Abstract
The invention discloses an electronic registration system which includes electronic means having input means for submitting documents and/or data required for building works; and a computer system having a data storage means adapted to store and/or review the documents and/or data required for building works and adapted to submit these documents and/or data to relevant building authorities. The invention also extends to an electronic registration method which includes the steps of submitting documents and/or data required for building works via electronic means having input means; and of storing and/or reviewing the documents and/or data required for building works via a computer system having a data storage means; and of submitting these documents and/or data to relevant building authorities.
Description
ELECTRONIC REGISTRATION SYSTEM
FIELD OF INVENTION
The present invention relates to an electronic registration system.
More particularly, the present invention relates to an electronic registration system for submitting documents and data to relevant building authorities.
BACKGROUND TO INVENTION
The National Home Builders Registration Council (NHBRC) is a South African regulatory body of the home building industry. It was established in 1998 in accordance with the provisions of the Housing Consumers Protection Measures Act, 1998 (Act No. 95 of 1998) and their mandate is to protect the interests of housing consumers and to ensure that builders comply with the prescribed building industry standards as contained in the Home Building Manual.
Their goal is to assist and protect housing consumers from any unscrupulous home builders who deliver substandard houses, bad workmanship and poor quality material.
Consumers thus need to ensure that their builder is registered and certified by the NHBRC. Any person who is involved in the business of building homes is required by law to register with them and failure to do so constitutes a criminal offence punishable by law. The NHBRC certifies builders who meet the prescribed industry standards criteria in terms of technical competence, construction experience and financial capability.
The Act also requires all new homes to be enrolled with the NHBRC at least 15 days prior to construction to protect against poor building practices. NHBRC have building quality inspectors who inspect the construction work to ensure that it is not exposed to structural failure.
Although advantageous the paperwork to ensure that the above certification and quality controls are done correctly and expeditiously are cumbersome with the result that they are not completed in time and often incorrectly.
It is an object of the invention to disclose an electronic registration system adapted to overcome the aforementioned problems.
SUMMARY OF INVENTION
According to the invention, an electronic registration system includes a) electronic means having input means for submitting documents and/or data required for building works; and
b) a computer system having a data storage means adapted to store and/or review the documents and/or data required for building works and adapted to submit these documents and/or data to relevant building authorities.
Also according to the invention, an electronic registration method includes the steps a) of submitting documents and/or data required for building works via electronic means having input means; and
b) of storing and/or reviewing the documents and/or data required for building works via a computer system having a data storage means; and
c) of submitting these documents and/or data to relevant building authorities.
The document and/or data required for building works may be required for the NHBRC and/or Municipality.
The documents and/or date required for building works may include at least one of the following:
(a) NHBRC Builders registration,
(b) Renewal of Builders Registration,
(c) NHBRC Home Enrolment(EF003),
(d) NHBRC Late Home Enrolment,
(e) Form B1 ,
(f) Form D1 ,
(g) Change in Soils Classification,
(h) Inspection request and certifications,
(i) Rational Designs for NHBRC purposes,
(j) Dealing with NHBRC Notices of Non- Compliances, and
(k) Form 1 , 2, 3 and 4, which is to be submitted to municipalities in terms of Regulation A19 of the National Building Regulations.
The electronic means may include a website and/or a smartphone or similar electronic device.
The electronic means and/or input means may include a software program and/or an App downloadable from the Internet.
The electronic registration system may include communication means to submit the documents and/or data and communicate with the NHBRC and/or municipality.
The electronic registration system may be operated by means of a back-office operators.
Specific documents may be printed and delivered manually to the NHBRC and/or municipality.
The delivering of documents to and from the NHBRC and/or municipality may be done by courier by either the back-office operators and/or the party enrolling a home.
The submitting of documents and/or data required for building works may be done electronically and/or manually at selected institutions.
The selected institutions may include financial institutions, banks, retail chain stores, insurance, post offices, postal stores, courier institutions, hardware stores and/or suppliers of building materials.
Certain documents and/or data required for building works may be delivered directly from the selected institution to the NHBRC and/or municipality and/or relevant competent person.
As part of the service, the institutions may provide building materials, building loans, home loans, and/or insurance in relation to the building works.
DETAILED DESCRIPTION OF INVENTION
The invention will now be described by way of example.
According to the invention, there is disclosed an electronic registration system which includes electronic means having input means for submitting documents and/or data required for building works; and a computer system having a data storage means adapted to store and/or review the documents and/or data required for building works and adapted to submit these documents and/or data to relevant building authorities.
The system thus provides for an electronic registration method includes the steps of submitting documents and/or data required for building works via electronic means having input means; and of storing and/or reviewing the documents and/or data required for building works via a computer system having a data storage means; and of submitting these documents and/or data to relevant building authorities.
The document and/or data required for building works may be required for the NHBRC and/or Municipality.
The documents and/or date required for building works include at least one of the following:
(a) NHBRC Builders registration,
(b) Renewal of Builders Registration,
(c) NHBRC Home Enrolment(EF003),
(d) NHBRC Late Home Enrolment,
(e) Form B1 ,
(f) Form D1 ,
(g) Change in Soils Classification,
(h) Inspection request and certifications,
(i) Rational Designs for NHBRC purposes,
(j) Dealing with NHBRC Notices of Non- Compliances, and
(k) Form 1 , 2, 3 and 4, which is to be submitted to municipalities in terms of Regulation A19 of the National Building Regulations.
The electronic means includes a website and/or a smartphone or similar electronic device.
The electronic means and/or input means includes a software program and/or an App downloadable from the Internet.
The electronic registration system includes communication means to submit the documents and/or data and communicate with the NHBRC and/or municipality and/or relevant competent person.
The electronic registration system is operated by means of a back-office operators.

Claims
1. An electronic registration system, which includes
(a) electronic means having input means for submitting documents and/or data required for building works; and
(b) a computer system having a data storage means adapted to store and/or review the documents and/or data required for building works and adapted to submit these documents and/or data to relevant building authorities.
2. A system as claimed in claim 1 , in which the document and/or data required for building works is required for the NHBRC and/or Municipality.
3. A system as claimed in claim 1 or claim 2, in which the documents and/or date required for building works include at least one of the following:
(a) NHBRC Builders registration,
(b) Renewal of Builders Registration,
(c) NHBRC Home Enrolment(EF003),
(d) NHBRC Late Home Enrolment,
(e) Form B1 ,
(f) Form D1 ,
(g) Change in Soils Classification,
(h) Inspection request and certifications,
(i) Rational Designs for NHBRC purposes,
(j) Dealing with NHBRC Notices of Non- Compliances, and
(k) Form 1 , 2, 3 and 4, which is to be submitted to municipalities in terms of Regulation A19 of the National Building Regulations.
4. A system as claimed in any one of the preceding claims, in which the electronic means includes a website and/or a smartphone or similar electronic device.
5. A system as claimed in any one of the preceding claims, in which the electronic means and/or input means includes a software program and/or an App downloadable from the Internet.
6. A system as claimed in any one of the preceding claims, which includes communication means to submit the documents and/or data and communicate with the NHBRC and/or municipality.
7. A system as claimed in any one of the preceding claims, which is adapted to be operated by means of a back-office operators.
8. A system as claimed in any one of the preceding claims, in which specific documents are printed and delivered manually to the NHBRC and/or municipality.
9. A system as claimed in any one of the preceding claims, in which delivering of documents to and from the NHBRC and/or municipality are done by courier by either the back-office operators and/or the party enrolling a home.
10. A system as claimed in any one of the preceding claims, in which submitting of documents and/or data required for building works are done electronically and/or manually at selected institutions.
1 1. A system as claimed in claim 10, in which the selected institutions include financial institutions, banks, retail chain stores, insurance, post offices, postal stores, courier institutions, hardware stores and/or suppliers of building materials.
12. A system as claimed in claim 10 or claim 1 1 , in which certain documents and/or data required for building works are delivered directly from the selected institution to the NHBRC and/or municipality and/or relevant competent person.
13. A system as claimed in any one of claims 10 to 12, in which the institutions provide building materials, building loans, home loans, and/or insurance in relation to the building works.
14. An electronic registration method includes the steps
(a) of submitting documents and/or data required for building works via electronic means having input means; and
(b) of storing and/or reviewing the documents and/or data required for building works via a computer system having a data storage means; and
(c) of submitting these documents and/or data to relevant building authorities.
15. A method as claimed in claim 14, in which the document and/or data required for building works is required for the NHBRC and/or Municipality.
16. A method as claimed in claim 14 or claim 15, in which the documents and/or date required for building works include at least one of the following:
(a) NHBRC Builders registration,
(b) Renewal of Builders Registration,
(c) NHBRC Home Enrolment(EF003),
(d) NHBRC Late Home Enrolment,
(e) Form B1 ,
(f) Form D1 ,
(g) Change in Soils Classification,
(h) Inspection request and certifications,
(i) Rational Designs for NHBRC purposes,
(j) Dealing with NHBRC Notices of Non- Compliances, and
(k) Form 1 , 2, 3 and 4, which is to be submitted to municipalities in terms of Regulation A19 of the National Building Regulations.
17. A method as claimed in any one of claims 14 to 16, in which the electronic means includes a website and/or a smartphone or similar electronic device.
18. A method as claimed in any one of claims 14 to 17, in which the electronic means and/or input means includes a software program and/or an App downloadable from the Internet.
19. A method as claimed in any one of claims 14 to 18, which includes communication means to submit the documents and/or data and communicate with the NHBRC and/or municipality.
20. A method as claimed in any one of claims 14 to 19, which is adapted to be operated by means of a back-office operators.
21 . A method as claimed in any one of claims 14 to 20, in which specific documents are printed and delivered manually to the NHBRC and/or municipality.
22. A method as claimed in any one of claims 14 to 21 , in which delivering of documents to and from the NHBRC and/or municipality are done by courier by either the back-office operators and/or the party enrolling a home.
23. A method as claimed in any one of claims 14 to 22, in which submitting of documents and/or data required for building works are done electronically and/or manually at selected institutions.
24. A method as claimed in claims 23, in which the selected institutions include financial institutions, banks, retail chain stores, insurance, post offices, postal stores, courier institutions, hardware stores and/or suppliers of building materials.
25. A method as claimed in claim 23 or claim 24, in which certain documents and/or data required for building works are delivered directly from the selected institution to the NHBRC and/or municipality and/or relevant competent person.
26. A method as claimed in any one of claims 23 to 25, in which the institutions provide building materials, building loans, home loans, and/or insurance in relation to the building works.
27. An electronic registration system substantially as hereinbefore described.
28. An electronic registration method substantially as hereinbefore described.
