on tariff calculation categories such as domestic call, long distance call, GSM, abroad fixed line, abroad GSM call.
Conducts calculation based on prisoner’s right to call and makes comparison to bank balance and process is continued as in video call.
• Comprises deep algorithms as other points are managed via values received from stakeholders in the application.
Due to calculations errors, inability to make calculation due to incomplete information from stakeholders and right losses arising from disconnections encountered at service level, problems such as balance errors are experienced.
In the related art, an application numbered TR2020/06647 relates to an online communication system used for communication of prisoners and their relatives in prisons. The application particularly relates to an online communication system and method used for communication of prisoners at prisons with their relatives and enabling a person wishing to write letter to write it from UYAP citizen portal or a common platform to be specified or an e-mail system to be created by means of login by use of his/her personal details and to send the letter immediately online to prison. In said system and method, prisoner can only enters into an interface and write and send letter. The application does not disclose audio and video calls or other online operations that can be made by prisoner.
As a result, due to above described disadvantages and inadequacy of existing solutions it has been necessary to make development in the related art.
Purpose of the Invention
The invention has been developed with inspiration from existing situation and aims to eliminate the above mentioned disadvantages.
Calculation errors and incomplete information issues are solved by step by step proceeding as a result of one to one tests with stakeholders, and thus approval of all stakeholders is received.
The prisoner could start a new call without giving call time periods or balance details to stakeholders as a result of disconnections experienced at service level. And this results in calls by prisoners more than what they are entitled to or going into minus balance
during test stage. With the development made in service layer, after submission at each service unless successful reply is received, restriction is put onto calls by prisoner.
Also under the invention, after completion of a call by a prisoner, the UYAP is asked the question of “call numbered y lasted x seconds, did you receive this information?” and the response is requested. After successful answer, prisoner call duration is questioned in UYAP again and if she/he has right for call, that call is allowed. Similarly, the bank is also asked “call numbered y cost x TL, is it reduced from balance?" and reply is requested. In unsuccessful cases, application conducts re-service call for call numbered y and provides submission of unsent data.
The structural and characteristic features and all advantages of the invention will be understood better in the figures given below and the detailed description by reference to the figures. Therefore, the assessment should be made based on the figures and taking into account the detailed descriptions.

Detailed Description of the Invention
In this detailed description, the preferred embodiments of the invention have been described in a manner not forming any restrictive effect and only for purpose of better understanding of the matter.
The invention relates a system enabling prisoners at prisons and arrest houses to conduct their operations in digital medium by applications, technological facilities. Under the system scope, consoles (8) are placed in the areas where prisoners are. Preferably, the consoles (8) are placed in a cabin (9). Console (8) comprises a touch screen (1), preferably 17” where prisoners can select the operations desired to be conducted, a camera (2) conducting identity authentication and activated during video call, and a telephone (5) used for audio-video call. Console (8) has a control card (7) comprising a processor (4) and controlling equipment in the console (8), giving operation authorization according to prisoner initiating access and/or directing to central management unit.
For login a console (8) located therein a prisoner can be verified by a camera (2) or finger can be read to fingerprint reader (3) on console (8). Prisoner accessing the system can select one of the following processes/operations in the touch screen (1) and perform it.
• Prisoner’s Fingerprint, Face Reading and Verification
• Prisoner Video and Audio Call Processes
• Dormitory attendance Check Procedures
• Prisoner Operation Payments Integrations
• Canteen Order Operations
• Petition Management
• E-Letter Management Procedures
• E-Library Request Management
• E-Physician Appointment and Video Call Management
• Ministry Communication Application
When prisoner wishes to make audio/video call, connection is made through a mobile application installed on the called person’s device. Central management unit
establishing this connection is the unit realizing and managing operation requests coming from control card (7).
In a preferred embodiment of the invention, console (8) has a speaker (6) where announces from central management unit are heard.
By use of said system, the followings are also made.
• During call, weapon (pistol, knife, etc.) objects can be detected in real time and/or from past records and alarm can be produced.
• In case of written message is given by prisoner or prisoner’s relatives during call, detection in real time and/or by searching past records can be made and alarm can be produced.
• In case of abnormal behaviour by prisoner or prisoner’s relatives during call, detection in real time and/or by searching past records can be made and alarm can be produced.
• By means of identity verification based on sound signals, detection of unauthorized persons in real time and/or by searching past records can be made and alarm can be produced.
• During calls, language of talks is automatically detected and converted into text and Named Entity Recognition - NER, Dependency Parsing - DP and other natural language process techniques are used to detect events such as threats, illegal information disclose in real time and/or by searching past records, and alarm can be produced.
• Considering particularly illiterate prisoners, text to speech and speech to text functions can be integrated into petition, e-letter, e-library and similar functions.

CLAIMS A system enabling prisoners to conduct operations in digital medium and characterized by comprising;
• at least a console (8) located in place where prisoners are,
• the console (8) containing followings; o a touch screen (1 ) where prisoner can select operation she/he desires to make, o a camera (2) conducting identity verification and activated during video call, o a telephone (5) used for video/audio call, o a control card (7) comprising a processor (4) and controlling equipment in the console (8), giving operation authorization according to prisoner initiating access and/or directing to central management unit,
• mobile application installed on device of person to be called for video or audio call,
• central management unit conducting and managing operation requests from control card (7). The system according to claim 1 , characterized in that; the said operations are video/audio call, dormitory attendance, payments for operations, canteen orders, petition management, e-letter management, e-library request, e-physician appointment, ministry communication procedures. The system according to claim 1 , characterized by comprising; a cabin (9) wherein said console (8) is located. The system according to claim 1 , characterized by comprising; a fingerprint reader (3) located on the console (8) and used for access to operation interface. The system according to claim 1 , characterized by comprising; a speaker (6) located on the console (8) and used for giving announcements from central management unit.
7 The system according to claim 1 , characterized by comprising; a processor (4) detecting speaking language during speaking and converting into text. The system according to claim 1 , characterized by comprising; the said processor (4) recording sounds and video during talk.
