La présente invention concerne un procédé et un système de planification des ressources basés sur un système AMRT, le procédé consistant à : acquérir des exigences de ressources de transmission d'informations de chaque dispositif terminal dans un système AMRT, les exigences de ressources de transmission d'informations comprenant des exigences de ressources pour envoyer des informations de premier niveau et des exigences de ressources pour envoyer des informations de second niveau, les informations de premier niveau étant des informations comprenant des données, et les informations de second niveau étant des informations de commande ; sur la base de la priorité et des exigences de ressources de transmission d'informations de chaque dispositif terminal, déterminer le type de chaque dispositif terminal dans l'ordre de priorité de haut à bas ; et, sur la base du type de chaque dispositif terminal, planifier et attribuer des ressources en créneaux temporels pour chaque dispositif terminal. La présente invention garantit qu'autant de dispositifs terminaux que possible exécutent une transmission de d'informations, ce qui permet d'améliorer le débit du système AMRT, et assure la transmission des informations de données des dispositifs terminaux lorsque les ressources sont insuffisantes ou des conditions de canal ne sont pas bonnes, ce qui permet d'améliorer l'utilisation des ressources réseau.
