Abstract

Provided are a random access method and terminal, and a network device. The method comprises: the terminal receiving indication information sent by the network device, and the indication information being used for indicating load information of a candidate random access resource; the terminal selecting a target random access resource according to the indication information; and the terminal initiating a random access process by using the target random access resource. By means of the invention, selecting a random access resource to initiate a random access process according to a load condition of a candidate random access resource is realized, thereby reducing the time delay of random access as much as possible.
