D'une manière générale, divers aspects de la présente divulgation se rapportent à la communication sans fil. Selon certains aspects, un équipement utilisateur (UE) peut déterminer si l'UE a transmis un rapport de mesure sur la base, au moins en partie, d'un premier module d'informations d'abonné (SIM) de l'UE étant fixé à une première cellule et la fixation d'un second SIM de l'UE à une seconde cellule étant initiée. L'UE peut effectuer une procédure de détachement et de rattachement sur la base, au moins en partie, de la détermination du fait que l'UE n'a pas transmis le rapport de mesure. La divulgation concerne également de nombreux autres aspects.
