Abstract

The present invention is basically related to a system (1) for providing enhancements to existing steering of roaming products so that they will be able to sense an early GPRS Location Update request which is the request received by steering of roaming product before GSM Location Update request for the same mobile station (2) in outbound roaming is received. The said system (1) comprises mobile station (2) of the subscriber (S), VLR (3), SGSN (4), HLR (5) and steering of roaming unit (6 )which has a database for the list of preferred, unpreferred and forbidden VPLMNs (V)and logs of actions by steering of roaming unit (6) related to location update requests.

Description

A STEERING OF ROAMING SYSTEM
Technical Field The present invention is basically related to a system for providing enhancements to existing steering of roaming products so that they will be able to sense an early GPRS Location Update request which is the request received by steering of roaming product before GSM Location Update request for the same mobile station in outbound roaming is received.
Background of the Invention
Steering of roaming procedure is used by mobile operators to redirect their subscribers to preferred networks while they are roaming abroad. This is mainly accomplished by rejecting registration attempts from not preferred operators.
Although steering of roaming units provide an efficient method to steer subscribers to preferred operators, most of the steering of roaming units process only location update requests for GSM location update (GSM LU) requests, which means GPRS location update (GPRS LU) requests cannot be processed and steering of roaming for data services cannot be completed efficiently.
In today's network structures, only some of the steering of roaming solutions process GPRS location update requests in addition to GSM location update requests. Steering of roaming units which process GPRS location update requests in addition to GSM location update requests, are using previously taken action for GSM location update requests received from the same mobile operator in VPLMN who sent GPRS location update request this time. In other words, steering of roaming unit checks subscriber state for GSM location update process to learn whether location update attempt is rejected or not. If corresponding GSM location update request is rejected as the mobile operator is configured as not preferred by mobile operator in HPLMN, GPRS location update request is rejected as well. Otherwise GPRS location update is allowed to reach HLR when such steering of roaming solution is used by mobile operators in HPLMN.
This solution in state of the art only works efficient if GPRS LU request always comes after GSM LU. But unfortunately, sometimes GPRS LU request is sent before GSM LU request. Such GPRS LU requests are called as "early GPRS LU requests". Some mobile stations triggers data service registration request before voice services registration request which means GPRS LU request is sent before GSM LU request constantly or randomly. Especially, nowadays smart phones operate in this manner and trigger data service registration while outbound roaming. Such a situation may cause that those mobile stations may get stuck at no voice service as they are registered to not-preferred (forbidden) mobile operator in VPLMN for data while their registration request and corresponding location update requests for voice services are rejected by steering of roaming units.
Regarding said problems and solutions in the state of art, an inventive solution which may act as a steering of roaming solution which is able to sense an early GPRS Location Update request and process accordingly in order to steer subscriber who is an outbound roamer to a preferred mobile operator in VPLMN for both voice and data services is needed. Such a solution contributes a significant impact the aim of preventing the situation that subscriber's mobile station gets stuck at no voice but only data service and to maximize the revenue from outbound roaming since subscriber will be using services for both data and voice with the abroad mobile operator which has agreements with the mobile operator in home network. The international patent document no. WO2011094709, an application in the state of the art, discloses a method for directing roaming traffic associated with a subscriber of an HPMN. The method includes detecting a location update message from the subscriber at a non-preferred VPMN. The subscriber has an established data context with the non-preferred VPMN. The method further includes sending one or more location update messages to one or more elements associated with the non-preferred VPMN, thus causing the subscriber to associate with a preferred VPMN. Summary of the Invention
An objective of the present invention is to make steering of roaming products to be able to sense an early GPRS Location Update message which is the message received by steering of roaming product before GSM Location Update message for the same mobile device is received.
Another objective of the present invention is to make steering of roaming products to be able to steer subscribers to preferred networks if an early GPRS Location Update message received from a not preferred network for the mobile device of the subscriber.
Description of the Invention
"A Steering of Roaming System" realized to fulfill the objectives of the present invention is shown in the figures attached, in which:

A system (1) which enables steering of the outbound roamers to preferred mobile operators for both voice and data services:
at least one mobile station (2) which belongs to subscriber (S) who is an outbound roamer and which triggers a registration request in VPLMN (V),
at least one VLR (3) which is a database that contains information about the subscribers (S) roaming within a MSC's (Mobile Switching Center) location area in VPLMN (V),
at least one SGSN (4) which is responsible for the delivery of data packets from and to the subscribers (S) roaming within its geographical service area in VPLMN (V),
at least one HLR (5) which is in HPLMN (H) and keeps subscription data of subscriber (S) and provides said data to VLR (3) and/or SGSN (4) when registration request for roaming subscriber (S) is received from one or both of these units (3, 4),
at least one steering of roaming unit (6) which is located in HPLMN (H), has signaling links towards VLR (3) and/or SGSN (4) of VPLMN (V) and manages location update requests received from VLR (3) and/or SGSN (4) according to the information stored in its (6) database (Figure 1).
Mobile station (2) is the device which belongs to subscriber (S) who is an outbound roamer and which triggers a registration request in VPLMN (V). In preferred embodiment of the invention, mobile station (2) is a smartphone.
VLR (3) is the database that contains information about the subscribers (S) roaming within a MSC's (Mobile Switching Center) location area in VPLMN (V). SGSN (4) is the component which is responsible for the delivery of data packets from and to the subscribers (S) roaming within its geographical service area in VPLMN (V). Its (3) tasks include packet routing and transfer, mobility management (attach/detach and location management), logical link management, and authentication and charging functions. The location register of the SGSN stores location information and subscriber data of all GPRS users registered with it. SGSN (4) sends registration requests towards HLR (5) to obtain subscription data of the subscribers (S) who are roaming outside of HPLMN (H) within a MSC's (Mobile Switching Center) location area in VPLMN (V). Registration requests from SGSN (4) is received by steering of roaming unit (6) before HLR (5) in HPLMN (H) when steering of roaming unit (6) is functioning properly, i.e. signaling links and unit (6) is up.
SGSN (4) is the component which belongs to the same mobile operator in VPLMN (V) as the VLR (3).
HLR (5) is a database in HPLMN (H) containing subscription data regarding to subscribers (S) and provides said data to VLR (3) and/or SGSN (4) when registration request for roaming subscriber (S) is received from these units (2, 3). Some of the subscriber data stored in an HLR (5) includes the IMSI (International Mobile Subscriber Identity) and the MSISDN (Mobile Station International Subscriber Directory Number) of each subscription.

By this way, steering of roaming unit (6) is able to realize if a GSM LU request is received previously from VLR (3) for a subscriber (S) when a GPRS LU request is received from SGSN (4) which belongs to same mobile operator as VLR (3), for the same subscriber. In addition to this, by this way, steering of roaming unit (6) is able to realize for how many times the location update request coming from a VLR (3) and/or SGSN (4) is rejected at any time.
Steering of roaming unit (6) is the node which detects GPRS location update (GPRS LU) requests sent from SGSN (4) and when such a request is received, firstly checks if GSM location update (GSM LU) request for the same subscriber
(5) from VLR (3) has been already received or not. If a GSM location update request for the same subscriber (S) from VLR (3) has not been received before GPRS location update request from SGSN (4), said GPRS location update request is determined as "early GPRS LU request". So, "early GPRS LU request" term used in this document is described as follows:
Early GPRS LU request: A GPRS location update request sent from SGSN (4) and received by steering of roaming unit (6) where a corresponding GSM location update request for the same subscriber (S) from VLR (3) has not been received by steering of roaming unit (6) before the GPRS location update request from SGSN (4).
Steering of roaming unit (6) is the node which is configured to check the database to determine if SGSN (4) is a preferred one or not when an "early GPRS LU request" is received. If SGSN (4) is a preferred one, steering of roaming unit (6) allows messages related to early GPRS LU request to reach HLR (5). If SGSN (4) of VPLMN (V) is an unpreferred or forbidden one, steering of roaming unit (6) returns an error message to said SGSN (4) (rejects location update request) and does not allow messages related to early GPRS LU request to reach HLR (5). In preferred embodiment of the invention, steering of roaming unit (6) returns error messages to forbidden or unpreferred SGSN (4) of VPLMN (V) up to four times. As one skilled in the art can understand, error messages can be returned for configurable number of times to SGSN (4). In preferred embodiment of the invention, said error message is GPRS UL.ReturnError message which is a message in MAP and sent over SS7 signaling protocol. By this way, mobile station (2) of the subscriber (S) can be forced to start a registration request with a preferred mobile operator in VPLMN (V). Steering of roaming unit (6) is the node which is configured to check logs in database to determine if messages corresponding to GSM LU request from a VLR (3) for the same subscriber (S) were allowed to reach HLR (5) previously or not when GPRS LU request received from SGSN (4) is not an "early GPRS LU request". If messages corresponding to GSM LU request from a VLR (3) for the same subscriber (S) were allowed to reach HLR (4) previously according to the logs in database in steering of roaming unit (6), unit (6) allows messages related to GPRS LU request from SGSN (4) to reach HLR (5) as well. If messages corresponding to GSM LU request from a VLR (3) for the same subscriber (S) were not allowed to reach HLR (4) previously according to the logs in database in steering of roaming unit (6), unit (6) does not allow messages related to GPRS LU request from SGSN (4) to reach HLR (5) either.
Steering of roaming unit (6) provided in the inventive system (1) is adapted to perform operations of:
- receiving GPRS LU request from SGSN (4) before HLR (5);
- determining if received GPRS LU request is an "early GPRS LU request";
- if received GPRS LU request is an "early GPRS LU request", determining that if it is coming from a preferred SGSN (4) by using the list in database; - if the early GPRS LU request is from a preferred SGSN (4) of VPLMN (V), forwarding messages related to GPRS LU request to HLR (5),
- if the early GPRS LU request is not from a preferred SGSN (4) of VPLMN (V) (from a forbidden or unpreferred SGSN (4) of VPLMN
(V)), returning an error message to SGSN (4) so that the location update request for the subscriber's (S) mobile station which triggered a registration request is rejected,
- if received GPRS LU request is not an "early GPRS LU request, checking logs in database to determine if messages corresponding to
GSM LU request from a VLR (3) for the same subscriber (S) were allowed to reach HLR (5) previously or not;
- if messages corresponding to GSM LU request from a VLR (3) for the same subscriber (S) were allowed to reach HLR (5) previously, allowing messages related to GPRS LU request from SGSN (4) to reach HLR (5) as well,
- if messages corresponding to GSM LU request from a VLR (3) for the same subscriber (S) were not allowed to reach HLR (5) previously, not allowing messages related to GPRS LU request from SGSN (4) to reach HLR (5) either.
It is possible to develop various embodiments of the inventive system (1), it cannot be limited to examples disclosed herein and it is essentially according to claims.

Claims

A system (1) which enables steering of the outbound roamers to preferred mobile operators for both voice and data services comprising
at least one mobile station
(2) which belongs to subscriber (S) who is an outbound roamer and which triggers a registration request in VPLMN (V),
at least one VLR (3) which is a database that contains information about the subscribers (S) roaming within a MSC's (Mobile Switching Center) location area in VPLMN (V),
at least one SGSN (4) which is responsible for the delivery of data packets from and to the subscribers (S) roaming within its geographical service area in VPLMN (V),
at least one HLR (5) which is in HPLMN (H) and keeps subscription data of subscriber (S) and provides said data to VLR (3) and/or SGSN (4) when registration request for roaming subscriber (S) is received from one or both of these units (3, 4),
at least one steering of roaming unit (6) which is located in HPLMN (H) and characterized by
at least one steering of roaming unit (6) which is located in HPLMN (H), has signaling links towards VLR (3) and/or SGSN (4) of VPLMN (V) and manages location update requests received from VLR (3) and/or SGSN (4) according to the information stored in its (6) database.
A system (1) according to Claim 1, characterized by SGSN (4) which is the component which belongs to the same mobile operator in VPLMN (V) as the VLR (3).
3. A system (1) according to Claim 1 or Claim 2, characterized by steering of roaming unit (6) which has a database where the list of preferred, unpreferred and forbidden VPLMNs (V) is stored.
4. A system (1) according to any of the preceding claims, characterized by steering of roaming unit (6) which has a database where logs for location update (LU) requests received from VLR (3) and SGSN (4) and the action taken by steering of roaming unit (6) for said LU request are stored.
5. A system (1) according to any of the preceding claims, characterized by steering of roaming unit (6) which detects GPRS location update (GPRS LU) requests sent from SGSN (4).
6. A system (1) according to any of the preceding claims, characterized by steering of roaming unit (6) which checks if GPRS LU is an early GPRS LU request or not where early GPRS LU request is described as a GPRS location update request sent from SGSN (4) and received by steering of roaming unit (6) where a corresponding GSM location update request for the same subscriber (S) from VLR (3) has not been received by steering of roaming unit (6) before the GPRS location update request from SGSN (4).
7. A system (1) according to any of the preceding claims, characterized by steering of roaming unit (6) which returns an error message to SGSN (4) for pre-configured number of times if VPLMN (V) is not a preferred one and GPRS LU request received from SGSN (4) is an early GPRS LU request.
8. A system (1) according to any of the preceding claims, characterized by steering of roaming unit (6) which is adapted to perform operations of:
- receiving GPRS LU request from SGSN (4) before HLR (5); determining if received GPRS LU request is an "early GPRS LU request";
if received GPRS LU request is an "early GPRS LU request", determining that if it is coming from a preferred VPLMN (V) by using the list in database;
if the early GPRS LU request is from a preferred VPLMN (V) forwarding messages related to GPRS LU request to HLR (5), if the early GPRS LU request is not from a preferred VPLMN (V)
(from a forbidden or unpreferred VPLMN (V)), returning an error message to SGSN (4) so that the location update request for the subscriber's (S) mobile station which triggered a registration request is rejected,
if received GPRS LU request is not an "early GPRS LU request, checking logs in database to determine if messages corresponding to GSM LU request from a VLR (3) for the same subscriber (S) were allowed to reach HLR (5) previously or not;
if messages corresponding to GSM LU request from a VLR (3) for the same subscriber (S) were allowed to reach HLR (5) previously, allowing messages related to GPRS LU request from SGSN (4) to reach HLR (5) as well,
if messages corresponding to GSM LU request from a VLR (3) for the same subscriber (S) were not allowed to reach HLR (5) previously, not allowing messages related to GPRS LU request from SGSN (4) to reach HLR (5) either.
