- the DPB update process may be referred to as DPB management. Since the decoded picture may be used as a reference picture of inter prediction, the decoded picture may be basically input to the DPB. And, the DPB may be updated prior to decoding of the current picture. Updating the DPB may mean, for example, removing the decoded picture(s) from the DPB. For example, pictures that are no longer used as reference pictures among decoded pictures stored in the DPB and pictures that have already been output (displayed) may be removed from the DPB.
- the image encoding apparatus may encode image/video information including information related to the DPB parameter ( S1030 ).

- vps_num_dpb_params may be signaled based on the value of each_layer_is_an_ols_flag. That is, vps_num_dpb_params may be signaled on condition of each_layer_is_an_ols_flag instead of being signaled on condition of vps_all_independent_layers_flag. each_layer_is_an_ols_flag may be signaled prior to syntax element(s) for checking each_layer_is_an_ols_flag as a signaling condition.
- each_layer_is_an_ols_flag may be included and signaled in the VPS() syntax structure.
- the image decoding apparatus may obtain (parse) each_layer_is_an_ols_flag from the VPS( ) syntax structure.

- both vps_num_dpb_params and vps_num_dpb_params_minus1 may have a value of 0 or more.
- the reason for signaling vps_num_dpb_params_minus1 instead of vps_num_dpb_params is to avoid an error that may occur when vps_num_dpb_params having a value of 0 is transmitted despite the presence of a DPB parameter in the VPS.
- the number of DPB parameters when there are DPB parameters in the VPS, the number of DPB parameters must be 1 or more, and thus signaling efficiency and accuracy can be improved by signaling vps_num_dpb_params_minus1 having a value of 0 or more. Therefore, as in the example of FIG. 13 , when vps_num_dpb_params_minus1 is signaled, the number of DPB parameters may be derived as a value of vps_num_dpb_params_minus1+1. When vps_num_dpb_params and/or vps_num_dpb_params_minus1 do not exist in the bitstream, the number of DPB parameters in the VPS may be inferred to be 0.
- VpsNumDpbParams the number of DPB parameters (VpsNumDpbParams) is derived based on vps_num_dpb_params_minus1, and subsequent DPB related parameters may be signaled only when VpsNumDpbParams is greater than 0.
- each_layer_is_an_ols_flag is 0, and therefore, the DPB parameter in the VPS can be signaled only when VpsNumDpbParams is greater than 0.
- each_layer_is_an_ols_flag is 1, and therefore, when VpsNumDpbParams is derived to 0, signaling of the DPB parameter in the VPS may be omitted (skipped).

- each layer is an OLS
- signaling of the DPB parameter in the VPS may be omitted (skipped).
- each_layer_is_an_ols_flag may be checked as a signaling condition of a DPB parameter, such as information on the number of DPB parameters in the VPS.
