提供一种解码方法、解码器和解码系统。该解码方法包括:获取当前质量分层的码流的数据包;对所述数据包的包头中的第一码块的层LYR编码进行解码,确定所述质量分层是否为所述第一码块的第一层,所述第一码块的LYR编码为所述第一码块在所述质量分层的包含信息的编码;若所述质量分层为所述第一码块的第一层,对所述数据包的包头中所述第一码块的零比特平面ZBP编码进行解码,确定所述第一码块的ZBP信息。
