背景技术
目前,在多级别的管理过程中,针对不同级别的岗位,通过明确责任清单,具体化了各岗位的职责要求。由于责任清单中有一部分是该岗位执行的主体责任,另一部分是该岗位监管或监督下级岗位的监管责任,而监管责任需要通过下一级或下几级的主体责任来落实执行,所以责任监管线比较长,而且还会涉及到多个单位或部门,导致监管难度加大,以及对主体责任有效验证的难度加大。
目前定义的责任清单是以岗位职责或法规的方式来定义,很难通过计算机来直接执行,需要分解成信息化可以执行并记录的数据流程,以便将执行和评估结果登记到相应的台账中,否则很难将日常工作记录完整。
所以,目前的责任监管比较模糊,执行很难被跟踪、量化,也导致了常规责任管理的效果不理想。
发明内容
本发明的目的在于针对现有技术的不足,提供一种责任的区块链管理方法。
本发明的目的是通过以下技术方案实现的:一种责任的区块链管理方法,该方法包括:将包含所有责任项目的责任清单,以及每个责任项目的工作规程登记到区块链,并对清单中的每一个责任项目设置一个唯一的ID。
每个节点建立本地责任列表和多个关联责任列表,其中本地责任列表包含主体责任项目和监管责任项目,以及对应的ID,每个关联责任列表对应于所述本地责任列表中记载的一个责任项目,记录与该责任项目关联的责任项目,以及对应的ID;针对本地责任列表中的主体责任项目,其关联责任项目为监管本节点的上一级节点的监管责任项目,针对本地列表中的监管责任项目,其关联责任项目为受本地节点监管的下一级节点的主体责任项目。
每个节点针对其本地责任列表包含的责任项目,分别建立评估规则。且每个 节点与用于提醒的终端相连。
各节点实时同步出块节点的最新区块,若最新区块中包含本地责任项目的ID,则通过终端发出提醒。岗位工作人员根据该责任项目的工作规程对事件进行处理,生成事件处理数据包,事件处理数据包中包含关联责任关联项目ID;同时本地节点对事件处理数据包根据评估规则进行评估,评估内容与事件处理数据包一起打包出块,并进行广播。

1.2.4.3要求保卫处再次加强直接监管
一旦有重大隐患,则直接通知学校法人,以上打分,可以对“1.1.4督促开展消防安全检查和重大火灾隐患整改,及时处理涉及消防安全的重大问题;”的监管情况进行评估。先将此条细化:
1.1.4.1督促开展消防安全检查;(自动形成定期督促意见,也可以手动发布)
1.1.4.2对重大火灾隐患进行整改;
1.1.4.3对各方面通报的涉及消防安全的重大问题,进行及时监督处理。
从二级单位、学校消防机构的整改情况中列出重大火灾隐患、重大问题的再次检查情况,并进行汇总。
当临时安排工作、或出现离岗、辞职情况、或岗位合并或撤消的情况时,可以通过注册器对包含所有责任项目的责任清单进行修改;相应的,每个节点根据ID同步修改后的责任项目。
通过以上步骤,通过责任清单,重构了信息处理流程,通过区块链的有效管理,实现了监管的主体责任的层层有效落实,区块链实现了信息的互信和高效认证,同时进行了分值评估,多级多单位的主体责任落实效果得到了有效评估,既实现了主体责任的落实,也实现了监管责任的落实,通过信息化方式,实现了全过程的精确管理。
实例2:城市消防安全责任
责任清单的面比学校更广
有:省、市、区、街道、居委会、网格,并包括各级的自身单位和归属单位,比如高校1属于省教育厅,高校2属于市教育局。
在实例1私有区块链的基础上,引入联盟区块链,让私有区块链做为一个单位整体的情况进行打分,并提交到上一级的联盟区块链中。实现上一级对下一级的有效监管。

Claims (8)

  1. 一种责任的区块链管理方法,其特征在,该方法包括:将包含所有责任项目的责任清单,以及每个责任项目的工作规程登记到区块链,并对清单中的每一个责任项目设置一个唯一的ID;
    每个节点建立本地责任列表和多个关联责任列表,其中本地责任列表包含主体责任项目和监管责任项目,以及对应的ID,每个关联责任列表对应于所述本地责任列表中记载的一个责任项目,记录与该责任项目关联的责任项目,以及对应的ID;针对本地责任列表中的主体责任项目,其关联责任项目为监管本节点的上一级节点的监管责任项目,针对本地列表中的监管责任项目,其关联责任项目为受本地节点监管的下一级节点的主体责任项目;
    每个节点针对其本地责任列表包含的责任项目,分别建立评估规则;且每个节点与用于提醒的终端相连;
    各节点实时同步出块节点的最新区块,若最新区块中包含本地责任项目的ID,则通过终端发出提醒;岗位工作人员根据该责任项目的工作规程对事件进行处理,生成事件处理数据包,事件处理数据包中包含关联责任关联项目ID;同时本地节点对事件处理数据包根据评估规则进行评估,评估内容与事件处理数据包一起打包出块,并进行广播。
  2. 根据权利要求1所述的方法,其特征在于,所述工作规程包含责任项目的时间要求和事件记录要求。
  3. 根据权利要求1所述的方法,其特征在于,一个或多个责任节点为另一个或多个其他的区块链共有。
  4. 根据权利要求1所述的方法,其特征在于,所述包含所有责任项目的责任清单可以通过注册器进行修改,每个节点根据ID同步修改后的责任项目。
  5. 根据权利要求1所述的方法,其特征在于,所述监管责任项目包括对监管对象按照工作规程进行评估。
  6. 根据权利要求1~5任一项所述的方法,其特征在于,所述评估为评分。
  7. 根据权利要求6所述的方法,其特征在于,在创世块时建立一个责任分值表,记录出块时间、出块节点、责任项目和分值,用于统计汇总;每出一个区块,区块的相关信息即录入到责任分值表中。
  8. 根据权利要求7所述的方法,其特征在于,还包括通过所述责任分值表读取多个责任项目的分值,并对这些责任项目的评分进行汇总。
