Claims (6)

  1.  車両の状態を示す状態情報を取得する情報取得部と、
     前記状態情報に基づいて前記車両の異常状態を検出する異常検出部と、
     前記異常検出部が検出した前記異常状態の内容に基づいて、前記車両を管理する管理基地局に前記異常状態を通知するか否かを判定する判定部と、
     前記判定部が前記管理基地局に通知すると判定した前記異常状態を前記管理基地局に送信し、前記判定部が前記管理基地局に通知しないと判定した異常状態を前記車両に通知する異常通知部と、
