Une interface Sy entre une PCRF et un OCS est améliorée de telle sorte que la PCRF puisse obtenir des informations de coût de chaînes de service à partir de l'OCS et déterminer une chaîne de service optimale selon les informations de coût obtenues. La présente invention permet de pallier les insuffisances de l'état de la technique, garantit qu'une chaîne de service utilisée par un utilisateur est optimale en termes de coûts, et économise les coûts pour l'utilisateur. De plus, la présente invention satisfait aux exigences d'un opérateur pour fournir un service de réseau au coût le plus bas en sélectionnant une chaîne de service en fonction d'informations de coût, et met en œuvre la réduction maximale possible des coûts de fonctionnement de réseau, afin d'atteindre l'objectif de rendement maximum de ressources de réseau.
